FAQ on Central Staffing Scheme

Frequently Asked Questions

1. Who are eligible to apply for Central Staffing Scheme?

Officers from 36 participating services and fulfilling the eligibility conditions as given in the circular are eligible to apply.

2. If a particular Service is not listed in the Participating Services, can it be included?

No. The participating services are duly approved by Appointments Committee of Cabinet (ACC).

3. Whether this online application is also for Posts of Chief Vigilance Officers (CVOs).

No. the online application is only for Posts under Central Staffing Scheme.

4. How an IAS officer will apply for Central Staffing Scheme.

IAS officers will apply through IntraIAS Website (http://intraias.nic.in). For IntraIAS Portal an IAS Officer needs UserName and Password.

5. In case, if an IAS Officer is not having the Username / Password, how to get it?

The Officer needs to send an e-mail communication mandatorily with full particulars (Name, Cadre and Allotment Year) to ‘persinfotech@nic.in’. The username and password will be sent by reply e-mail.

6. IAS officer’s data are available in ER Sheet maintained by DOPT. Whether the officer needs to enter all those details again in the CSS online application.

No. All the information available in ER Sheet of the officer will be automatically populated in the application form. If the officer desires, the officer can modify the details in the online application form. It may be noted that editing of these data is permitted but it will not be automatically reflected in their respective ER Sheet.

7. Is it necessary for an officer to complete the application form at once?

No. Only the identity Number, Password and Password hint needs to be created in the first instance. With the identity number and password, the Personal, Qualification, Experience and Training details may be entered into the system at a later date and time. The details about the Identity No. will also be e-mailed to the e-mail id provided by the officer in the Personal details. Once the officer has completed entering all the details, the officer can finalise the application and take the print out. Once the application is finalized, it cannot be edited, only printout can be taken.

8. An Officer has applied for the Central Staffing Scheme for the Year 2010 and the officer was not retained / not selected. Does the officer need to apply again for the year 2011?

Yes, the officer needs to apply again.

9. Is there any User Manual available?

Yes. A document titled “Help to apply online” is available in the Website.

OFFICE MEMORANDUM

Subject: Stepping up of pay of senior Assistants of CSS drawing less pay on promotion in the Section Officers Grade than their juniors – OM No.18/2/2007 – CS-I dated 20.05.2014 – Follow up action regarding.

Ref: OM No.18/2/2007-CS-1 dated 20.05.2014 & 08.07.2014 and reminders dated 09.09.14,30.04.15,13.07.15,31.07.15,11.09.15 & 01.10.15

The undersigned is directed to refer to this Department’s OM of even number dated 11.09.2015 (copy enclosed) on the subject mentioned above. The compliance report, as per the format attached as Annexure-I and information sought in Annexure-II with OM dated 11.09.2015, are still awaited from Ministries/Departments, complete in all respects. The information received in bits and pieces from some Ministries/Departments have been compiled and attached as Annexure-A.

2. As per the information available in this Department, there are Six OAs (OA No.2884/2015, 3870/2015, 293/2016, 2128/2016, 2352/2016 and 3318/2016) pending before CAT, Principal Bench, New Delhi in the matter. The CAT has ordered for maintenance of status quo till the next date of hearing and stayed recovery from the salary of the applicants in some of these OAs. The same has been indicated against the officers, who are applicants in such OAs, in the attached statement (Annexure-A). There may be some more cases, which are not in the knowledge of this Department.

3. The Office of the Director General of Audit (Central Expenditure) which conducted audit of the records and accounts of the Department for the year 2014-15 has also taken a serious view of the delay occurring in recovery of Government dues. A copy of the relevant extracts of the Inspection Report is enclosed. For settling this audit para, compliance reports, complete in all respects, is required from all Ministries/Departments at the earliest.

4. The Ministries/Departments are, therefore, once again requested to furnish the compliance report in the matter, except in those cases where matter of recovery is subjudice/stayed by order of any competent court, in the prescribed format, complete in all respects, along with information sought in Annexure-II vide OM dated 11.09.2015 immediately.

5. This may please be treated as TOP PRIORITY.

Subject : Appointment of officers working in the Ministries/Departments under CSS/Non-CSS posts to National Institution for Transforming India (NITI) Aayog under Central Staffing Scheme on lateral shift basis.

Sir/ Madam,
It is proposed to fill up five(5) vacancies of Deputy Secretary/Director level posts in the National Institution for Transforming India(NITI) Aayog under Central Staffing Scheme on lateral shift basis.

2. The officers who are working at DS/Director level in different Ministries/Departments under the Central Staffing Scheme/Non Central Staffing Scheme will be eligible to apply for these posts. If the officer is selected for the post, it will be treated as a ‘lateral shift’, which would entail additional tenure of three years as per the special dispensation allowed for appointment in NITI Aayog that permits total deputation tenure up to 8 years on shift to NITI Secretariat or vice versa. The +3 option would be available only to those officers who are already working on a CSS/Non-CSS post. The additional tenure is subject to completion of two years on the present stint on the CSS/Non-CSS post and availability of cadre clearance. In the absence of cadre clearance(for +3 tenure), the tenure will be restricted to the balance period of four/five years central deputation tenure.

3. The post may be circulated amongst the officers working at Deputy  Secretary/Director or equivalent level under the Central Staffing Scheme/Non Central Staffing Scheme in the Government of India on priority basis. Names of the willing and eligible officers who can be spared by the Ministries/Departments may be forwarded to this Department along with the approval of the Minister-in Charge, cadre clearance(for +3 tenure), vigilance clearance, detailed bio-data in the enclosed proforma and attested copies of ACR(s) for the period for which they have worked under CSS/Non-CSS. The officers who had applied earlier against circular dated 4.7.2016, need not apply again.

4. It is requested that the application(s) of the eligible officer(s) may please be forwarded so as to reach this Department within 3 weeks from the date of issue of this circular.

Subject: Rotational transfer of Under Secretaries of CSS – Relieving of officers – regarding

The undersigned is directed to refer to this Department’s Order of even number dated 09.09.2016 on the subject mentioned above, wherein the concerned Ministries/Departments were requested to relieve the officer(s) concerned immediately so that the officers could join the allocated Ministry/ Department. However, it has been observed that not all the officers have been relieved so far.

2. The concerned cadre units as well as the officers concerned are, therefore, once again requested to comply with the above referred order. If the Ministry/ Department concerned fail to issue relieving orders, the concerned officer(s) shall be deemed to have been relieved w.e.f. 30.09.2016(A/N). The onus to join the allocated Ministry/Department on the basis of the above order dated 09.09.2016 issued by this Department will be on the officer concerned and failure to do so may attract punitive action.

 Subject: Grant of Non Functional Scale (NFS) to Section Officers of CSS regarding.

The undersigned is directed to say that pursuant to issue of OM No. 5/4/2005 CS I(S) dated 21.04.2014 by this Department on the subject mentioned above, doubts have been raised by some Ministries/Departments regarding procedure to be followed for grant of NFS to Section Officers of CSS.

2. In this connection, it is reiterated that regular Section Officers of CSS with 4 years of approved service would be considered for grant of NFS subject to vigilance clearance only in terms of this Department’s OM No. 21/36/03 CS I dated 13.11.2003 and 5/4/2005-CS.I dated 25.01.2006. The word DPC wherever appearing in OM dated 21.04.2014 may be ignored.

Central Secretariat employees seek pay parity

A delegation of the Central Secretariat Stenographers’ Service (CSSS) Association, called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here today and sought his intervention for parity in pay fixation and related issues.

The delegation led by Shri Raj Kishore Singh submitted a memorandum listing details of their long pending issues and suggesting options to resolve the same. According to the memorandum, while applying Rule 8 of CCS (RP) Rules 2008, the pay of direct recruits and new entrants is fixed at higher stage, when compared to the existing employees who were promoted in the same grade. This leads to discrimination in the fixation of pay of Personal Assistants of one category vis-à-vis the other category.

The memorandum also stated that the issue has been lingering on in the National Anomaly Committee for the last four years, but it has not been addressed. It pleaded that the mechanism of grant of “stepping up” to certain employees should be provided only in exceptional cases and not resorted to as a routine matter to sort out discrepancies which may affect a large number of employees.

Members of the delegation suggested that their issue can be addressed by incorporating a new provision in the Rules wherein if a promotee’s pay is getting fixed at a stage lower than that of a direct recruit, then the pay of the promotee should be fixed at the same stage as that of a direct recruit / new entrant. The other option suggested by them was to amend the CCS (RP) Rules so as to appropriately fix the pay in the Pay Band for a particular post carrying a specific Grade Pay.

Dr Jitendra Singh gave a sympathetic hearing to the members of delegation and assured them that DoPT will try to sort out their issue to the maximum extent possible.

Central Secretariat Service (Amendment) Rules, 2016

NOTIFICATION

New Delhi, the 2nd August, 2016

G.S.R. 753(E) − In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Central Secretariat Service Rules, 2009 namely :−
1. Short title and commencement −(1) These rules may be called the Central Secretariat Service (Amendment) Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Secretariat Service Rules, 2009 ,-
(A) for the words “Assistants’ Grade”, the words “Assistant Section Officers’ Grade”, wherever they occur, shall respectively be substituted;
(B) in rule 5, after sub-rule (1), the following note shall be inserted, namely :-
“Note: The authorised strength of the service shall be subject to variation to be indicated by the Government from time to time.”;

(C) after rule 6, the following note shall be inserted, namely :-
“Note: The cadre unit wise distribution of posts shall be subject to variation to be indicated by the Government from time to time.”;
(D) in the rule 11, after sub-rule (1), the following proviso shall be inserted, namely :-
“Provided that where sufficient number of eligible officers with five years’ approved service are not available, regular officers of Selection Grade with not less than three years’ of regular service in that grade and not less than ten years approved service from their appointment to the Grade-I, shall also be eligible for promotion.”;
(E) in rule 12,-
(I) in sub-rule (1),-
(i) for clause (a), the following clause shall be substituted, namely :-
“(a) The regular vacancies in the Section Officers’ Grade shall be filled by appointment of persons included in the Select List for Section Officers’ Grade comprising fifty per cent  from regular officers of Assistant Section Officers’ Grade who have rendered not less than eight years’ approved service in that Grade and fifty per cent. from persons selected through Limited Departmental Competitive Examination.
(ii) in clause (b), for the portion beginning with “ (b) The rules for the Limited Departmental Competitive Examination” and ending with “shall also be made by that Department”, the following
shall be substituted, namely:-
(b) The rules for the Limited Departmental Competitive Examination referred to in clause (a) of this sub-rule shall be determined by regulations made by the Department of
Personnel and Training:”;

(II) in sub-rule (2),-

(i) for clause (a), the following clause shall be substituted, namely:-
“(a) Seventy-five per cent. of the regular vacancies in the Assistant Section Officers’ Grade shall be filled by direct recruitment of graduates possessing computer proficiency as may be notified
by the Department of Personnel and Training on the basis of results of a competitive examination held by the Staff Selection Commission once in a year, for this purpose and the remaining twenty-five per cent. vacancies shall be filled by appointment of persons included in the Select List for Assistant Section Officers’ Grade comprising fifteen per cent. of the total from the regular officers of Senior Secretariat Assistants’ Grade of the Central Secretariat Clerical Service who have rendered not less than ten years’ approved service in that Grade and ten per cent. from persons selected through Limited Departmental Competitive Examination for Senior Secretariat Assistant of Central Secretariat Clerical Service to be conducted by Staff Selection Commission, once in a year for this purpose.”;

(ii) in clause (c), the words “and the allotment of candidates from the result of this examination to the various cadre units shall also be made by that Department” shall be omitted;
(iii) clause (d) shall be renumbered as sub-rule (3);
(F) in rule 13, –
(i) sub-rule (2) shall be omitted ;
(ii) in sub-rule (3), the word, brackets and figure “and (2)” shall be omitted;
(G) for the rule 14, the following rule shall be substituted, namely :-
“14. Completion of Probation.-(1) Upon completion of the probation period or the extended probation period, if any, the appointing authority shall assess the performance of the officer, as per
prescribed procedure, and shall declare either:-

(a) that the probation has been successfully completed;
(b) that the probation has not been successfully completed; or
(c) that the probation period is to be extended under sub-rule (3) of rule 13.
(2) When a directly recruited officer undergoing probation has successfully completed the probation to the satisfaction of the appointing authority, he shall be eligible for confirmation in the service and when such officer has not successfully completed his probation, he shall be discharged or reverted in accordance with rule 15.
(3) An officer shall continue to be on probation till he is confirmed under this rule or is discharged or reverted under rule 15.”;
(H) in rule 15, for sub-rule (4), the following sub-rule shall be substituted, namely :-
“(4) A member of the Service other than a direct recruit on probation in Assistant Section Officers’ Grade or Grade-I who is not considered suitable for continuance in that Grade during or at
the end of the period of probation specified in sub-rule (1) of rule 13 or the extended period, if any, under sub-rule (3) of that rule, shall be reverted to the next lower grade of the Service or to the
concerned grade of the Central Secretariat Clerical Service, as the case may be, from which he was appointed on probation to the grade of the Service:
Provided that an officer so reverted to the lower grade shall be reconsidered for appointment to the higher grade, on probation, only after completion of one year from the date of such reversion.”;

(I) in rule 17, in sub clause (v), for the figures “4200”, the figures “4600” shall be substituted;
(J) in rule 23, for the words “relax the requirement of the rule”, the words “relax in consultation with the Commission the requirement of the rule” shall be substituted;
(K) in rule 25, for the words, “the Scheduled Castes and the Scheduled Tribes”, the words “the Scheduled Castes, the Scheduled Tribes and Other Backward Classes” shall be substituted.

Subject: Promotion to the grade of Deputy Secretary, CSS on ad-hoc basis Extension of period upto 30.06.2017.

The undersigned is directed to refer to this Department’s Order No. 4/14/2011-CS.I(D) dated 31.07.2012 and subsequent several orders for promotion of Under Secretaries of the CSS to the Grade of Deputy Secretary on ad-hoc basis. With the approval of the competent authority, the tenure of ad-hoc appointment of Deputy
Secretaries covered under above orders and still officiating as Deputy Secretary on ad-hoc basis is hereby extended upto 30.06.2017 or till the posts are filled up on regular basis or till further orders, whichever is earlier, subject to vigilance clearance.

2. This order will be applicable to all such officers who are continuously holding the post of Deputy Secretary on ad-hoc basis as per aforementioned orders. The continuation of ad-hoc promotion beyond 30.06.2016 is subject to the conditions
mentioned in this Department’s aforementioned orders.

Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed three years.

Note 3: The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the closing date of receipt of applications.

Note 4: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1 st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade payor pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade payor pay scale, and where this benefit will extend only for the post for which that grade payor pay scale is the normal replacement grade without any upgradation.

 

2 The selected officers will be on deputation for a period of three years initially which can be curtailed or extended further, depending upon the requirement, and with the consent of the officer and approval of the lending department. The usual deputation terms will apply. The DPO/APO can be posted any of the PSK falling under the jurisdiction of respective Passport Offices.
3. All Ministries/Departments of Government of India are requested to circulate the above posts among the officers under the Central Government including officers of All India Services/ State Government, working with them and forward the application (in prescribed pro forma Annexure A) of eligible and interested officers, along with their dossiers and certificate to the effects that they are clear from vigilance angle, to the undersigned by 15th July 2016.

Subject: Rotational transfer of CSS officers of Deputy Secretary grade and above during the year 2016 – regarding

The undersigned is directed to refer to the revised Rotational Transfer Policy (RTP) published in the website of this Department vide OM No. 21/2/2009-CS.I(P) dated 16.07.2015. In terms of the revised RTP, Deputy Secretaries/ Directors/ Joint Secretaries (in-situ) who have completed 5 years or more in the same Ministry/Department are eligible for transfer. The officers serving in certain Ministries/Departments have a reduced tenure by one year prescribed for the grade.

2. Accordingly, a tentative list of Deputy Secretaries/ Directors/ Joint Secretaries (in-situ) who will be completing the prescribed tenure as on 01.07.2016 has been prepared and enclosed herewith (Annexure). The list includes 22 officers. The number of officers due for rotational transfer in Group ‘A’ (considering Cabinet Secretariat in group ‘A’) and group ‘B’ are equal.
3. The list at Annexure does not include officers within two years of superannuation as on 01.07.2016.

4. In terms of provisions contained in DOPT’s OM dated 16.07.2015 which, interalia, provides that officers serving in PMO and Cabinet Secretariat are exempted under RTP. Cabinet Secretariat is, hereby informed that the officers as indicated in the list are matured for transfer. Therefore, a decision on retention of such officers, keeping in view the willingness of the concerned officers, may please be intimated to this Department.
5. The officers concerned should also ensure that their data is complete in all respects in the web based cadre management system at www.cscms.nic.in. If the data is not complete, it may please be first got updated in the system.

6. Ministries/ Departments and officers concerned may check the information in the Annexure and bring to the notice of this Department if there is any discrepancy in the list by 06.06.2016. Ministries/ Departments are also requested to bring to the notice of this Department the names of Deputy Secretary/ Director/ Joint Secretary (in-situ) grade officers, who have completed the prescribed tenure but have been left out in the proposed list of rotational transfer.
7. In case no communication is received by the stipulated date i.e., 06.06.2016, the information as furnished in the list will be considered as final and further steps will be taken accordingly. The officers to be considered for rotational transfer will be finalized after correction of data, if any. Once the list is finalized, options will be sought from the officers concerned before issue of rotational transfer order.

2. As per directions of the ACC, the names of officers, for being placed on offer are to be obtained from the State Governments/Cadre Controlling Authorities in two Branches.

3. It is, therefore, requested to kindly sponsor the names of officers to this office, for retention under the Central Staffing Scheme for the 2 nd tranche. Kindly give this circular wide publicity amongst the eligible officers under your administrative control. As far as possible the application may be forwarded by 31st July, 2016.

The undersigned is directed to refer to this Department’s O.M. of even number dated 9.4.2015 followed by reminders dated 23.04.2015, 16.7.2015, 25.08.2015, 22.09.2015 and 01.10.2015 and to say that all CSS officers have been requested to file the returns as required under the Lokpal and Lokayuktas Act 2013 as on 1.8.2014 and for the year 2015 (as on 31.3.2015) online at cscms.nic.in The last date for submission of the returns is 15.04.2016. CSS officers who have not yet submitted the returns are requested to submit the
same immediately without waiting for the last date to approach to avoid rush and slowing down of the system at the last moment. All officers of US and above levels of CSS should also take a print out of the return filed online and submit to this Department duly signed.
2. Ministries/Departments are requested to circulate this O.M. among all CSS officers under them. They should also monitor to ensure that the returns are submitted by all CSS officers within the stipulated period without fail through the Web Based Cadre Management System. If option is not received from the officers who are in the cadre by 21.03.2016, it will be presumed that theofficer concerned has no specific option and posting will be decided by the Placement Committee accordingly. In case the officers who are on deputation do not furnish their options by the stipulated time, it will be presumed that they are not willing to repatriate to the cadre to avail ad-hoc promotion and their names will be considered in future only on receipt of written communication conveying their willingness to repatriate to the cadre to avail promotion.

Subject: Suspension of Group ‘A’ Officers of CSS/CSSS- reg.

The undersigned is directed to say that recently it has come to the notice of this Department that Minis tries/Departments have placed Group ‘A’ Officers of Central Secretariat Service and Central Secretariat Stenographer Service under suspension without referring the matter to D/o Personnel & Training.

The powers of Appointing Authority in respect of Group ‘A’ CSS/ CSSS Officers are exercised by Minister-in-charge of Department of Personnel & Training being the Cadre Controlling Authority. Further, for a cadre post of CSS, the power to take disciplinary action including suspension lies with the Cadre Controlling Authority i.e. D/o Personnel & Training. Accordingly attention is drawn to entry no. 41 (e) of Govt. of India (Allocation of Business) Rules, 1961 read with Rule 12 of CCS(CCA) Rules, 1965 whereby the DoP& T was made Disciplinary Authority in respect of the officers belonging to centralised cadres of CSS (Grade ‘A’ and above). Therefore, any Group ‘A’ CSS/ CSSS Officer may be placed under suspension with the approval of the Minister-in-charge of Department of Personnel & Training.

All the Ministries/ Departments are, therefore, requested to forward the proposals, if any, for placing Group ‘A’ Officers of CSS/CSSS under suspension with the approval of their concerned Minister-in-charge to this Department in conformity to the guidelines mentioned in this Department’s OM No. 134/9/93-AVD.I dated 15/11/1993.

Subject: Incomplete Data in Web Based Cadre Management System for CSS Officers of Under Secretary.

In continuation of this Departments O.M. of even number dated 26.02.2016 on the subject mentioned above and to say that another list of Under Secretaries is enclosed as Annexure in respect of whom the experience details in the web based cadre management system are found to be incomplete or there is some discrepancy therein.
2. In this connection, attention is invited to this Department’s O.M. No.21/1/2014-CS.I (PR/CMS) dated 31st December, 2015 (copy enclosed) requesting the nodal officers in the Ministries/ Department for up dation of data in the web based cadre management system hosted at cscms.nic.in in respect of all the CSS/CSSS/CSCS officers working under them. Data in respect of two modules viz. experience and promotion details can only be modified by CS.I / CS.II Divisions.
3. It is imperative that data in the web based system is maintained up to date always to facilitate carrying out of various cadre management activities. In order to complete the data in the system by CS Division, it is requested to fill up the particulars of such Under Secretaries as shown in the Annexure in the attached format duly certified by the Admn. Division latest by 21.3.2016. The next list of Under Secretaries whose date is incomplete will follow.

4. The Nodal Officers should update the remaining data of officers in other modules viz. Employee Details, Basic Details, Address Details, Training and Qualification. For any technical assistance they may contact CMC Official at Telephone No. 24629890
