Punjab government releases 6 per cent DA for employees, pensioners

Chandigarh: Punjab Finance Minister Parminder Singh Dhindsa today gave his nod to release 6 per cent dearness allowance (DA) with November salary or pension for the government employees and pensioners.

With the release of this DA installment, the state would touch 125 per cent from present 119 per cent of the basic pay/pension, Dhindsa, in a statement issued here, said.

In a relief to foreign settled retired employees, he said DA would continue with their pensions.

The government has decided to take back a letter stopping DA of pensioners who have acquired foreign citizenship, he added.

Cashless Health Insurance Mandatory for Punjab Government Employees, Pensioners

Chandigarh: The Punjab government today said the newly notified cashless health insurance scheme has been made mandatory for all government employees and pensioners.

 

The government has also issued directions to the effect that member enrolment forms regarding this should be submitted till November 30 to the concerned DDOs so that the employees could avail benefits under the scheme.

 

Disclosing this here today, an official spokesperson said that as per the Punjab Government employees and Pensioner Health Insurance Scheme (PGIPHIS), all the employees and pensioners would get the annual cashless insurance facility up to Rs 3 lakh from January 1, 2016.

 

The spokesperson further said this scheme will be mandatory for employees presently in service, pensioners, new employees after the expiry of enrolment period and Pensioners (In special circumstances) whereas it would be optional for all India service officers (presently serving).

 

Under this scheme, Punjab government has made arrangements for the Indoor medical treatment and care for pre-decided diseases and hazardous diseases.

 

This scheme would be applied equally to the persons availing old pension scheme and new pension scheme.

According to the spokesperson, PGIPHIS provides the facility of cashless treatment concerning those diseases under State service rule-1940 which include day care (those cases which require a patient to be admitted in the hospital for at least 24 hours) and those on which the OPD medical expenditure accrued is less then Rs 3 lakh per family per year.

 

Besides this, the medicines for the chronic diseases would also be provided at the designated hospitals and medical stores in each district and block under the cashless scheme.

 

The spokesperson said under the scheme all the registered beneficiaries can avail the treatment facilities from the hospitals designated by the state government in Punjab, Chandigarh and NCR regions.

Punjab Announces Cashless Insurance for Government Employees & Pensioners

Punjab Announces Cashless Insurance for Govt Employees & Pensioners – The scheme would be made compulsory to employees and pensioners it would be optional for All India Service Officers, serving and ex-MLAs, serving and ex-Judges of Punjab and Haryana High Court.

In a significant move that will benefit over 6.50 lakh employees and pensioners of the state government, the Punjab Cabinet on Wednesday gave its nod to implement Cashless Health Insurance scheme in lieu of the existing policy of reimbursement of the medical expenses.

A decision to this effect was taken by the Cabinet in its meeting chaired by Punjab Chief Minister Parkash Singh Badal here at Punjab Bhawan this evening.

Disclosing this here today, a spokesperson of the Chief Ministers Office said that the facility of cashless treatment would be provided to Government employee/pensioners and their dependents in more than 250 empanelled public and private hospitals in Punjab, Chandigarh and NCR (Delhi, Gurgaon and Noida) adding that under this scheme all the benefits would be granted to the employee as per Service Rules (Medical Attendance Rules 1940).

The expenses on treatment if taken outside the state would be reimbursed to the employees by the insurance company within 15 days of submission of medical claim. As per the scheme, the expenditure on treatment of patient admitted in hospital and 246 kinds of “day care” procedure (in which treatment was provided in less than 24 hours) and treatment of chronic diseases in OPD would be provided to patient without spending any money.

The OPD expenses other than those related to chronic diseases would continue to be met through fixed medical allowance. The scheme would cover pre and post hospitalisation benefits up to seven days and 30 days respectively, which were not available under the prevailing rules.

Though the insurance company cover was Rs 3 lakh per family, however, the scheme would cover a family for an unlimited amount. The scheme would be made compulsory to employees and pensioners it would be optional for All India Service Officers, serving and ex-MLAs, serving and ex-Judges of Punjab and Haryana High Court.

Punjab Government to switch over E-office in government departments

Punjab Government to switch over E-office in government departments

Chandigarh: Ushering in a change in handling of work, Punjab government will switch over from manual style to the electronic mode with the implementation of ‘E-Office’ project in all state administration departments.

The project will be implemented in all deputy commissioner and divisional commissioner’s offices at a cost of Rs 29.11 crore, an official spokesperson said adding work flow based ‘E-office’ system will replace existing manual handling and transfer of files and documents with an efficient electronic system.

He said this new system comprises modules like file management system (e-file), knowledge management system (KMS) and collaboration and messaging services (CAMS) for conducting government office procedures electronically in more efficient mode.

Giving details, he said it includes electronic file movement, work flow automation, archival and e-record management, content and document management, collaboration and messaging service, single standard based directory service, unified view of data, electronic communication and identity and accessing management role.

The project will cost Rs 29.11 crore which includes Rs 11.50 crore on back-end infrastructure and support, Rs 6.66 crore on local area networking infrastructure, Rs 7.95 crore on computing infrastructure and Rs 3 crore on training labs and setting up central registry unit, the spokesman said.

Employees allowed to get advance money from their GPF

Chandigarh: Punjab government today allowed its employees to get advance payment from their respective GPF (General Pension Fund) accounts for the purpose of higher education of their wards.

It also gave nod to provide non-returnable advance to its employees for the treatment of employees or their family members, removing earlier restrictions in this regard.

The Finance Department in a statement said employees could get 90 per cent non-returnable advance from GPF before their superannuation.

According to official spokespersons, employees desiring to go for ‘Haj’along with their family members could also get non-returnable advance.

He said necessary directions have been issued to all heads of departments, commissioners of divisions, Registrar of Punjab and Haryana High Court, all Deputy Commissioners and all Session Judges.

Punjab government: New guidelines for two-year extension in service after 58 years

Chandigarh: Punjab government today issued fresh set of guidelines for two-year extension in service to employees after the age of superannuation.

According to norm, the date of superannuation of a Punjab government employee other than a Class IV government employee, is the date on which he attains the age of 58 years.

These new instructions have been issued superseding the earlier guidelines issued in October 2014 and January 2015, an official spokesperson of the Finance Department said.

According to the new guidelines, extension in the service would be denied to those employees who have been either chargesheeted or a decision has been taken to chargesheet them under rule 8 of Punjab Civil Services (Punishment & Appeal) Act, 1970.

Employees, who may have been awarded major penalty that still hold impact on the day of their retirement or awarded major penalty three years before their retirement or against whom competent authority has given permission to prosecute them in criminal case, would also be denied extension, the spokesperson said.

He said all such officers would be ineligible for extension after the age of 58 years.

As per the new guidelines such officers/officials who have already got extension and serving in the first or second year of extension and who are under the above mentioned disqualifications, the cases of such employees would be reconsidered and if found guilty, the grant of extension in service would be nullified.

It has also been clarified that if the request of the officers/officials has been rejected for extension on the ground of administrative and criminal case pending against them at the time of retirement, if such employees have been exonerated at later stage, their extension in service cases would not be reconsidered, he said.

The spokesperson further said if any officer/official committed grave misconduct during extension or received notice for the misconduct committed by him in past, the benefit of extension in service to such employees could be denied without serving any notice, he added.

Punjab government employees to protest for arrears DA on Mar 17

Chandigarh: About five lakh employees will hold a state level rally here on March 17 to protest against the alleged failure of Parkash Singh Badal government to fulfil their demands.

State government had failed to provide Dearness Allowance (DA) at the rate of 10 per cent of arrears from January 2014 to September 2014 and 8 months of arrears at the rate of 7 per cent from July 2014 to February 2015, several conveners of Mulazam Sangarsh Committee, an apex body consisting of six employees federation and 14 independent employees Unions, said today.

The protest will be held under the banner of ‘Punjab and Union Territory Mulazam Sangarsh Committee’ against the state government’s “failure” to implement 10-point written agreed demands.

Badal government had failed to notify 6th Punjab Pay Commission agreed to on April 15, 2014, regularise the services of contract employees with three years service, introduce cashless Health Scheme, Remove anomalies in pay scales of various categories of employees, provide uniforms to various sections of employees, organisers said.
