Subject: Payment of Productivity Linked Bonus to Civilian Employees of Defence Production Establishments for the year 2017-18.

Madam Sir,

I am directed to refer to this Ministry’s letter No.48(4)/98/D(B&C) dated 27 July, 2000 on the above subject and to convey the sanction of the President to payment of Productivity Linked Bonus for the year 2017-18 equivalent to 40 days wages to the eligible employees in Defence Production Establishments as mentioned therein with an overall ceiling of wages of Rs.7000/- per month. PLB is to be calculated taking average number of days per month as 30.4 days.

02. The casual labour who has worked for at least 240 days, in each year, for 03 years or more, will be eligible for this PLB payment. The amount will be paid on a notional monthly wages or Rs.1200/-. In case where the actual emoluments fall below Rs.1200/- per month, the amount will be calculated on actual monthly emoluments. All payments under these orders will be rounded off to the nearest rupee.

03.The above sanction is subject to the following condition:-

(a) OFB will submit a monthly status report on the progress achieved to review the formula for calculation of PLB which otherwise would have been reviewed after three years from implementation ie from the accounting year 1999-2000.

(b) GMs of each of the respective factories should submit the Certificate regarding standard man-hour for jobs whenever there is a change in production processes or when new labour saving machines are introduced, incorporating the following details :-

(i) Standard Man Hours before the installation of CNC Machines.

(ii) Standard Man Hours after the installation of CNC Machines.

(iii) Difference between the above two leading to savings in Standard Man Hours.

In the event of more than one CNC Machine being installed on two different occasions each time figures are to be updated for additional subsequent addition of CNC Machine.

04. The expenditure will be debited to Major Head 2079 of the Defence Service Estimates (Ordnance Factories) and to the respective Heads to which the pay and allowances of employees of allied establishment: are debited.

05. This issues with the concurrence of Ministry of Finance and MoD (Finance Division) vide their Dy. No. 361 dated 15/10/2018.

Sub: Declaration of Productivity Linked Bonus (P.L.B.) for the employees of the EPFO for the year 2017-2018.

Madam/Sir,

The Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2017-2018 for the employees of EPFO vide MoL&E letter No A-26022/1/94-SS.1 (Pt) dated 12th October, 2018.

2. Accordingly, the competent authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2917-2018 for 60 (Sixty) days in all the offices of EPFO. The bonus of 60 days has been assessed on the basis of data/information submitted by the Zonal Offices in compliance to Head Office letter dated 25.09.2018. The payment of bonus is to be released to all Group ‘C’ and Group ‘B’ (Non-Gazetted) employees of EPFO.

3. The terms and conditions governing payment of P.L.B. will be as per the instructions issued by the Ministry of Finance O.M. No. 7/24/2007/E.III(A) dated 08.10.2018 for payment of the bonus to the employees in Central Government departments from time to time. However, the quantum of bonus may be assessed as per the following formula, as given in above letter:-

The undersigned is directed to convey the sanction of the president of lndia to the payment of Productivity Linked Bonus for the Accounting year 2017-18 equivalent of emoluments of 60 (Sixty)Days to the employees of Department of Posts in MTS, /Group ‘C’ and non-gazetted Group ‘B’. Ex-gratia payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and Ad-hoc payment of bonus to Casual laborers who have been conferred Temporary Status are also to be paid equivalent to allowance/wages respectively for 60 (Sixty) Days for the same period

1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:-

2. REGULAR EMPLOYEES:

2.1 Productivity Linked Bonus will be calculated on the basis of the following formula:-

2.2 The terms “emoluments” for regular Departmental employees includes Basic Pay in the Pay Band plus Grade Pay, Dearness Pay, Personal pay, Special pay (Allowances), S. B Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty members in Training Institutes. In case of drawal of salary exceeding Rs.7000/- (Rupees Seven Thousand only) in any month during the accounting year 2017-18, the emoluments shall be restricted to Rs.7000/-  (Rupees Seven Thousand only) per month only.

3.5 In case of those Gramin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No 26-08/80-PAP (Pt-l)dated 11.6.1981 and No. 26-04/87-PAP(P.II) dated 8.2.1988 will apply.

4. FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS.)

4.1 Full Time casual Laborers (including Temporary status casual Laborers who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31 03.2018) will be paid ad-hoc bonus on notional monthly wages of Rs 1200/. (Rupees Twelve hundred only) The maximum ad-hoc bonus will be calculated as below:

The above rate of bonus per day may be applied to the number of days for which the services of such casual laborers had been utilized during the period from 1.4.2017-31 .03.2018. In cases where the actual wages in any month fall below Rs.12001 during the period 14.2017 to 31 3.2018, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.

5. The amount of Productivity Linked Bonus/ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head “salaries” under the relevant Sub-Head of account to which pay and allowances of the staff are debited The payment will be met from the sanctioned grant for the year 2018-19.

6. After payment, the total expenditure incurred and the number of employees paid may be aicertained from all the units by Circles and consolidated figures be intimated to the Budget Section of the Department of Posts The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number employees (category-wise) to whom it was disbursed for the Department as a whole.

2.3 “Average Emoluments” for a regular employee is arrived at by dividing by twelve, the total salary drawn during the year 2017-18 for the period from 1.4.2017 to 31.03.20.18, by restricting each month’s salary to Rs. 7000/- per month. However, for the periods of EOL and Dies-Non in a given month, Proportionate deduction is required to be made from the ceiling limit of Rs 7000/-

2.4 In case of those employees who were under suspension, or on whom dies-non was imposed or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this officer order No 26-8/80-PAP (Pt.l) dated 11.6.1981 and No. 26-4/87-PAP(Pt.II) dated 8.2 1988 will apply.

2.5 Those employees who have resigned/retired or left services or proceeded on deputation within tire Department of Posts or those who have proceeded on deputation outside the Department of Posts after 31 .03 2018 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2 3 above

3. GRAMIN DAK SEVAKS (GDS)

3.1 In respect of GDS employees who were on duty throughout the year during 2017-18, Average Monthly Time Related continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2017 to 31.3.2018 divided by 12. However, where the Time Related Continuity Allowance
exceeds Rs. 7000/- in any month during this period, the allowance will be restricted to Rs.7000/- per month Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:

3.2 The allowance drawn by a Substitute will not be counted towards bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in Postmen/MTS Cadre, the clarificatory orders issued vide Directorate letter No 26-6/89-PAP dated 6.2.1990 and No. 26-7/90-PAP dated 4.7.1991 will apply.

3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by  applying the procedure prescribed in Para 3.1 above.

3.4 Those Gramin Dak Sevaks who have resigned discharged or left service after 01.04.2018 will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.

7. This has the approval of Hon’ble Finance Minister vide Ministry of Finance, Department of Expenditure’s ID No. 942259/E.III(A)/2018 dated 12.10.2018 and issue with the concurrence of AS & FA vide Diary No 100/FA-2018/CS dated 15.10.2018.

I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No. F.24(6)/80/D(JCM), dated 28th September, 1983, as amended from time to time, and to convey the sanction of the President to the payment of 40 days (Forty days) wages in cash as PLB for the year 2017-2018 to the eligible civilian employees of the Indian Navy.

2. The entitlement has been worked out on the basis of the working results for the year 2017-2018 in accordance with the agreed formula.

3. The PLB will be paid to all eligible Gp. ‘B’ (Non-Gazetted), Gp. ‘C’ & Gp. ‘D’ civilian employees of ADC who are covered under PLB Scheme for the accounting year 2017-2018. The calculation ceiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the. PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/- p.m. (1200×40/30.4) for the accounting year 2017-2018. However, in cases where the actual wages fall below Rs.1200/- pm, the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2018-2019, without any additionality.

6. This issues with the concurrence of the Ministry of Finance [Department of Expenditure] vide their ID No 922249/E.III(A)dated 04/10/2018 and Defence (Finance /AG/PB) vide their Dy. No. 155/AG/PB dated 10.10.2018.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2018-2019, without any additionality.

6. This issues with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their ID No. 937036/E.III/A/12018 dated 08.10.2018 and MoD (Finance/AG/PB) vide their Dy No. 137/2018/AG/PB/2018 dated 08.10.2018.

Subject: Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2017-18.

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2017-18 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where, wages exceed Rs.7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are Rs. 7000/- p.m.

2. ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’as defined in the Railway Services (Revised Pay) Rules, 2016 and dearness allowance drawn during the financial year 2017-18. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.

3. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2017-18 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of Rs.17,951/- towards Productivity Linked Bonus for the financial year 2017-18. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 ofR-I/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or pat1 of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2017-18 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made on priority in the same mode as payment of salary before the ensuing Puja/Dussehra holidays.

6. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2018-19, without any additionality.

Office Memorandum

Subject: Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2017-18

The undersinged is directed to convey the sanction of  the President to the grant of Non-productivity Linked Bonus to  30 days emoluments for the accounting year 2017-18 to the Central Government employees in Group ‘C’ and all non-gazetted employees in Group B, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014-E.III(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months):

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non- PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs. 7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i,e.Rs.1184 21 (rounded off to Rs.1184/-). in cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) Various points regarding regulation of Ad-hoc / Non-PLB Bonus are given in the Annexure.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned. these orders are issued in consultation with the Comptroller and Auditor General of India.

Regulation of Ad-Hoc and Non-PLB Bonus – Finmin Clarification

Various points regarding regulation of Ad-hoc and Non PLB Bonus are given below…

Clarification

1. Whether the employees in the following categories are eligible for the benefit of ad-hoc bonus for an accounting year Subject to completion of minimum six months continuous service and being in service as on 31st March, 2018.
(a) Employees appointed on purely temporary ad-hoc basis. (a) Yes, if there is no break in service.
(b) Employees who resigned, retired from service or expired before 31st March, 2018. (b) As a special case only those persons who superannuated or retired on invalidation on medical grounds or died before 31st′ March, 2018 but after completing at least six months regular service during the year will be eligible for the ad-hoc bonus on pro rata basis in terms of nearest number of months of service.
(c) Employees on deputation/foreign service terms to state governments, U.T.Governments, Public Sector Undertakings, etc., on 31st March, 2018. (c) Such employees are not eligible for the ad-hoc bonus to be paid by the lending departments. In such cases the liability to pay ad-hoc bonus lies with the borrowing organization depending upon the ad-hoc bonus/PLB/ex-gratiafincentive payment scheme, if any, in force in the borrowing organization.
(d) Employees who reverted during accounting year from deputation on foreign service with the organizations indicated in ‘C’ above. (d) The total amount of bonusiex-gratia received for the accounting year from foreign employer and the ad-hoc bonus, if any, due from a central government office for the period after reversion will be restricted to the amount due under ad-hoc bonus as per these orders.
(e) Employees from state Government/U.T. Admn./Public Sector Undertakings on reverse deputation with the Central Government. (e) Yes, they are eligible for ad-hoc bonus to be paid by the borrowing departments in terms of these orders provided no additional incentive as part of terms of deputation, other than Deputation Allowance, is paid and the lending authorities have no objection.
(f) Superannuated employees who were re-employed. (f) Re-employment being fresh employment eligibility period is to be worked out separately for re-employment period; the total amount admissible, if any. for prior to superannuation and that for re-employment period being restricted to the maximum admissible under ad-hoc bonus under these orders.
(g) Employees on half-Pay leave/E.O.L/Leave not due/study leave at any time during the accounting year. (g) Except in the case of leave without pay the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of E.O.L./dies non will be excluded from eligibility period but will not count as break in service for the purpose of ad-hoc bonus.
(h) Contract employees (h) Yes. if the employees are eligible for benefits like dearness allowance and interim relief. Categories not eligible for these benefits would be considered at par with casual labor in terms of ad-hoc bonus orders.
(i) Employees under suspension at any time during the accounting year. (i) Subsistence allowance given to an employee under suspension for a period in the accounting year cannot be treated as emoluments, Such an employee becomes eligible for the benefit of ad-hoc bonus if and when reinstated with benefit of emoluments for the period of suspension, and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay.
(j) Employees transferred from one Ministry./Department/Office covered by ad-hoc bonus orders to another within the Government of India or a Union Territory Government covered by ad-hoc bonus orders and vice versa. (j) Employees who are transferred from any of the Ministry/Department/Office covered by ad-hoc bonus orders to another such office without break in service will be eligible on the basis of combined period of service in the different organizations. Those who are nominated on the basis of a limited departmental or open competitive exam from one organization to a different organization will also be eligible for the ad-hoc bonus. The payment will be made only by the organization where he was employed as on 31st March,2018 and no adjustments with the previous employer will be necessary.
(k) Employees who are transferred from a Government Department/Organization covered by ad-hoc bonus orders to a Government Department/Organisation covered by productivity – Linked Bonus scheme or vice versa. (k) They may be paid what would have been paid on the basis of emoluments in ad-hoc bonus covered department for the entire year less the amount due as productivity-linked bonus. The amount so calculated may be paid by Department where he was working on 31s’ March, 2018 and/or at the time of payment.
(l) Part-time employees engaged on nominal fixed payment (l) Not eligible.
2. Whether ad-hoc bonus is payable to casual labour for an accounting year in the following cases:-
(a) Those who have put in specified number of days of work in different offices during each of the three years ending with the said accounting year. (a) The eligibility is to be worked out for three years from the said accounting year backwards. The period of 240 days of work in each of these years may be arrived at by combining the number of days worked in more than one offices of the government of India, for which bonus. ex-gratia or incentive payment has not been earned and received.
(b) Casual labour who were not in work on 31st March, 2018 . The condition of being in on 31st March, 2018 employment as laid down in these orders is applicable to regular Government Employees and not to casual labour.
(c) Those who have put in at least specified number of days of work in each of two years preceding the accounting year but are short of this limit due to regularization in employment in the said accounting year. If a casual labour, who has been regularized in the accounting year does not fulfill the minimum continuous service of six months as on 31st March, 2018 and therefore, cannot be granted benefit as a regular employee, he may be allowed the benefit as for a casual labour provided the period of regular service in the said year if added to the period of work as casual labour works out to at least specified number of days in that accounting year.

Railway Bonus 2018 – PLB for 2017-18 equivalent to 78 days wages will be declared Soon to railway employees

Railway Board informed in its letter to the Two railway federations NFIR and AIRF that a meeting would be held on 7.8.2018 to finalise about the Productivity Linked Bonus for the Financial Year 2017-18 to be paid in current year 2018.

But so far, no Federation has revealed the out come of that meeting. But it is believed that there will be no change in the Bonus amount for this year 2018 also.

For 2015-16 the productivity-linked bonus (PLB) equivalent to 78-day wages was paid in 2016 to Railway Employees.

Sub: Grant of ‘ad-hoc bonus’ for the Central Autonomous Bodies for 2015-16, 2016-17 and 2017-2018- reg.

Kindly call for our earlier letter of even number dated October 30, 2017(copy enclosed), whereby it was requested, while thanking the government for having implemented VII CPC recommendations in case of staff of the Central Autonomous Bodies, that, their genuine grievance in respect of payment PLB/Ad-hoc bonus to these staff should also be considered .

It would be pertinent to recall that, Finance Ministry used to extend the benefit of PLB/Ad-hoc Bonus to the Central Autonomous Bodies also at par with other Central Government employees till the year 2014-15. Surprisingly, employees of the Central Autonomous Bodies have been deprived of this benefit after the year 2014-15 without assigning any bonafide reason thereto.

It is, therefore, requested that, necessary action may kindly be taken for granting ad-hoc bonus to the Central Autonomous Bodies also on par with the Central Government employees for the years 2015-16, 2016-17 and 2017-2018, as was being done till the year 2014-15 in the larger interest of justice and parity.
