Sub: Reconsideration of extension of without voucher facility to Retired Employees.

Ref: No. 7-8/2010/EF/Part/1 dated 5.9.2011.

Facility of extension of without voucher facility was withdrawn vide guidelines conveyed vide letter No. 7-8/2010/EF/Part/1 dated 5.9.2011, as expenditure control measure. To mitigate the hardship in submission and following up of medical claims by retired employees, the Competent Authority has approved revival the facility only to retired employees, as per the guidelines issued vide letter No. BSNL/ADMN/l dated 28.2.2003 under para 2.1.1.

The entitlement under this option will be 50% of the admissible amount (annual outdoor ceiling prescribed) and will be paid in four equal instalments at the end of each quarter. The amount payable is taxable as per the applicable Rules.

The decision will however will be reviewed after 6 months.

It has been decided that GPF advance and withdrawal payment to BSNL employees will be done through CCA office. The procedure to be followed through ERP system is enclosed herewith. It has been decided that after implementation of new process, no payment for GPF advance/withdrawal to BSNL employees shall be made by BSNL, all payments shall”be made by concerned Pr. CCAs/CCAS only. The implementation in the CCAs will be carried out in 2 phases, the schedule of the circles is tabulated below:

I would like to bring to your attention the delay in the pension revision allowing the benefit of merger of 50% DA/DR with Basic/Pension to 78.2% DA/DR for BSNL pensioners/family pensioners, who retired prior to 10.06.2013. Though, the revision in all cases was to be completed by 31.12.2016 as per DoT HQ letter No.40-13/2013-Pen (T) dated 18.07.2016, there is still a huge pendency as on date and the BSNL employees welfare unions have been approaching DoT asking for early settlement of the same.

On review, it is seen that some units of BSNL are sending incomplete papers or are yet to send many of the cases to the CCA offices while there is also pendency in some of the CCA units also (copy of pendency status is enclosed). To complete the task in a structured time frame, concerted efforts both by the BSNL units and CCAs office is required. Target dates both for submission of pension papers and issue of PPOs has now been reviewed both for BSNL and CCA units, which is to be strictly complied to as per the timelines given below.

Sub: Grant of Child Adoption Leave of 180 days to female BSNL employees and extension of the facility of paternity Leave to adoptive fathers.

Leave on adoption of a child is admissible to female BSNL employee as per the provisions of Rule 43-B of CCS (Leave) Rule, 1972. As per DOPT OM No.13018/1/2009-Estt.(L) dated 22.07.2009, Child Adoption Leave to women government employees has been enhanced from 135 days to 180 days and extended the facility of Paternity Leave to adoptive fathers. Prior to DOP&T OM No.13018/1/2009-Estt.(L) dated 22.07.2009, the Child adoption leave for 135 days was admissible to the female government servants on adoption of a Child upto one year of age vide DOP&T OM No.13010/1/2004-Estt(L) 31.03.2006.

2. The case for grant of child adoption Leave of 180 days to female BSNL employees and paternity leave to BSNL male employees as per DOP&T OM dated 22.07.2009 has been examined by this office and it has been decided to make the provision of this OM dated 22.07.2009 applicable in BSNL. Accordingly, approval of the Competent Authority is, hereby, conveyed for following:-

(i) Leave of 180 days to the female BSNL employees who are adoptive mothers with fewer than two surviving Children may be granted as Child Adoption Leave on valid adoption of a child upto one year of age, on the lines of maternity leave admissible to natural mothers on the terms and conditions as laid down in DOP&T OM NO.13018/4/2004-Estt.(L) dated 31.03.2006 (Copy enclosed) and

(ii) A male employee with less than two surviving children, on valid adoption of a child below the age of one year, may be granted Paternity Leave for a period of 15 days within a period of six months from the date of valid adoption.

3. These orders shall take effect from the date of issue.

Sub: Extension of CGHS facility to retired BSNL employees.

 

The decision of extension of CGHS facilities to the retired BSNL employees was conveyed vide letter No. 4-12(11)/2012-PAT dated 20.2.14. The letter also mentioned that BSNL employees who opt for CGHS would have to pay the requisite fee to CGHS as applicable to Government retirees. The facility was not being extended to BSNL employees due to different pay scales applicable to BSNL employees. Now CGHS authorities have requested DOT to indicate equivalent basic pay and Grade Pay as per the Central Pay Scales on the Pension Payment Order (PPO) which will facilitate evaluation of subscription and room rent of the beneficiary. Retired employees intend to avail CGHS facility may approach DOT and get the equivalent basic pay and Grade Pay indicated on their PPOs for availing CGHS facility.

 

Management Committee has approved reimbursement of onetime payment of CGHS subscription paid by the BSNL employees. Retired employees who intend to avail CGHS facility, will surrender BSNLMRS facility and subscribe for CGHS facility. While surrendering BSNLMRS facility, they will indicate their desire to avail CGHS facility. On payment of subscription, they will submit a final claim from BSNL by furnishing the proof of payment indicating the amount.

 

The information be widely circulated. Record of retired employees migrating from BSNLMRS to CGHS facility may be maintained and intimated to Corporate Office on quarterly basis.

The pension to combined service optee absorbed employees in BSNL is paid by Government as per sub-rules 21 to 23 of Rule 37-A of CCS(Pension) Rules 1972.

2. Consequent to the Department of Public Enterprises (DPE) orders dated 26.11.2008, revision of pay of employees of BSNL was allowed with effect from 1.1.2007 vide Letter No. 61-01/2009-SU dated 27.02.2009. Subsequently, pension/family pension of employees retired from BSNL who retired between 01.10.2000 and 1.1.2007, was revised vide this office O.M No. 40-17/2008-Pen (T) Vol.III dated 15.3.2011.

3. Further to Department of Public Enterprises O.M. No. 2(70)/08-DPE (WC)-GL- VII/09 dated 02.04.2009, the benefit of merger of 50% DA with Basic Pay effectively amounting to 78.2% IDA as on 1.1.2007 for the purpose of fitment, was granted to the BSNL serving employees w.e.f. 10.6.2013 vide Order No. 61-01/2012-SU dated 10.6.2013.

4. The issue regarding revision of pension/ family pension of BSNL IDA pensioners/ family pensioners, who retired prior to 10.06.2013 has been considered by the Government, and the following has been decided:

(a)The pension/ family pension of BSNL IDA pensioners/ family pensioners, who retired prior to 01.01.2007, may be revised as on 01.01.2007 notionally with actual benefit w.e.f. 10.06.2013 by adding together

  1. Existing basic pension/ family pension including commuted portion of pension, if any
  2. Dearness relief (IDA) @ 78.2%
  3. Fitment weightage @ 30% of the existing pension/ family pension and dearness relief (IDA) thereon.

The amount so arrived will be regarded as consolidated pension/ family pension with effect from 10.06.2013.

(b)The pension/ family pension of BSNL IDA pensioners/ family pensioners, who retired between 01.01.2007 and 09.06.2013, their pay may be revised notionally with effect from 01.01.2007 by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension effectively amounting to 78.2% IDA for the purpose of fitment, and consequential revision of pension on notional pay with actual benefit w.e.f. 10.06.2013, at par with the serving employees of BSNL. However, these pensioners do not get actual benefit of increase in pay/ pension during the period between 01.01.2007 to 09.06.2013, and they would not get increase in the amount of DCRG, leave encashment and commutation of pension on this account.

5.The other conditions with regard to commuted portion of pension, minimum pension and increase in the quantum of pension/ family pension to the old pensioners/ family pensioners, as mentioned in this office O.M. No. 40-17/2008-Pen (T) Vol.III dated 15.3.2011 shall remain the same.

6.Action to revise pension/ family pension in terms of these provisions may be initiated suo-moto by the concerned Heads of offices. All administrative offices of BSNL handling preparation of pension papers of BSNL pensioners may be directed to initiate the process of consolidation of pension/ family pension to the BSNL IDA pensioners/ family pensioners, who retired prior to 10.06.2013, at the consolidated rates in terms of para 4 above immediately and forward the same to the concerned CCAs for consolidation and issue of revised Pension Payment Orders (PPOs).

7. The exercise to extend benefit of these orders to the pensioners/ family pensioners should be completed by 31.12.2016.

Cabinet approves Revision of pension of BSNL Pensioners Removing Anomalies
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the revision of pension of BSNL pensioners and family pensioners, who retired prior to 10.06.2013 by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment, and (ii) Modifying the liability of BSNL towards the payment of pensionary benefits to the retired employees.The pension of BSNL pensioners/family pensioners, who retired prior to 10.06.2013 has been revised w.e.f. 01.01.2007 notionally with actual benefit w.e.f. 10.06.2013, by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment at par with the serving employees of BSNL. However, increase in the amount of DCRG, leave encashment and commutation of pension in respect of these pensioners shall not be increased on this account.

The pension liability in respect of employees of Department of Telecommunications (DOT) / Department of Telecom Services (DTS) / Department of Telecom Operations (DTO) who retired prior to 01.10.2000 is solely borne by Government of India and the BSNL will have no liability in respect of these employees. In respect of employees who are absorbed in BSNL, the liability on account of pensionary benefits shall be fully borne by Government while BSNL will continue to discharge pension liability by way of pension contribution in accordance with FR-116 for the period they so work/worked.

The revision entails an estimated recurring annual expenditure of approximately Rs 129.63 crore for pensioners and Rs 24.93 crore for family pensioners and arrears from 2013-14 would be Rs 239.92 crore approximately for pensioners and Rs 44.62 Crore approximately for family pensioners. Approximately118500 pensioners all over India will be benefitted by this revision.

This revision will fulfill the long pending demand of revision of pension of BSNL absorbed employees who retired prior to 10.06.2013 and will bring the pensioners at par with the serving employees of BSNL by removing the anomalies. It will help in reducing the financial burden of BSNL and removing prospects of industrial unrest in BSNL while fulfilling the commitment of Government.

Background:  The decision of the Cabinet has come in the wake of an anomalous situation created in the difference of pension formula among the BSNL retirees who retired before and after 10.06.2013. Further, the decision regarding pensionary liability is on persistent demand from various quarters and a series of deliberations at different levels to fulfill the assurance given by the Government before corporatization i.e. before formation of BSNL.

This office has been receiving queries regarding Employees Pension Scheme.

In this regard, it is informed that EPFO vide its letter no. Actuarial / 18(2)2008/ Vol.III/7738 dated 29.08.2014 (copy enclosed) has already clarified that henceforth, EPS will apply only to EPF members whose pay at the time of becoming PF member is not more than Rs.15000/- per month on or after 01.09.2014. The entire employer and employee contribution shall remain in the Provident Fund and no diversion to EPS shall be made for all new PF members on or after 01.09.2014 having salary more than Rs. 15000/- at the time of joining.

In this connection, it is mentioned that this office has already issued instructions to act in accordance with the Gazette Notifications issued by EPFO, from time to time, without waiting for endorsement from the Corporate Office as the non compliance of the EPF guidelines attract penal provisions.

It is further mentioned that suitable action may be taken by the circles for rectification of any erroneous deduction made and deposited with EPFO under the EPS head for the employees covered under the above mentioned letter of EPFO dated 29.08.2014.

Sub: Gazette Notification providing for increase in wage ceiling under EPS 1995 from Rs. 6500 to Rs.10000/- which shall come into force on and from the 1st day of Sept 2014.

Sir.

This is in continuation of this office circular No Actuary/l 8(2)2008/ Vol.111/5905 dated 23.07.2014 wherein it was informed that the Employees’ Pension Scheme 1995 is being amended to increase the wage ceiling from Rs.6500/- per month to Rs. 15,000/- per month in the Employees’ Pension Scheme, 1995.

2. The proposed amendments have since been noti red vide Gazette Notification No. GSR 609 (E) which shall come into force on and from the 1st day of September, 2014 (Copy of notification enclosed).

3. Accordingly, with effect from the 1st day of September, 2014, the pensionable salary for all cases of exit/death on or after 01.09.2014, for calculating pension shall be the average monthly pay drawn during the contributory period of service in the span of 60 months preceding the date of death/exit from the membership of the Employees” Pension Fund. The pensionable salary shall be calculated on pro-rata basis separately for the period up to 31.08.2014 up to wage ceiling of R.6,500/- per month and for the subsequent period upto the wage ceiling of Rs.15,000 per month. Similarly. the Withdrawal Benefit shall be based on the weighted wages at different wage ceilings. As already informed necessary amendments in the applicable on software are being carried out and the necessary software shall be released by I.S. Division at the earliest.

4. Accordingly, requisite steps may be taken so hat full details of wages for 60 months are available to settle the pension claims in accordance with the proposed modification. In this regard, Form 10-C & Form 10 D are also being redesigned to incorporate the above changes and shall be circulated soon. However in the meantime wage details be obtained by attaching additional sheet or giving details of 60 months of wages along with Form 10-D in respect of all members having date of exit from EPS 1995.

5. The members having date of exit from EPS, 1995 on account of superannuation/option date for commencement of early pension etc. prior to 01.09.2014 shall get Pensionary benefits on the basis of the existing pensionable salary calculations ie by taking 12 months average.

6. Further, with effect from 01.09.2014, wherever employer & employees have opted to contribute on salary exceeding Rs.6,500/- per month such employer & employees will have to exercise a fresh option to contribute on salary exceeding Rs.15,000/- per month subject to the condition that such member would have to contribute the Government’s share of contribution @ 1.16% on the salary exceeding Rs.15,000/- per month from his/her share of contribution. The fresh Option is to be exercised within a period of 6 months. It is essential to know with certainty the employee who are currently permitted to contribute to EPS on higher wages, so that fresh options can be called for. Accordingly, you may immediately flag all such cases of contribution on salary exceeding Rs.6,500/- per month and obtain fresh options in a time bound manner. It may be made known to the existing optees that if the fresh option is not exercised it shall be deemed that the employee has not Opted in allowing contribution over age ceiling and the contributions to Employees Pension Fund made above the wage ceiling in respect of the member shall be diverted to the Provident Fund account of the memer along with interest as declared under the Employees’ Provident Fund Scheme from time to time.

7. Furthermore, with effect from 01.09.2014 the provisions for contribution on higher salary has been deleted and as such no new options can be allowed to any member of EPS, 1995 on and after 01.09.2014.

8. As EPS will henceforth apply only to EPF members whose pay at the time of becoming PF member is not more than Rs. l5,000/- per month on or after 01.09.2014 the entire employer and employee contribution shall remain in the Provident Fund and no diversion to EPS shall be made for all new PF members on or after 01.09.2014 having salary more than 15,000/- at the time of joining. This must be ensured as any negligence on this issue may lead to unwarranted litigations.

9. The above actions may be taken without any deviation and officer in charge shall be responsible for compliance of above directions under his jurisdiction.

BSNL cuts down broadband rental discounts to Central Government employees by 50%

 

BSNL had reduced the discount offered to state and Central Government employees on its broadband facilities from 20% to 10%. It has further been reduced to 5% from October 1 onwards.

 

The Government-run BSNL is currently the market leader in broadband internet services. At the time of launching the service, in order to attract customers, BSNL had offered massive discounts and special schemes. One such scheme was the 20% discount on the monthly bills for employees of the state and CG agencies, and Public Sector Undertakings, officers, and retired employees of these departments.

 

Subscription for BSNL broadband services soared. Such discounts soon made BSNL the market leader in cable-based internet services, despite the presence of some big private players. Meanwhile, two years ago, BSNL reduced the discounts from 20 percent to ten percent. Although the cash crunch in BSNL was blamed for the move, some accused that the decision was made under pressure from private companies to decrease BSNL’s popularity.

 

Now, BSNL has reduced the discounts to 5%. In other words, there will be only five percent discount in the monthly rent. The revised discount comes into effect from Thursday, October 01, 2015 onwards. The monthly rental fee was hiked by Rs.50 for the free phone call services between 9 PM to 7 AM.

 

This is not all. The internet fee has increased multifold in the past five years. The five percent discount for state and Central Government employees, especially pensioners, will be a disappointment. The taxes are far bigger than the discounts. In addition to the charges, 14 percent taxes, including service tax and educational tax, are being levied.

BSNL Upgrades the speed of all Landline Broadband customers from 512 kbps to minimum 2 Mbps

 

Committed to the Government’s Digital initiatives announced by Hon.ble PM, BSNL has decided to upgrade Broadband speed to minimum 2 Mbps at no additional cost for all the Broadband customers on PAN-India Basis from 1st October 2015. This is another major service offering from BSNL for the benefits of customers in continuation to offering free night calling from BSNL landline to all operator network from 9:00 PM to 7:00 AM and free incoming roaming services for its mobile customers. BSNL is also offering 1Gb free E-Mail box to their customers from 50 Mb mail box.

 

Shri Ravi Shankar Prasad Hon’ble MOC &IT, GOI announced this today here at Gurgaon in a function organized by BSNL. The function was graced by Shri Rao Inderjeet Singh Hon’ble MOS for Planning & MOS for Defence (Independent charge) GOI. Shri Anupam Srivastav CMD BSNL, Shri N K Gupta Director (CFA), Smt Sujata Ray Director (HR) BSNL Board and Shri R C Arya CGM Haryana circle were also present on the occasion.

 

The speed up-gradation will benefit all the existing and new Broadband customers of BSNL. Under this scheme, BSNL is upgrading the speed of existing Broadband plans of 512 Kbps & 1 Mbps to 2 Mbps speed. With this upgradation, BSNL customers can access / surf the internet including social network websites like Facebook, Google, Twitter, etc. at high speed.

 

BSNL is the first service provider to provide the Broadband Access to the country. BSNL launched the Broadband services over its landline in India in 2005 with speed of 256kbps and above over the state of art Multi Protocol Label Switching (MPLS) based IP infrastructure in urban as well as Rural areas.

 

BSNL since then is constantly working for increasing the broadband speed for the enhanced experience of customer in urban as well as rural areas as envisaged in New Telecom Policy 2012.. Now, BSNL offers Broadband services with various plans ranging from 2 mbps to 100 mbps speed using ADSL/VDSL and fiber based GPON technology in a very affordable price range. BSNL is currently having around 10 Mn Broadband customers including about 1.1 Mn. Rural customers.

 

This up-gradation shall enhance customer experience while surfing on internet and enjoying live video streaming by all customers even in the low price range. This scheme is expected to attract new customers for subscribing BSNL Broadband customers in an affordable manner.

I am directed to refer to this office circular No.1 & 2 dated 2oth April, 2015 subsequent letter dated 12th August, 2015 (uploaded on intranet) forwarding DOP&PW’s OM No.1/19/2014-P&PW(E) dated 14.01.2015, endorsed by Department of Telecom. vide OM No.40-20/2011-Pen(T) dated 24th March, 2014 on the subject mentioned above by way of which, all Circles were requested to ensure seeding of Aadhaar Card no. in the service books/salary package software and pension papers of BSNL employees invariably and without exception as directed earlier. It is to be noted that the aforesaid exercise being part of Minimum Government – Maximum Governance is being monitored by PMO.
2. In this connection, it is intimated that, for ensuring inclusion of Aadhaar Card No. in this employees records as stated above, ERP Cell, ALTTC Ghaziabad has configured the same by creating necessary field in Employees master data-ERPUSAP, which can be uploaded in ITO 185 table of SAP with Sub type-0015 for each employees of BSNL. For updation, there are two possibilities:
(i) For bulk updation, Circles can fill data in attached template and raise one PIS issue on ERPHELP DESK in HCM-HR Module. The same will get uploaded by coreteam.
(ii) SSA wise HR administrators are there, who are authorized to maintain such records in SAP. The lnfotype is ITO185 and subtype-0015. HR administrators can maintain it one by one for all employees as and when they get Aadhaar No.
3. You are, therefore, requested to kindly instruct all the concerned authorities in. Circle as well as SSAs to upload the Aadpaar No. on ERP-SAP as per guidelines/instructions given by ERP Cell, Ghaziabad. This may be treated as most urgent. Further, compliance report may please be arranged to be sent by 31.8.2015 so that action report status can be provided to DOT.

Following is the opening statement of Sh. Ravi Shankar Prasad, Minister of Communication & IT at the press conference on one year performance.

Ministry of Communications & IT was in the news in the past unfortunately for the wrong reasons for a variety of factors. After the new Government took over, it was important to create optimism and confidence to generate hope for growth. This, in return, required transparency, good governance and faster decision-making. By the collective effort of all, we can say with assurance that all these elements have become integral to decision making and policy formulation which has created a conducive atmosphere for investment and growth. Some of the key elements of these achievements are being enumerated hereunder.

DEPARTMENT OF TELECOMMUNICATIONS

  • Highest ever auction proceeds of Rs. 1,09,874 crore, against the approved reserve price of Rs 80,277 crores. This could be achieved because of good governance practices, identification of Defence Band and release of Spectrum from Defence Ministry, which has been pending for more than six years.
  • Crossed 100 crore telephone connections in April 2015, the fastest increase in the last 11 months as compared to the previous three years raising national teledensity to 79.85 as against 75.23 in March 2014, 73.32 in March 2013 and 78.6 in March 2012.
  • Rural teledensity grew to 48.90%, an increase of 4.57% in the last 11 months. the highest increase in the last three years (43.18 in March 2014, 41.6 in March 2013 and 39 in March 2012)
  • The number of broadband connections, i.e. connections with a speed of 512 kbps or higher, increased from 65.33 million in May 2014 to 99.20 million in March 2015 with unprecedented growth of 52% in the last 10 months.
  • Foreign Direct Investment (FDI) inflow in the telecom sector touched $ 2853 million in 2014-15 (upto February 2015). It was the highest in the last four years ($1307 million in 2013-14, $304 million in 2012-13, $1997 million in 2011-12 and $1665 million in 2010-11).

Initiatives to revive BSNL and MTNL

  • BSNL revenue grew by 2.1% in 2014-15reversing the trend of negative growth in previous years.
  • BSNL added 47 lakh active subscribers and MTNL added 2.11 lakh subscribers in 2014-15 reversing the trend of negative growth in previous years.
  • BSNL is in the process of setting up 25645 new base transceiver stations (BTSs) in Phase-VII of its expansion plan at a cost of Rs 4,805 crore, its first such investment plan in over five years. 15000 such BTSs installed in the last one year.
  • BSNL replacing network of landline local exchanges by IP (Internet Protocol) enabled Next Generation Network. 432 telephone exchanges and 70 lakh telephone lines are being replaced.
  • MTNL is setting up / upgrading 1080 3G sites in Delhi and Mumbai each and 850 2G sites in Delhi and 616 2G sites in Mumbai.
  • BSNL and MTNL have launched unlimited free local calls from landlines to any landline/mobile during night hours effective from May 1, 2015.
  • BSNL is launching free national roaming.
  • Hundred (100) WiFi hotspots at important tourist locations like Varanasi Ghats, Hussain Sagar Lake-Hyderabad, Bangalore, Cochin, Vijayawada etc. have been established by BSNL.

Other important initiatives

  • Full Mobile Number Portability (FMNP) notified to allow subscribers to retain their mobile number across the country and enable linking the mobile to Aadhar completing the JAM (Jan Dhan-Aadhar-Mobile) trinity of unique identity.
  • Bharat Net (National Optical Fibre Network – NOFN ) is the largest rural connectivity project of its kind in the world, seeking to link each of the 2.5 lakh Gram Panchayats of the country, through a Broadband Optical Fibre Network. The work of laying optical fibre network has been speeded up (by 30 times) in the last 10 months. To make the entire project more effective in tune with the Digital India programme, a committee was constituted for further improvement and speedy implementation to serve the larger purpose of Broadband to all. Conference of State IT Ministers was held to discuss the report of committee. Many State governments have agreed in principle to effectively collaborate in implementation of Bharat Net.

DEPARTMENT OF POSTS

  • Post offices modernized with 2590 Post Offices having 14.55 crore accounts migrated to Core Banking Solution and 115 Post Office ATMs commissioned.
  • 13264 Post Offices have been migrated to Core Postal Life Insurance.
  • Procurement of biometric solar charged mobile devices with wireless connectivity to 1,30,000 rural Post Offices is presently underway.
  • Sukanya Samridhi Yojana launched on January 22, 2015, has now more than 47 lakh accounts with a total investment of more than Rs 570 crores.
  • Kisan Vikas Patra re-launched on November 18, 2014 has attracted investment of about Rs 2600 crore.
  • Speed Post revenue grew to Rs 1470 crore in 2014-15 from Rs 1369 crore in the previous year. In CAG report laid in Parliament on May 8, 2015, on the basis of a detailed test check in 8 States, it has been highlighted that the quality of Speed Post service is far better than that of private couriers.
  • Parcel revenue growth which had dipped to-2% in 2013-14, registered a robust growth of 37% in 2014-15.
  • Cash on Delivery collections increased five times to reach Rs 500 crore in 2014-15 as compared to Rs 100 crore in the previous year.

DEPARTMENT OF ELECTRONICS & IT

Electronics Manufacturing:

  • Modified Special Incentive Package (MSIPs): Till May 2015, 63 investment proposals worth Rs. 20,825 crore received. 40 proposals worth Rs. 9,565 crore approved. Till May 2014, only 8 proposals worth Rs. 1152 crore investment were approved.
  • Electronic Manufacturing Clusters (EMCs): Till May 2015, 39 applications received, 21 approved in principle. Two EMCs at Bhopal and Jabalpur given final approval and foundation stone laid. Till May 2014, only 8 applications approved in principle.
  • Electronic Development Fund approved by Cabinet on 10th December, 2014.

New pro-people initiatives:

  • Digital India is a mission mode flagship programme, aimed at bridging the digital divide by providing a digital infrastructure for utility of citizens, digital delivery of services and digital empowerment.
  • Jeevan Pramaan: 2.02 lakh Digital Life Certificates produced.
    · Digital Locker: Beta version launched. 1.24 lakh lockers opened.
  • E-Hospital Registration: Started on May 8, 2015. More than 5421 appointments given.
  • National Scholarship Portal for one stop solutions for scholarships for students.
  • eBasta: Supports publishers to upload content, schools to collate and students to download on tablet, PC and Phone.

Digital Inclusion:

  • Rural BPOs: 48,000 seats across different states for Rural BPOs approved.
  • North East BPOs: 5000 seats for BPOs in North East approved.
  • Digital Saksharta Abhiyan (DISA): scheme expanded to cover 52.50 lakh candidates, when compared to a target of only 10 lakh last year.

 

New Policy Initiatives:

  • Policy on Open Source Software approved in April, 2015.
  • Policy on Collaborative Application Development sent for notification on 11.05.2015.
  • Email Policy approved on 18th February, 2015.
  • e-Sign Framework has been initiated.
  • Policy on use of IT resources approved on 18th February, 2015.
  • Policy on Internet of Things has been drafted.

Promoting Indian Languages:

  • Updated Indian Languages Toolkit available in all 22 languages now. Earlier it was available only for 10 languages.
  • Internationalised Domain Names: Domain name .bharat launched in 8 languages of Devnagari script and in Gujarati, Bengali and Manipuri.

Minutes of the 26th meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 03.02.2015 under the Chairmanship of Hon’ble MOS (PP) at Vigyan Bhawan Annexe, New Delhi.

At the outset Joint Secretary (Pension) welcomed Hon’ble MOS (PP), Secretary, Pension & Pensioners’ Welfare, representatives of Pensioners Associations and the participating officers of various Ministries/Departments. It was stated that SCOVA is a multi¬party forum and a platform for sharing views. Under the able leadership of the Hon’ble Minister, the Department will continue to streamline the various policy issues for the benefit of the pensioners.
Thereafter, Hon’ble MOS (PP), Chairman, SCOVA, welcomed all participants to the meeting. He said that presently the number of pensioners is more than the number of employees in service. Hence, there is a large pool of experience which can be utilized in a constructive manner. MOS (PP) also mentioned that the Department has been able to effectively deliver on most of what was promised. Fixed Medical Allowance (FMA) has been increased from ‘ 300 to ‘ 500, online grievance monitoring system CPENGRAMS is being used to keep the number of outstanding grievances to a minimum, BHAVISHYA (online pension sanction and payment tracking system) has been extended to 25 Ministries/Departments. MOS(PP) also stated that the Pensioner’s Portal is a part of the e-governance system which is in itself a priority of the present Government. He said that initiative “Sankalp” had immense potential to contribute to the welfare of pensioners who could continue to contribute to the society after their retirement.

Regarding the issue of agenda points suggested by the various Pensioners Associations being summarily rejected, it was informed that due importance was attached to all agenda points. However, owing to time constraints some of them are taken up for discussion during the SCOVA meeting and the items which were specific to a particular Department were forwarded to the concerned Ministries/Departments for taking necessary action. Hon’ble MOS(PP) emphasized that each Department should look at the pensioners as their own responsibility and treat them as their family members.

It was pointed out by Pensioners’ Associations that there has been delay in payment of the enhanced amount of Fixed Medical Allowance in several Postal Circles. The instructions of Department of Posts to Postal Circles for accessing the orders from the website of DoP&PW and send the copies to the Pension Disbursing Offices without delay are not being followed. A suggestion was made that the Heads of Postal Divisions (instead of the designated Officer in Postal Circle Offices) may be authorized to download the relevant order from the website of DoP&PW and send the copies to the Head Post Offices to effect timely payment to the Pensioners.

Thereafter, the Action Taken Report of 25th SCOVA meeting and Fresh Agenda items of 26th SCOVA meeting were taken up for discussion.

Discussion on ATR of 25th SCOVA meeting:-

Sl . No 1 of ATR: Status of issue of revised PPOs to pre-2006 pensioners.

CPAO informed that 29,615 cases were pending for revision. Despite several efforts, no further information was coming forth in respect of the pre- 1990 PPOs. They have approached banks and pensioners to obtain the missing information. CPAO was advised to hold meetings with individual Ministries and sort out cases issue wise so that solutions could be worked out and the pendency brought down to zero. CPAO was also advised to discuss the issue with Ministry of Railways and Department of Defence who had shown remarkable progress and brought down the pendency to Nil.

b) One of the Pensioner Association intimated that a number of cases were still pending in the Maharashtra Circle post offices. The Department of Posts intimated that they would consider delegating authority of revision to sub-post offices. In case of Patiala Circle, date of birth of spouse is not indicated in the revised PPOs. In respect of the comments of other Pensioners Associations, they were requested to give specific case wherein revised authority has not been issued.

c) The Ministry of Railways informed that only 5000 cases are pending where no records are available and revised PPOs could not be issued. However, the Pensioners Association informed that in Firozpur, Ambala and Delhi revised PPOs in some cases have not been issued. Ministry of Railways was therefore asked to reconfirm their figures of revised PPOs.

d) Department of Telecommunications informed that as on date 867 cases are pending and out of which 665 cases pertain to BSNL. Necessary action to revise these are being taken.

e) D/o Ex-Servicemen Welfare informed that revised PPOs have been issued in most of the cases. This was refuted by the Defence Pensioner Association. Pensioners Associations were requested to give the list of the pending cases to the Department of Ex-servicemen Welfare, which will take the matter with CGDA. However, CGDA was asked to also reconfirm their figures.

Jt. Secretary (P) requested all the Ministries/Departments to issue revised authorities for all pending cases before the next SCOVA meeting so that this item could be closed finally.

On the issue of Pension Adalat, the associations wanted that they be allowed to represent the cases of the illiterate family pensioners. It was clarified that they could very well represent the cases as individuals and not as representatives of Pensioners’ Associations. Pension Adalats were being held regularly by Survey of India for their organization, and Ministry of Defence were also conducting the same regularly hence the item may be closed.

(ii) Sl.No 2 of ATR :- Broad Banding of Disability Element for Pre-1996 cases.

The Department of Ex-Servicemen Welfare informed that the orders have been issued. The Department was advised to speedily implement the orders so that the benefit could percolate to all concerned pensioners, it was therefore decided to close the matter.

(iii) Sl.No 3 of ATR:- Health Insurance Scheme for pensioners including those residing at non-CGHS areas.

The Ministry of Health and Family Welfare intimated that the EFC Memo has been recast and has been sent to IFD for approval. Ministry of Health and Family Welfare was advised to expedite a decision in this respect.

One of the pensioner association requested that the prosthesis issued to the orthopedically disabled may also be considered for insurance for easy replacement/repairs thus saving expense.

(iv) Sl.No.4 of ATR:- Dedicated day for Pensioners.

It was pointed out that in the case of Defence Pensioners, though a mechanism had been created in September, 2014 no meetings were held. The Ministry of Defence representatives were requested to hold regular meetings. Since, most of the Departments have set up institutional mechanism for meeting with the pensioners, the agenda item was closed.

(v) Sl.No 5 of ATR :- Special Family Pension for the Widows of Disabled War Veterans.

The Department of Ex-servicemen Welfare informed that the matter is being reconsidered by CGDA. One of the Pensioners Associations clarified that this issue is only for the war disabled veterans invalided out of service who are very few in number and deserved empathetic consideration. To hasten the process DoPPW may take up matter with the Hon’ble Raksha Mantri.

(vi) Sl.No 6 of ATR :-

The Orders of Ministry of Health reiterating that all the pensioners are at liberty to opt themselves with any of the nearest CGHS hospital/ dispensary may be widely circulated. Arbitrary orders dated 01/08/1996 and 01/09/1996 issued by Ministry of Health and Director of CGHS may be withdrawn and the benefit of CGHS facilities be allowed to the pensioners of Department of Post and Department of Telecom.

Medical facilities for existing P&T pensioners.

The Ministry of Health and Family Welfare intimated that various issues including the issue relating to extension of CGHS facility to P&T pensioners is likely to be considered in a meeting of the Committee of Secretaries to be held shortly. As regards, the orders dtd 01.08.1996 and 01.09.1996, Ministry of Health and Family Welfare informed that the matter was still sub-judice.

(vii) Sl.No 7 of ATR:- Anomaly in fixation of pension to DoT employees absorbed in BSNL, who retired between 1.10.2000 and 31.7.2001.

It was informed that since the last SCOVA meeting, two meetings were held with the officials of Department of Telecom on 29.09.2014 and 30.12.2014 and Department of Telecom was advised to expedite the details/Reply sought in DoPPW’s ID Note dtd 28.02.2014.Department of Telecom informed that the BSNL is collecting the requisite information sought by DoPPW from corporate offices of BSNL/MTNL. Department of Telecom was advised to send a reply to DoPPW within a fortnight.

(viii) Sl No.8 of ATR :- Merger of 78.2% IDA with basic pension benefit to the absorbed BSNL Pensioners.

It was informed that the proposal has been approved by Department of Expenditure, in principle. Department of Telecom informed that as per the advice of the Department of Expenditure a Cabinet Note has been prepared and sent to their IFD for approval. Department of Telecom was advised to finalise the draft Cabinet Note and circulate it to the concerned Ministries by the end of February,2015.

(ix) Sl.No 9 of ATR :- Extension of benefit of upgraded Grade Pay to pre-2006 retirees of S-12 grade.

D/o Expenditure had earlier observed that the benefit to grade pay of the 4600/- could not be extended to those who retired from the S-12 pay scale before 01.01.2006 as it was an upgraded scale. However, the Department of Expenditure has since sought to re-examine the issue and the relevant file on the issue has been forwarded by DoPPW to D/o Expenditure for reconsideration on 22.01.2015. D/o Expenditure was advised to expedite a decision in this regard.

(x) S.No.10 of ATR :- Extension of benefit of OM dt. 28.1.2013 w.e.f 1.1.2006 instead of 24.9.2012

It was informed that the matter is sub- judice and the next date of hearing in the SLP No 36148-50/2013 in the Hon’ble Supreme Court was fixed for 17.02.2015.

(xi) S.No11 of ATR:- Stepping up of Disability Element on the basis of Fitment Tables.

D/o Ex-Servicemen Welfare intimated that the matter is pending with CGDA. They were advised to meet the CGDA personally to expedite the case in one month.

(xii) S.No 12 of ATR:- Income Certificate to be produced by the Family Pensioner.

Ministry of Railways have already reiterated their instructions. They were advised to display these instructions on the website. The item may therefore be closed.

(xiii) S.No 13 of ATR:- Extension Counter of CGHS Wellness Centre at Srinagar and Upgradation of facilities at CGHS Wellness Centre at Jammu including Construction of CGHS Hospital on the plot of land allotted by J&K Govt. at Jammu.

Various issues concerning CGHS including the above issue, were discussed by JS(P), DoPPW in a meeting with AS& DG(CGHS). Various suggestions for providing a centre at Srinagar had been considered in the meeting. Ministry of Health and Family Welfare informed that while there were huge resource constraints, overall CGHS reforms were being looked into by the Committee of Secretaries (COS). Regarding upgradation of CGHS Wellness Centre at Jammu, it was informed that computers had been procured and supplied. Funds have been released and the procurement of other equipment was being processed. The work is expected to be completed shortly.

Regarding posting of an additional doctor at the CGHS Wellness Centre at Jammu, Ministry of Health and Family Welfare was advised to explore the possibility of taking the services of a doctor from the State Govt. on deputation.

(xiv) S.No 14 of ATR:- Delay in family pension to next eligible family member in case of death of widow.

There is no case pending in DoPPW and no specific case was intimated by the SCOVA members, the item may therefore be closed.

(xv) S.No 15 of ATR:- Extension of CGHS facilities to retired BSNL employees -Issue of follow up order by the Ministry of Health and Family Welfare & fixation of rates of contribution & ward entitlement by DoT.

Department of Telecom informed that since the pay structure in BSNL and Central Govt. was different, the orders of Ministry of Health and Family Welfare regarding ward entitlement on the basis of pay band/grade pay could not be made applicable in the case of BSNL retirees. Ministry of Health and Family Welfare requested Department of Telecom to suggest alternate mechanism for the retirees of BSNL. Department of Telecom was advised to send a proposal to Ministry of Health and Family Welfare in this regard in a month’s time.

6. Discussion on Fresh Agenda Points for the 26th SCOVA meeting:-

(26.1) Simultaneous issue of orders for the release of Dearness Allowance

Department of Expenditure intimated that although they do not propose to issue common order both for DA and DR, the proposal could be considered and a copy of the approved Cabinet Note may be forwarded to enable the DoPPW to issue orders at an early date. No separate approval of Ministry of Finance would be required thereafter for issue of DR orders.

(26.2) Co-authorisation of Family Pension of Permanently disabled children/dependent parents and permanently disabled siblings.

The Ministry of Defence were asked to proactively take up the issue and finalise the case within a week.

(26.3) Non-adherence of extant rules with regard to submission of life certificate.

Regarding complaints in respect of submission of life certificate, SCOVA members were requested to give specific cases. CPAO was advised to give wide publicity to their Toll Free number so that the complaints could be lodged.

(26.4) Provision of CGHS facility for life time to dependent disabled/mentally retarded children of Central Government employees/ pensioners.

Ministry of Health was advised to examine the suggestion for extension of CGHS facilities to married disabled/mentally retarded daughter on the analogy of continuation of family pension to such children even after marriage. Ministry of Health and Family Welfare intimated that they will examine the issue.

7. Concluding, Secretary (P) stated that the public grievance module CPENGRAMS has been streamlined and lot of improvements have come after its merger with CPGRAMS. The website of the Department has all the latest orders available at the click of the mouse. He urged the SCOVA members to help the pensioners above 80 to get their Adhaar numbers so that they could exercise the online “Jeevan Pramaan” facility which would be of immense help to them. He urged the Department of Telecom to resolve the pending issues with BSNL at an early date. Finally concluding MOS(PP) indicated that Inter Departmental Communication should extend even beyond SCOVA and each Department should look at their pensioners as their responsibility and take out time for communicating or meeting with them.

Pensioners aspirations

Pensioners are asking for only what is provided in the constitution , service conditions & pronounced by the Apex Court

 

  • Pension is not largesse but a right.
  • Should be adequate to enable retd. employee to live with standard he was living.
  • There Should be no discrimination on the basis of date of retirement.
  • Gap between haves & have lots should go on reducing
  • Healthcare is a fundamental right of   ex employee.
Pensionable employee were deprived of Govt. 8.33% PM of salary, matching contribution to PF & were paid low salaries designed to cater for Pension

Quantum of pension

Pension of Govt. employees need to be 65% of last drawn as per 5th CPC study (TECS ). Correspondingly Family Pension to be 45% of last drawn.Fitment benefit exactly same as for employees. BPS urge 7th pay comm. to recommend accordingly to do justice .

Emoluments for Pension

DA of Govt. employees is part of salary. It  compensate  fall in purchase value of salary. Should be taken into account for calculation of pension as it affects commutation & future DR

Parity in Pension

Pension of pre & post retired SC,HC judges, CAG, Cab. Secy.& Secy. is at par.  One rank one pension has been acceded to Defence forces retirees . Others too are citizens of this Country, then why disrimination.BPS Plead for 100% parity to all Pensioners
Full and modified parity will be meaningless unless the actual grades and grade pays implemented to serving employees on revision are taken into consideration.  For some categories especially at lower and middle levels, grades higher than those actually recommended by the Commissions were implemented for employees in service.  They were not extended for modified and full parity to those who retired prior to revision in the corresponding posts on the pretext that what were implemented were improved grades and grade pays.  This resulted in invidious discrimination against and grave injustice to past retirees.  The gap in pensions due to this ever widens not only with every subsequent revision but also whenever additional installment of DR and when  additional quantum based on advanced age are  granted.
Parity, full or modified, will be meaningful and confer real benefit on past retirees only when the actual grades and grade pays implemented for serving employees are taken for this purpose.  This injustice is happening only when a higher grade or grade pay is given to a certain category after revision.    We respectfully submit that certain sections of past pensioners are not able to get justice in the  matter of full/modified parity due to the above discriminatory treatment.  A Group-B officer, who retired in III CPC scale had been brought down one scale lower w.e.f., 1.1.96 and to Rs.4200/- GP w.e.f., 1.1.2006 whereas a IV CPC Group-B officer got Rs.4600/- GP  w.e.f., 1.1.2006 and a V CPC Group-B officer got Rs.4800/- GP in revision.  This injustice has occurred to many categories of pre-2006 retirees.  We appeal to the Commission to do full justice to all past retirees in the above regard by making suitable recommendations.
Pre-2006 pensioners were given 40% fitment benefit whereas serving employees were given grade pay.  This resulted in grave imbalance between pre and post 2006 pensioners.  In order to rectify this, notional fixation has to be extended w.e.f., 1.1.2006 to pre 2006 pensioners taking 50% of corresponding grade pay into account so that they will be brought on a common platform with post 2006 pensioners and they will all get equal justice in the next revision as per VII CPC.  We urge the Commission to recommend same fitment benefit to employees as well as pensioners to avoid imbalance between past and future pensioners and also same multiplication factor for revision to one and all to ensure equal treatment.

No cut off dates

Revision of Pension by Pay comm. is to neutralize inflationary effect . Inflation affects all equally with- out cut off date. Then why cut off dates for implementation of Pay comm. recommendations?

7th CPC recommendations should apply to all pensioners without cut-off dates .All new benefits to apply to present pensioners. Pension of all should rise by equal % to ensure equality.

Minimum-Maximum Ratio

Ratio mini- max. emoluments i.e. Basic + DA+IR was down to 1:8 on 1.7.96 prior to Vth CPC implementation. 7CPC must bring it back to that level.

Gulf between highest & lowest paid

Huge gulf between lowest & highest pension need to be narrowed, should not be more than 1:8.Revise pay/pension of top person first, divide it by 8 to calculate minimum.

Any attempt to increase highest & lowest paid ratio in Govt jobs will be disastrous and against the preamble to constitution.

Additional old age pension

100 yrs of age for a pensioner is illusionary BPS requests the Hon’ble comm. to review existing dispensation & to recommend 10%upward increase in pension every 5 yrs   from 65yrs to 75yrs , 20% every 5yrs from 75- 85yrs & finally increasing pension to 100% at 90 yrs of age. As in the present scenario old age disabilities/diseases set-in right from 60 yrs of age & go on manifesting v. fast needing additional medical & caregiver expenditure.

Pension to be net of Income Tax

Purchase value of pension gets reduced day by day due to steep rise in food, medical & transport cost. Net worth of a pensioner gets considerably reduced at year end compared to the beginning of the year. To enable a pensioner in the evening of life to live with minimum comfort, BPS appeals that Pension may be exempted from Income tax.

DR Merger

BPS requests the pay comm. to recommend merger of Dearness allowance with basic pension whenever it goes 50% or beyond.
Due to inherent flaws in the method of inflation index calculation which is  based on WPI. DR  is never sufficient to afford 100% neutralization. Whenever DR rise to 50% & above, it results in considerable erosion of financial position of Pensioners.

Ex- servicemen status

Defence civilian are paid from defence budget. Are accorded Rank equivalency. BPS urge pay comm. To recommend  ex- servicemen status to retd. Defence civilians.

BSNL pensioners

BSNL pensioners are governed by Rule 137A of CCS (Pension) Rules 1972. BPS pleads that they be treated  at par with C .G. Pensioners for pension fixation.

Family pensioners other than spouse

Family pension is restricted to daughters who become divorcee or widow during the life time of  Parents. Social Structure always force a widow or divorced lady to return to parental home. In the absence of parents illiterate ladies have to feed themselves & children by doing menial jobs & living as destitutes. Removal of present restriction will help these ladies to lead honorable life. BPS appeals to hon’ble  comm. to consider the issue on humanitarian grounds & to recommend removal of this restriction .

New Pension Scheme

TO ensure social security. Amend it to guarantee minimum 50% of last drawn as pension & Family pension as per exiting pre 2004 scheme

Restoration of commuted value

Commutation is an advance sanctioned to pensioner at  specific  conditions & rate of intt.  at the time of retirement which is recoverable from  pension in regular monthly installments. Thus the recovery must stop the day total amount with interest is recovered.BPS requests that Commuted value of Pension be restored after 10yrs.

Restoration of commutation to PSU absorbees

Presently in case of pensioners other than PSU absorbees pensioners, recovery of commuted value of pension lasts 15 yrs, where as in case of PSU absorbees this recovery continues till survival which is discriminatory. In their case also fullpension should be restored, the day sanctioned amount with interest is fully recovered.

Injustice to those born onIst jan & on Ist  july

Modified FR56(a) requires every one whose date of birth is the first of month to retire from service on the afternoon of last day of preceding month on attaining superannuation age. As a result, those born on Ist of Jan loose  pay & pensionrevision benefits due to pay comm. recommendations and those born on Ist july loose benefit of one increment. They are deprived of equality of status. Hon’ble pay comm. is requested to set right the discrepancy.

Gratuity

We suggest that the gratuity may be calculated on the basis of 26 effective days as against 30 days in a month.
 The ceiling of 16.5 times should also be removed.

Health care

Healthcare is not a luxury to be in  possession of privileged few. All Govt. pensioners must be issued smart cards for cashless treatment in emergencies in any empanelled/NABH accredited hospital in the country. BPS requests the Honourable commission to recommend accordingly .

Quality healthcare

To ensure quality healthcare to pensioners . Periodically upgrade CGHS rates, to keep these compatible to market rates. Exercise rate & quality control on Govt. empanelled  hospitals.

Hospital Regulatory authority

Constitute hospital regulatory authority to monitor quality & rates of empanelled & NABH /NABL  accredited hospitals / Labs to ensure quality healthcare at affordable rates.

Fixed Medical allowance

As is recorded in Para 5 of the minutes of Committee of Secretaries (COS) held on 15.04.2010. OPD cost per CGHS card holder was Rs1369/ PM in 2007-8. With inflation, it is well over Rs 2500/PM now.EPFO baneficiaries already getting RS 2000/PM FMA wef June.013. Hon’ble comm. is requested to recomend Rs 2500/FMA w/o distance restriction, net of Income Tax and  allowing DR on it.

Grievance redressal

There should be an effective redressal mechanism with a strict Time line & punitive clause for violation of time line. Any court judgement involving a common policy matter of Pay/Pension should be extended automatically to similarly placed employees/Pensioners without driving every affected person  to court of Law.
BPS, therefore, appeal to Hon’ble Comm. to recommend accordingly.

Immediate relief

Pending submission of commission’s report & implementation of its recommendations . As an immediate measure to partially  mitigate sufferings of pensioners, BPS appeal to the Hon’ble comm. to immediately recommend merger of 50% DR with basic pension & an interim relief of 20% of existing pension.

 

General

  • Federations of C.G. Pensioners’ associations be    granted recognition by Government.
  • Pensioners’ representatives should be included in various Committees & Forums wherein issues relating to pensioners’ are discussed & decided.
  • SCOVA may be upgraded to JCM level.
  • Scope of Pension Adalats be widened to include Genl.Grievances& Pensioners associations may be permitted to present pensioners cases in Pension Adalats.

Implement 7th Pay Commission report with effect from January 1, 2014: BSNL Pensioners Welfare Association

The All India BSNL Pensioners Welfare Association urged the Centre to implement the Seventh Pay Commission report with effect from January 1, 2014.

A resolution to this effect was adopted at the 10th annual general body meeting of the Salem West district branch of the association held here recently. M. Amirthalingam, former DGM, BSNL, and president of the association, presided.

Another resolution demanded creation of a permanent Statutory Wage Board for revising the pay and pension periodically. The meeting also demanded the Government to restore commutation of pension after 12 years as already recommended.
The other resolutions include increasing fixed medical allowance from Rs.500 to Rs. 2,000 a month, extending the admissibility of C.C.S (M.A) Rules, 1944 to the Central Government pensioners not covered under CGHS as already recommended, sanctioning funeral grant of Rs.10,000 on the death of pensioner/family pensioner to the family; provision of 50 per cent of concession in all public transport system and creation of CGHS Hospitals in all district headquarters.

The association also demanded merger of 50 per cent IDA / CDA with basic pension immediately and scraping the New Pension Scheme and cover all employees under Old Pension and Family Pension Scheme.

Regarding: 25th meeting of Standing Committee of Voluntary Agencies (SCOVA) scheduled to be held in the month of July, 2014 under the Chairmanship of Hon’ble MOS (PP).

Madam,

Bharat Pensioners Samaj forward hereunder the Agenda items for inclusion in the final Agenda of 25th SCOVA meeting:

1.Implementation of Pricipal CAT judgement dated 01.11.2011 in OA 0655/2010 No.0655/2010 : 
Now since all appeals & even curative petition filed by the Govt. against the said judgment have been disposed off by the Apex Court & the part judgment indirectly stand implemented vide DOP &PWP OM 38/37/08-P&PW(A) dated 28/01/2013 Regarding Revision of pension of pre-2006 pensioners – reg. (Revised concordance table) DOP & PW should implement the said judgment (which is in REM) in TOTO in case of all pre 2006 Pensioners.

2.Difficulties of BSNL pensioners

a) The BSNL Pensioner has to depend upon two authorities’ i.e. District Head, i.e. SSA and Pension Head, i.e. CCA. The SSA comes into picture for payment of Medical Reimbursement for which a scheme known as BSNLMRS is in force. The payment is made quarterly. In number of cases Pensioners are kept waiting and are not informed about the status of their claims. Though there are clear orders from the BSNL Corporate office to effect payment through ECS, it is not being done.

b) In the number of cases, the Pensioners have pending grievance relating to pay-fixation, promotion etc and has to approach the authorities. There is no machinery for the Pensioner or Pensioners Association to approach the BSNL Authorities and as such they have to struggle indefinitely for settlement of their grievance.

c)The CCA’s are holding Pension Adalat for DOT/BSNL pensioners’ at Circle Level dividing the Circle in few parts and each part has Pension Adalat only once in a year.  In such Adalats, for cases related to BSNL which constitute 80% of the total cases one Officers from BSNL attends the Adalat . All the cases related to BSNL are made over to him for further disposal which never happens & Pensioners have to suffer making the exercise futile.

Our proposal

i.  Impress upon BSNL Authorities, at all Levels to be accessible to Pensioners Associations.
ii.  BSNL Corporate Office, New Delhi may be requested to entertain/respond letters from Pensioners Association, regarding the issues which warrant its intervention .
iii.  BSNL Corporate Office, New Delhi may be requested issue instructions to the Chief General Manager Telecom at Circle/District i.e. SSA level to entertain and respond to correspondence from Pensioners Associations.
iv.  The Associations should be given time for the meetings to raise pensioners issues at Circle/SSA Head.
v.  For BSNL Pensioners Separate Pension Adalats should be held quarterly as is being done by the Controller of Communication Accounts, in each Circle for DOT Pensioners.
vi.  Nodal officer for Pensioner should be appointed in SSA/CCA to settle the Pensioners issues.
vii.  Like Central Government Pensioners, Pension of BSNL Pensioners should also be revised simultaneously whenever revision takes place The BSNL Pensioners association should be given opportunity to submit their Memorandum on Pension related issues and should also be heard by Wage Revision Committee of BSNL, whenever it takes place.

3.RELHS :Railway administration should disclose to SCOVA members the progress on compliance of following items:

2(i) Smart Card facility to RELHS beneficiaries :
Instruction in this regard were issued vide Boards letter Nos 2007/H/28/1/RELHS/Smart card dated 18.07.2012& 27.8.2012 But the said orders have not been implemented on all the Zones even after Two years. Rly Board is requested to disclose to SCOVA members Zone wise progress with cause of delay if any.

2(ii) On 24th February 2010 during the budget speech Minister for Railways, vide para 51, announced that Rly. outpatient Departments (OPD) and diagnostic centers will be set up at Gurgaon & other cities.

2(iii) RELHS facilities to dependent parents ; The then Rly Minister in her budget speech on25th February 2011 vide para 56 announced extension of medical facilities to both dependent father and mother of railway employees..

2(iv) Minister of Railways in his Budget speech in parliament on 26.02.2013 vide Para48 iv announced extending the treatment facility in case of medical emergency to RELHS beneficiaries to all cities where hospitals are empanelled either with CGHS or with Railways.

Announcement in budget speech is commitment to Parliament thus warrants time bound action for implementation. So far there is no visible action in this regard. Rly Board should disclose zone wise status to SCOVA members.

4.CGHS: Health care & Medical aid is not a luxury to be possessed by a privileged few .keeping this in view following issue need to be resolved with out delay.

4(i) Discrimination to P&T Pensioners: The Central Government Pensioners, whether they were beneficiaries or not while in service, are permitted to join CGHS on retirement. However the Ministry of Health & FW issued an order dated 1.8.1996 according to which all P&T Pensioners who were not participating in CGHS while in service have been debarred. This order is discriminatory & should be withdrawn forth with.

4(ii) P&T Dispensaries: Following the recommendations of the V CPC and VI CPC, 19 P&T Dispensaries in 12 CGHS Cities have been merged with the CGHS. Instead of now allowing all P&T pensioners irrespective of the station they live, only those who are living in these 12 Cities have been allowed to participate in the CGHS. These instructions are discriminative as all other Central Pensioners are permitted to join CGHS irrespective of the fact where they are living. These instructions too be withdrawn and all P&T Pensioners may be allowed to avail CGHS fecilities.

4(iii) CSMA Rules 1944: The CSMA Rules, 1944 should be extended to pensioners living in non-CGHS areas and stations, which are at present not covered by CGHS.
