The Prime Minister, Shri Narendra Modi, today addressed Civil Servants on the occasion of Civil Services Day. He said the occasion is one of Appreciation, Evaluation and Introspection. He described the Prime Minister’s Award as a step towards motivating civil servants, and congratulated the awardees. He said the awards also indicate the priorities of the Government.

He said that the priority programmes such as Pradhan Mantri Fasal Bima Yojana, Deendayal Upadhyay Kaushalya Yojana, Pradhan Mantri Awas Yojana, and Digital Payments, for which awards have been given, are important programmes for New India.

Speaking on the subject of Aspirational Districts, the Prime Minister said that these 115 districts could become growth engines for their entire States. He stressed on the importance of Jan Bhagidaari, or public participation, in development. He said 2022, the seventy-fifth anniversary of independence, can become an inspiration for working towards achieving the India of the dreams of our freedom fighters.

The Prime Minister asserted that all available technology, including space technology, should be used for improving governance. He said it is important for civil servants to keep pace with emerging technologies worldwide.

He described civil servants as people with great capability and said that these capabilities can contribute in a big way, for the benefit of the nation.

The Prime Minister also released two books ‘New Pathways’ and ‘Aspirational Districts: Unlocking Potentials’. The first book ‘New Pathways’ is a Coffee Table Book consisting of significant details of 28 successful Innovations and 34 Success Stories relating to implementation of Priority Programmes viz., PMAY-U, PMAY-G, DDUGKY, PMFBY and Promoting Digital Payments in Districts shortlisted for Prime Minister’s Awards, 2018. ‘Aspirational Districts: Unlocking Potentials’ book relates to development of Strategies for transforming Aspirational Districts and the approach towards development of relevant social and other parameters. NITI Ayog is coordinating the initiative for development of Aspirational Districts.

During the event, “New India-shaping the future”, a film by DARPG was also screened. The film shows initiatives of the 11 districts/organizations selected for PM Awards this year.

Speaking on the occasion, the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space Dr Jitendra Singh said that it is a platform for civil servants to share their best experiences. He said that during the last four years, the entire format of the Civil Services Day has changed and now the work done for implementation of priority programmes is rewarded under PM awards. He said that in the year 2016, only 74 districts had participated for the PM awards and this number has risen significantly to 599 districts in 2017 and to 643 districts this year.

The Minister also said that Prime Minister had given the mantra of ‘minimum government, maximum governance’. The citizens are essential stakeholders of governance, he added. Speaking about the grievance redressal mechanism of the DARPG, he said that now there is CPGRAMS Portal, dashboard and timelines to redress the grievances of the citizens. He added that the grievances have increased significantly from about 2 lakhs in a year in 2014 to about 16 lakhs in a year now. This is due to the fact that the department has been more responsive, sensitive and prompt to the grievances of the citizens. He also spoke about Pensions Portal, Anubhav and Jeevan Pramaan initiatives of the Department of Pensions & Pensioners’ Welfare. The Minister said that DARPG has also started holding regional conferences outside Delhi and has already held such conferences in places like Guwahati, Nagpur, Jaipur and Chandigarh among others.

The Cabinet Secretary, Shri P. K. Sinha said that this year four priority programmes have been chosen for PM awards. These include Pradhan Mantri Fasal Bima Yojana, Promoting Digital Payments, Pradhan MantriAwas Yojana – Urban & Rural, and Deen Dayal Upadhyaya Grameen Kaushalya Yojana. He informed that 103 out of 115 aspirational districts have participated for PM’s awards this year. He assured that the civil servants will work to fulfil the dream of Prime Minister’s ‘New India’.

Later the Prime Minister presented 15 awards to the winners in various categories. Under the priority programme, Pradhan Mantri Fasal Bima Yojana, District West Tripura (Tripura) was awarded under NE & Hill States category and Beed (Maharashtra) was awarded under Other States category. Under ‘Promotign Digital Payments’ Programme, Bishnupur (Manipur) was given award under NE & Hill States category, Daman (Daman & Diu) was awarded under Union Territory and Sonipat (Haryana) was awarded under Other States category. The Kangra district of Himachal Pradesh was awarded under NE & Hill States and Neemuch district of Madhya Pradesh given award under Other States category for Pradhan Mantri Awas Yojana (Gramin). For Pradhan Mantri Awas Yojana (Urban), Puducherry ULB (Puducherry) was awarded under UT category and Greater Hyderabad Municipal Corporation (Telangana) was awarded under Other States category. For Deen Dayal Upadhyaya Grameen Kaushalya Yojana, Dhemji (Assam) and Karimnagar (Telangana) were given awards under NE & Hill states and Other states categories respectively. Under awards for Innovation, Disitrcit Administration Banka of Bihar was awarded for initiative Unnayan Banka – Reinventign Education using Technology and Team GST, Department of Revenue (GoI) was awarded for their initiative GST – One Nation, One Tax , One Market. Under innovation (AS/JS & Dir/DS category), Team India represented by Shri Shailendra Singh, AS & Shri Ravinder, JS, DIPP (GoI) was awarded for initiative Ease of Doing Business in India and Shri Yugal Kishore Joshi, Director, Ministry of Drinking Water & Sanitation (GoI) was presented award for Information, Education & Communication of Swachh Bharat Mission (Gramin).

Shri Nripendra Misra, Principal Secretary to the Prime Minister, Dr P. K. Mishra, Additional Principal Secretary to Prime Minister, Shri K .V. Eapen, Secretary, DARPG and other senior officers from various Ministries/departments also attended the event.

The Government gives highest priority to the interest of small savers, especially savings for the benefit of girl child, the senior citizens and the regular savers who form the backbone of our country’s savings architecture. In order to remove existing ambiguities due to multiple Acts and rules for Small Saving Schemes and further strengthen the objective of “Minimum Government, Maximum Governance”, Government of India has proposed merger of Government Savings Certificates Act, 1959 and Public Provident Fund Act, 1968 with the Government Savings Banks Act, 1873. With a single act, relevant provisions of the Government Savings Certificates (NSC) Act, 1959 and the Public Provident Fund Act, 1968 would stand subsumed in the new amended Act without compromising on any of the functional provision of the existing Act.

All existing protections have been retained while consolidating PPF Act under the proposed Government Savings Promotion Act. No existing benefits to depositors are proposed to be taken away through this process. The main objective in proposing a common Act is to make implementation easier for the depositors as they need not go through different rules and Acts for understanding the provision of various small saving schemes, and also to introduce certain flexibilities for the investors.

However, concerns have been raised from different corners and also by print and social media that the Government aims to bring down the protection against the attachment of Public Provident Fund Account under any decree or order of any court in respect of any debt or liability incurred by the depositors. It is made clear that there is no proposal to withdraw the said provision and the existing and future depositors will continue to enjoy protection from the attachment under the amended umbrella Act as well.

Apart from ensuring existing benefits, certain new benefits to the depositors have been proposed under the bill. These are:

  • As per PPF Act, the PPF account can’t be closed prematurely before completion of five financial years. If depositor wants to close PPF account before five years in exigencies, he can’t close the account. To make provisions for premature closure easier in respect of all schemes, provisions could now be made through specific scheme notification. The benefits of premature closure of Small Savings Schemes may now be introduced to deal with medical emergencies, higher education needs, etc.
  • Investment in Small Savings Schemes can be made by Guardian on behalf of minor(s) under the provisions made in the proposed bill Guardian may also be given associated rights and responsibilities.
  • There was no clear provision earlier regarding deposit by minors in the existing Acts. The provision has been made now to promote culture of savings among children.
  • There were no clear provisions in all the three Acts for the operation of accounts in the name of physically infirm and differently abled persons. Provisions in this regard have now been made.
  • As per existing provisions of the Acts, if depositor dies and nomination exists, the outstanding balances will be paid to nominee(s). Whereas, Hon’ble Supreme Court in its judgement stated that nominee(s) is merely empowered to collect the amounts as Trustee for the benefit of legal heirs. It was creating disputes between the provisions of the Acts and verdict of Supreme Court. Hence, right of nominees have now been more clearly defined.
  • In the existing Acts, there is no provision for nomination with regard to account opened in the name of minor. Further, existing Acts say that if account holder dies and there is no nomination and amount is more than prescribed limit, the amount shall be paid to legal heirs.  In this case, the guardian has to obtain succession certificate. To remove this inconvenience, provisions for nomination with regard to account opened in the name of minors have been incorporated. Further the provision has been made that if the minor dies and there is no nomination, the balances shall be paid to guardian.
  • The existing Acts are silent about grievance redressal. The amended Act allows the Government to put in place mechanism for redressal of grievances and for amicable and expeditious settlement of disputes relating to Small Savings.
  • The above provisions which are proposed to be incorporated in the amended Act will add to the flexibility in operation of the Account under Small Savings Schemes.

Apart from offering higher interest rates compared to bank deposits, some of the small savings schemes also enjoy income tax benefits. No change in interest rate or tax policy on small savings scheme is being made through this amendment.

Apprehension that certain Small Savings Schemes would be closed is also without basis.

‘Maximum Governance, Minimum Government’ is the motto of the Central Government. To achieve this motto Government is concentrated on “Citizen-First” mantra, said Dr. Jitendra Singh, Union Minister of State for Development of North Eastern Region (Independent Charge), MoS for PMO, Personnel, Public Grievances and Pensions, Atomic Energy and Space. He was speaking at the valedictory session of the two-day regional conference on ‘Good Governance and Replication of Best Practices’ which concluded in Goa today.

“Our dream is to bring Government closer to citizens so that they become active participants in the governance process. An important step for Good Governance is the simplification of procedures and processes in the Government so as to make the entire system transparent and faster. To this end Government has taken the decision to scrap 1,500 obsolete rules, started the self-certification process etc. To achieve this, the Department of Administrative Reforms & Public Grievances has a key role to play,” said Dr. Jitendra Singh.

Dr. Jitendra Singh said the Prime Minister’s Awards for Excellence in Public Administration were instituted 10 years back and first awards were presented on the 2nd Civil Services Day on April 21, 2007 to the Civil Servants for their innovative ideas and efforts in addressing the problems locally. This motivation is required for improving governance and delivery of services. He said the Priority Programmes for PM’s Award to be presented next year are (i) Pradhan Pradhan Mantri Fasal Bima Yojana (PMFBY); (ii) Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY); (iii) Promoting Digital Payments; and (iv) Pradhan Mantri Awas Yojana (Rural &Urban).

Talking about Grievance cell, he informed that Department of Administrative Reforms and Public Grievances (DARPG) enabled a quantum shift in Online Government Service delivery across the country. This aims to further Government’s efforts at revamping of Public Administration system, Public Grievance Redress Mechanism, ushering in e-Governance, Digital India, more so in the context of the goal of ‘Minimum Government with Maximum Governance’ through e-Governance based Citizen Centric End-to-End Online Services. Compared to 2.70 lakh grievances in 2014, 11.94 lakh grievances were received on CPGRAMS (Central Public Grievance Redress and Monitoring System) in 2016. In 2017, 9.32 lakhs grievances have already been received till 25.8.17. Due to higher expectations, the grievances have increased more than 4 times in 2016, compared to 2014. However, due to intensive monitoring, the disposal rate has also increased significantly and is presently more than the rate of receipt of grievances. Action on grievances can be tracked with the help of unique grievance registration number. A timeline of two months has been prescribed for disposal of grievances. In case it is not possible, an interim reply with reasons for delay has to be provided.

Right to Information Act (RTI) is now online and from last six months it is available on mobile also, he informed.

Development Manual for District level functionaries by DARPG Swachh Bharat Mission [Gramin] was also launched during the Valedictory function. The purpose of the Development Role manual is to create an enabling mechanism for improved implementation of the Centrally sponsored schemes at the cutting edge, leading to enhanced outcomes in nature and extent. The manual is prepared with inputs from a combination of sources, including interaction with the Ministry of Drinking Water and Sanitation (MDWS), review of extant scheme guidelines and circulars issued by MDWS and discussions with the key personnel involved in the implementation of the scheme.

Chief Minister of Goa, Shri Manohar Parrikar also shared his thoughts on Good Governance, Swachh Bharat, and Grievance redressal mechanisms during the valedictory session.

Shri C. Viswanath, Secretary DARPG in his address said that conferences like these are useful for promoting meaningful confluence of interactions and insights, cross-fertilization of ideas and exchange of constructive views among the policy makers, public figures, peers, practitioners and professionals who may have championed and facilitated the successful implementation of innovations in government processes, administrative reforms, and public service delivery.

With this, the two-day Regional Conference on ‘Good Governance and Replication of Best Practices’ concluded. The DARPG has so far organized 26 such regional conferences to share experiences in the formulation and successful implementation of good governance practices and to facilitate speedy and efficient delivery of public services

Speaking on the occasion, Dr Jitendra Singh complemented the Department of Personnel and Training (DoPT), CVC and other departments for their collective efforts in this direction. He said that the Government under the leadership of Prime Minister Shri Narendra Modi has been working on the principles of ‘maximum governance, minimum government’, transparency with accountability & citizen centricity and zero tolerance against corruption. The Minister said that the aim of the software is to see that the proceedings are done against corrupt officers and the honest officers are not put to harm due to inordinate delays. He said that the bureaucracy is the tool of governance and the aim of the government is to provide work-friendly environment to the officers. He said that the software will check that the honest officers are not intimidated and it will encourage the transparent functioning in the Government. It will ensure that the malpractices are not spared and the good practices are not punished, he added. He said that the efforts have been made to complete the disciplinary enquiry within 2 years. He said that reducing the timeline in completion of disciplinary proceedings will give faster relief to the honest officers.

The Secretary to Prime Minister, Shri Bhaskar Khulbe said that it is a big achievement accomplished by DoPT to bring departmental proceedings online. He said that delays are inordinate in the entire proceedings structure and this software will address that issue. He also emphasised upon the training of the disciplinary proceeding officials and also mentioned that a ready reckoner on rules and procedures should be available to the disciplinary proceeding officials.

The SS & EO, DoPT, Shri Rajiv Kumar said that DoPT has taken various steps to streamline the process and make it more transparent. This software will help fast track the process of departmental proceedings and bring more transparency in the system, he added.

The Secretary, CVC, Smt. Nilam Sawhney said that the focus of the software is to reduce the pendency in the cases related to disciplinary proceedings.

The online software portal for Departmental Proceedings is as per provisions of All India Service (AIS )(D&A) Rules, 1969, against All India Service officers. There had been serious concerns raised on the enormous time and delay encountered for completion of departmental proceedings instituted against government servants. As per a report of CVC, departmental proceedings which should ideally be completed within 2 years take anywhere from 2 to 7 years for completion. The delay is due to numerous factors which inter alia include delays in furnishing replies by the charged officer, finalisation/acquiring of documents required for proving the charges (listed documents), multiple adjournments during the inquiry process due to non-receipt or delayed receipt of information by the stakeholders and lack of accountability for completion of inquiry and in other stages during the departmental proceedings. To plug the delays and to complete inquiries expeditiously, specific timeframes were recently introduced through amendment to the AIS (D&A) Rules, 1969 which were notified on 20.01.2017. The amendments have provided a timeframe of six months for completion of inquiry. Any further extension will require approval of the disciplinary authority with cogent arguments. Similarly, timeframes have also been introduced for reply of the charged officer on the charge sheet and advice of the UPSC. Amendments have also been made to the analogous provisions of CSS (CCA) Rules in respect of Central Government Employees vide notification dated 02.06.2017.

To augment the amendments made to the rules and to further expedite the inquiry process, the online system for departmental proceedings has been introduced. The online system envisages use of cloud based technology and provides interface to different stakeholders like the Administrative Ministry, which is initiating the inquiry, the Cadre Controlling Authority, Charged Officer, Inquiry Officer etc. through separate modules. All documents required for the conduct of the inquiry will be stored online and authenticated through digital signature/e-signature. Further, all communication between the different stakeholders will be through the system with provision for email and SMS alerts. The software also provides status of all pending cases on real time basis along with alerts for adhering to the timeframes indicated in the rule. It is expected that the online system will enable monitoring of the departmental cases more effectively to complete inquiries within stipulated timeframes and fix accountability at different stages. The online portal will initially be adopted in respect of IAS officers posted in the Central Government and will subsequently be extended to AIS officers in the Central Government as well as Central Group ‘A’ employees. The State Government will also be involved in the subsequent phases for consideration of extension to AIS officers serving in the State Government.

The senior officers of the DoPT were also present on the occasion.

He also launched e-Service Book of the Department of Personnel & Training (DoPT) employees on the occasion. The Cabinet Secretary Shri P K Sinha, the Additional Principal Secretary to the Prime Minister, Dr P K Mishra, Central Vigilance Commissioner Shri K. V. Chowdary, Vigilance Commissioners Shri Rajiv and Dr T. M. Bhasin, CBI Director Shri Alok Kumar Verma, Secretary CVC, Smt Nilam Sawhney, Chairman, Public Enterprises Selection Board (PESB), Shri Sanjay Kothari, Secretary, DoPT Shri B. P. Sharma, Secretary to the Prime Minister, Shri Bhaskar Khulbe and senior officers of DoPT were also present on the occasion.

Speaking on the occasion, Dr Jitendra Singh said the launch of the online vigilance system is indeed a breakthrough. He said this will bring transparency and accountability in the system. As we move ahead with this initiative, many practical issues will keep arising and they will be tackled in due course, he added. Referring to the launch of e-Service Book, Dr Jitendra Singh said that in the long run it is going to touch each and every Central Government employee in the country. He said that most of the issues arise out of Service Book related matters and delay in disbursement of pensions, which will be resolved by this initiative. Dr Jitendra Singh said that these initiatives are in tune with the Prime Minister Shri Narendra Modi’s mantra of ‘Maximum Governance and Minimum Government’.

The Central Vigilance Commissioner Shri K. V. Chowdary said that the online vigilance system will be updated regularly and it is a major step in the process of promotions and appointments and will bring transparency in the process. It will minimize the scope of any confusion, he said. The CVC said that this will also curtail the delay in the processes, the cases which used to take months will now be resolved in one or two days. He said that improvements will be brought in as and when needed.

The Online Vigilance System is a technology based mechanism introduced to obtain vigilance status of 120-130 Board Level executive appointments made annually of Central Public Sector Enterprises (CPSEs) timely, accurately and objectively so that process of their appointment is expedited. The system would enable efficient vigilance clearance of officers on real time basis who apply for these senior level posts. This system would facilitate CVC to decide on Vigilance Clearance early based on updated information. System will cover all CPSEs, Banking, Insurance and other Financial Institutions. The Online system will have modules for DoPT, CVC, CVO, CBI, PESB and ACC. To make the system secure, the Web portal has the feature of authentication of users from Ministries/Departments by DoPT and the users of CPSEs by the concerned Ministry/Department. The users can log in based on e-sign (OTP to be sent to the email/mobile every time). The system also maintains transaction log. The implementation of online vigilance status of board level executives of CPSEs would require feeding/updating of data pertaining to the details of employee’s vigilance profile, i.e. pending disciplinary proceedings, status of complaints received, details of prosecution sanction, Agreed List, ODI etc. at regular intervals. The data will be updated every month by the CVOs. After a series of sensitisation meetings, at present, 143 CPSEs and 26 Ministries have entered data related to 402 board level officers and 1799 below board level officers of CPSEs. This system would be operational on receipt of the ‘Security Certificate’.

The e-Service Book, launched by Dr Jitendra Singh, is a document to record all the events of a Government servant in his/her entire service period and career, recording each and every administrative action concerning the Government servant right from the stage of his recruitment till his retirement to reflect the history of service of a Government employee. The format of e-service book was finalised on December 5, 2016 and it was decided to roll it out in DoPT initially so that necessary changes if required can be made along with credentials of software. Accordingly data of 661 employees of DoPT got verified and details as such Aadhaar, mobile no, DoB, leave balance, LTC details, salary details, designations, photographs etc were updated. Physical service book of employees also got scanned and uploaded as legacy data. It is decided to integrate Personnel Information Management System (PIMS) with Public Financial Management System (PFMS) so that all financial data will flow from PFMS to PIMS (e-service book), in general terms in case of change in salary particulars due to promotion, increment, DA etc. Change made in one system will automatically reflect in other system which will reduce chances of errors etc. It has also been decided to develop all other applications impacting service book such as Promotions, Advances, Family declarations of employees etc. 27 such applications have been identified for development; out of this 12 applications will be developed by 31st May 2017 and remaining by 31st December 2017.

DoPT has successfully implemented e-service book of its 661 employees and is now taking concrete steps to roll out of e-service book in respect of all Central Govt. employees in a time bound manner with the support of NIC and involvement of Cadre Controlling Authorities. In this regard a workshop of all Cadre Controlling Authorities (CCAs) is being organised in April 2017 to discuss roll out plan in all Ministries and Departments.

E-service book for all the employees working in attached offices, subordinate offices and autonomous bodies for which DoPT is administrative department would be undertaken shortly and it will be completed for approximately 10,000 employees by 30th June 2017. It is planned to roll out e-service book of all civilian employees (approximately 41 lakh) of Govt. of India by 31st March 2018 in consultation with all CCAs.

The launch of e-Service book is expected to bring many positive outcomes. The shift to electronic service book would free up significant manpower to concentrate on core works of the Department. It will lead to stoppage of physical movement of Service Book and other documents between the Departments that will save time of the organisation and problem of missing Service Book will be eliminated. This will also enable timely verification of Service Book that will facilitate timely processing and finalization of pensions. Availability of centralized data will enable government for policy research and planning as educational qualifications and other competencies and deficiencies may be easily obtained. It will enable Government to take transfer and posting decisions more pragmatically based on reliable first hand data.

A citizen friendly and accountable administration is the focus of the government. A series of steps to achieve this goal have been initiated. These include simplification of procedures, identification and repeal of obsolete/archaic laws/rules, identification and shortening of various forms, leveraging technology to bring in transparency in public interface and a robust public grievance redress system.

Doing away with the practice of submitting Affidavits for small level executive jobs in the Government and allowing Self-Certification of certificates is one important step in this regard. This has greatly led to the reduction in time and effort on the part of both the citizen as well as the officials in many Government offices.

Leveraging the power of information technology brings with it the advantage of transparency and speed for the benefit of the citizens. In this regard the Government has embarked upon a time bound Digital India Plan. The details of this plan are available on the Website of the Department of Electronics & Information Technology ( As a part of Digital India Plan, the Department of Administrative Reforms & Public Grievances has been made the nodal ministry for implementation of e-Office in Central Ministries/Departments. The Department is regularly monitoring implementation of the e-Office project. The Ministry of Panchayati Raj has moved into 100% e-Office platform.

The Central Secretariat Manual of Office (CSMOP) has been revised and the 14th Edition of the CSMOP was brought in the form of e-Book form on 22nd May, 2015, which is available on the website This is a much reduced and simplified version of the manual in comparison to the earlier editions. A number of redundant and repetitive literatures and words have been removed.

The Government of India has also taken a number of initiatives for improving ‘Ease of Doing Business’. The emphasis has been on simplification and rationalization of the existing rules and introduction of information technology to make governance more efficient and effective.

One of the focus areas of Government is to reduce the decision making layers to the minimum while allowing for faster means of information sharing/dissemination. The Government has launched a website and for this purpose. This is a citizen centric platform to empower people to connect with the Government and contribute towards good governance. Suggestions are also received on the PMO website. It also seeks expert advice from the people, thoughts and ideas on various topics that concern India. Citizens can join the discussion to share, debate and add value.

Chandrappa, Shri D.K. Suresh and Shri R.K. Bharati Mohan.
