Canteen Stores Department (CSD) go with online soon

India’s largest retail network, the Canteen Stores Department (CSD) which supplies goods at concessional rates to defence personnel from the Army, Navy and Air Force is planning a makeover, according to a Times of India report.

The retailer is planning to go online, with the entire range of white goods brands available on the CSD website. Customers can select and make online payment directly to the white goods company via internet banking.

Aside from expanding its depots, the retailer is also looking at putting in place systems that will allow customers to purchase the latest goods with no time lag.

Also, the documents needed for purchases will soon be made online. The main objective of the move is to ensure its 1.2 crore cardholders get to purchase the latest fast-moving consumer goods (FMCG) on the same day that they are stocked on the canteen’s retail shelves.

Instead of two board meetings in a year, the retailer is planning to have six meetings for faster clearance of new product introductions.

“We are already in talks with leading FMCG companies like Hindustan Unilever and Procter & Gamble to ensure our customers get to sample their products as soon as they are launched,” Air Vice-Marshal M Baladitya, chairman, board of administration and general manager of CSD told TOI exclusively.

Baladitya is hopeful of carrying out the changes by Diwali this year.

Also, CSD is talking to leading consumer durable makers to smoothen the process on white goods.

First started in 1921 for British troops, CSD is now planning to expand depots in places such as Bhubaneswar (Orissa), Danapar (Bihar) and Himachal Pradesh. Currently, CSD has 34 depots and 4,500 outlets.

As per the report, major contributors to CSD’s sales are toiletries (around Rs 4,500 crore), white goods and cars (around Rs 4,000 crore), packaged foods and supplements (Rs 3,500 crore), liquor (Rs 3,000 crore) and other household goods & luggage (around Rs 3,000 crore).

From a turnover of Rs 48 lakh in 1948, CSD comes all the way and had Rs 17,000 crore turnover in 2016-17.

Sale Automobiles at CSD

Consequent to implementation of GST the impact on sale of vehicles to CSD customers is as follows :-

Rates of Four Wheelers to CSD eligible customers will be CONSISTENT across the country. A slight variation may occur on account of varying freight and transit insurance charges of the companies.

Across India the customers will benefit in terms of price differential.

Eligible CSD Customers shall only be levied 50% of GST and will NOT be involved in claiming refunds.

The dealership across the country for all auto manufacturers have been expanded. All rates will be finalized by 31 Aug 2017.

All the Companies (Supplying Goods, Cars, Two Wheelers and etc., to CSD)
All CSD Depots

CLARIFICATION ON ISSUED ‘SOPs’ TO ALL COMPANIES SUPPLYING GOODS, CARS, TWO WHEELERS IN IMPLEMENTATION OF GST

1. Please refer this office letter No.6/F&A/C&C/556 dated 20 July 2017.

2. It is once again clarified that only 50% of GST rates will be charged to URCs and authorized customers on purchase of other than AFD items and AFD items respectively. Though 50% refund mechanism is time consuming, CSD will take the responsibility of getting the same without charging URCs and end customers. This initiative has been taken by CSD to avoid timelags of benefit of 50% of GST rate to the authorized customers of URCs. However, cess will be levied totally in case of aerated drinks (Pepsi, Coco-cola etc) and cars at the applicable rates since no exemption has been granted towards cess.

3. All the Depot Managers are to educate the URCs and the end customers in case of AFD purchases on the above issue.

CSD Purchasing Process, Eligibility FAQ – AFD Items Car, Motorcycle, TV, Refrigerator, Washing machine etc

CSD Purchasing Process, Eligibility FAQ – AFD Items Car, Motorcycle, TV, Refrigerator, Washing machine etc.

AGAINST FIRM DEMAND (AFD)

Can I purchase all models of AFD-I items (TV, refrigerator, AC etc) through CSD Depots?

No, only models listed in CSD are available through CSD.

A new bike/car/television/refrigerator model was launched yesterday. Can I buy it through CSD? If not, how long will it take for the item to become available through CSD?
All items available in CSD stores go through a strict evaluation process to ensure quality and optimum pricing. Unfortunately, this means that newly-launched products will not be immediately available through CSD. However, the item will be available in CSD stores after a minimum time period of three to four months.

How often can I buy a new television/refrigerator/washing machine etc?
All CSD consumers can purchase these items once in three years.

I am an Ex-Serviceman – am I eligible to buy a 4 wheeler through CSD?
Yes, CSD welcomes the patronage of ex-servicemen under certain conditions.

What are the conditions for purchasing a 4 wheeler through CSD?
The following conditions must be met for purchasing a 4 wheeler through CSD:

CSD

Are all military personnel entitled to purchase 2 wheelers?
Certainly, CSD offers 2 wheelers to every category of the Armed Forces. However, a 2 wheeler can only be purchased every three years.

Do I need any special sanctions in order to purchase a 2 or 4 wheeler?
If so, how do I obtain them? For the convenience of the CSD consumer, no sanction has been placed on the purchase of 2 wheelers. The centralised Car sanction by CS Dte has been discontinued w.e.f. 20 Jul 2015.

Why does the same item have differing costs in different CSD depots?
Unfortunately, CSD is unable to keep costs consistent throughout the country due to differing tax structures of different states.

Are tax benefits available to CSD customers in all states?
Unfortunately, tax benefits are not available in all states. Some states have granted full exemption while others have given certain concessions.

Which states offer full tax exemption on VAT?
The states of Gujarat, Tamil Nadu, Jharkhand and Uttar Pradesh have granted full tax exemption to CSD while the Punjab, Haryana, Madhya Pradesh etc have granted certain tax concessions.

CSD Canteen facilities to retired Defence Civilians – Clarification

Defence Accounts department clarifies various aspects of recent Extension of CSD Canteen Facilities to retired Defence Civilians

GOVERNMENT OF INDIA
MINISTRY OF DEFENCE
DEFENCE ACCOUNTS DEPARTMENT

No. AN/VII/7063/CSD/Misc

Dated: 20.10.2015

All PCsDA/PCA(Fys) Kolkata, CsDA
(Through CGDA website)

Subject: Extension of CSD Canteen Facilities to retired Defence Civilians

Reference: This office letter of even No. dated 21.08.2015.

In continuation of the above, the following clarification on some of the common points raised in various representations received in this office is as under:

Sl.No. Common Points raised in therepresentations Clarification
a) Whether the retired employees of the Defence Accounts facility as the orders from the DDGCS does not explicitly say so. Yes. The retried employees of the Defence Accounts Department are eligible for the C.S. D Canteen facility
b) Whether the DAD Pensioners can get the application forms authenticated only from the office from which they have retired. The authentication of the application forms may be carried out by the nearest Controller, under the jurisdiction, the pensioner is currently residing or the application is made. Also, the nominated Officers are directed to authenticate/countersign the application forms of any DAD pensioner, if the application is submitted to him/her.The authentication is to be carried out, based on submission of the documents as required by the Canteen authorities.
c) What is termed as ‘Govt Order for Retirement? The Part II. Office Order issued by the Controllers in respect of the retiring employee will suffice the requirement.
d) The said order does not speak about the eligibility of the Family Pensioners.Whether the same are eligible for the C.S.D Canteen Facilities? The extension of CSD Canteen Facilities to the Family Pensioners is implied as the QMG branch letter dated 12.08.2015 does not make any distinction between the Retired Defence Civilian Employees and Family Pensioners. The term DAD Pensioners includes within its ambit the Family Pensioners also, as they are drawing pension authorized by PCDA(P) Allahabad.

CSD Canteen Facilities for Retired Employees – Long pending demand accepted by MoD

CSD Canteen Facilities for Retired Employees – Long pending demand accepted by MoD

“CSD Canteen facilities for Defence Civilian retired employees – Long pending demand accepted by MoD”

For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.

There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.

After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.

More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.

One thing is for sure – retired employees can now proudly shop at the CSD canteens.
