Station Masters receive a financial upgradation under the MACP scheme

NFIR’s demand for GP 4200/Pay Level-6 to be considered as entry pay for the grant of financial upgradation under the Modified Assured Career Progression Scheme (MACPS) to the Station Masters category in Railways is contained in PNM Agenda Item No. 15/2017.

Sub: Grant of financial upgradation under MACPS to the Station Masters-reg.

Ref: (i) NFIR’s PNM Item No. 15/2017.
(ii) Railway Board’s letter no. PC-V/2018/ MACPS/1(SM) dated 25/02/2020 (RBE No. 26/2020).
(iii) NFIR’s letter no. IV/MACPS/09/2020 dated 26/02/2020, 24/06/2020, 30/10/2020 & 29/12/2020 to Railway Board.

(iv) NFIR’s letter no. IV/MACPS/09/2020-I dated 18/02/2021.

Kind attention of Railway Board is invited to NFIR’s demand contained in PNM Agenda Item No. 15/2017 relating to the reckoning of GP 4200/Pay Level-6 as entry pay for grant of financial upgradation under MACPS to the Station Masters category in Railways. Though the Railway Board has issued instructions vide RBE No. 26/2020 dated 25/02/2020 not to reckon the promotion from the post of ASM (GP 2800/-) to SM (GP 4200/-) but unfortunately, these instructions have been given effect only from 16/02/2018. This decision of the Railway Board is not only erroneous but also unjustified in view of the fact that the post of ASM GP 2800 stood upgraded to GP 4200 w.e.f. January 1, 2016; therefore the Federation has been rightly requesting the Board to review its decision for giving effect to the instructions from 01/01/2016.

It is further brought to the notice of the Railway Board that the entry qualification of Station Master GP 2800 (6th CPC) was “University Degree or its equivalent’’ and similar in the entry qualification for filling the posts of SM GP 4200/Pay Level-6 even after upgradation through merger w.e.f. 01/01/2016. The only change introduced in the recruitment rules vide RBE No. 22/2018 dated 16/02/2018 is that the employees of Level-1 (i.e. GP 1800) of Operating Department of Railways with five years’ service are eligible to appear for 25% “General Selection posts”. This change should not impact negatively so far as granting MACP to the Station Master Category w.e.f. 01/01/2016. Therefore, the date was chosen by the Railway Board i.e. date of issuance of the Board’s letter dated 16/02/2018 for MACPS should not be interpreted differently for depriving the benefit under MACPS to those Station Masters who got upgraded GP 4200/Pay Level-6 w.e.f. 01/01/2016.

NFIR, therefore, once again urges upon the Railway Board (DG/HR) to kindly intervene and see that modified instructions are issued soon to give effect to Board’s instructions vide RBE No. 26/2020 dated 25/02/2020 w.e.f. 01/01/2016 instead of 16/02/2018. Federation may kindly be replied to the action taken.
