Office Memorandum

Sub: Time-limit for submission of claims for Travelling Allowances – regarding.

Consequent upon the issuance of General Financial Rule (GFR)-2017, vide Rule 290 of GFR-2017, time-limit for submission of claim for Travelling Allowance (TA) has been changed from one year to sixty days succeeding the date of completion of the journey. Accordingly, in supersession of this Department’s O.M. No.F.5(16)-E.IV(B)/67 dated 13.06.1967 & OM No.19038/1/75-E.IV (B) dated 18.02.1976, it has been decided with the approval of competent Authority that the claim of a Govt. servant to Travelling Allowance/Daily Allowance on Tour/Transfer/Training/Journey on Retirement, is forfeited or deemed to have been relinquished if the claim for it is not preferred within sixty days succeeding the date of completion of the journey.

2. In respect of claim for Travelling Allowance for journey performed separately by the officer and members of his family, the dates should be reckoned separately for each journey and the claim shall be submitted within sixty days succeeding the date of completion of each individual journey. Similarly, TA claims in r/o transportation of personal effects and conveyance shall be submitted within sixty days succeeding the date on which these are actually delivered to the Govt. servant at the new station.

3. The date of submission of the claims shall be determined as indicated below :-

i) In the case of Officers who are their own Controlling Officer The date of presentation of the claim at the Treasury-Cash Section.
(ii) In the case of Officers who are not their own Controlling Officer The date of submission of the claim to the Head of Office-Controlling Officer.

4. In the case of claims falling under category 3(ii), which are presented to the Treasury after a period of sixty days succeeding the date of completion of journey, the date of submission of the claim

will be counted from the date when it was submitted by the Govt. servant to the Head of office/Controlling Officer within prescribed time-limit of sixty days.

5. A claim for Travelling Allowance of a Govt, servant which has been allowed to remain in abeyance for a period exceeding one year should be investigated by the Head of the Department concerned, If the Head of Department is satisfied about the genuineness of the claim on the basis of the supportive documents and there are valid reasons for the delay in preferring the claims, the claims should be paid by the Drawing and Disbursing Officer or Accounts Officer, as the case may be, after usual checks.

6. These orders are not applicable in r/o Leave Travel Concession (LTC) claims which are governed by separate set of rules of DoPT.

7. These orders shall be effective from the date of issue of this O.M.

8. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, this order issues in consultation with the Comptroller & Auditor General of India.

TA AND SITTING FEE – PAYABLE TO OFFICIAL AND NON – OFFICIAL MEMBERS / EXPERTS

 

In supersession of UGC.OM.No.21-1/2015(FD-1/B)dated 16th March,2016,the rules for TA and Sitting Fee payable to the official and non-official members/ experts win be as under:

 

The categories of Official and Non‐Official Members are as fo1lows:

 

Serving(State/central) Government servants, Semi Government Autonomous Bodies, Employees paid from the consolidated Fund of India or through Grants-in-aid are treated as

 

Official Members.
AⅡ others including retied Government Servants and retired/ex-member of the University Grants Commission or Statutory Bodies viz.Universities, Institutions, Councils, Boards and Societies etc. are to be treated as Non-Official Members.

 

NOTE
” Permanent Account Number (PAN) allotted by the Income Tax Authorities has to be indicated by the member/expert variably while filling up the Bill”. Payment will be made through E-mode in the bank accounts of members mandatorily. Hence, Experts are required to attach a copy of cancelled cheque leaf with their claims.

 

1. SITTING FEE
l. Rs. 3,000/- per day for per meeting subject to maximum of Rs. 5,000/- per day irrespective of number of meetings in a day.

2. Rs. 5,000/- per day for inspection/visit of various committees institutions/Universities/organizations.

3. Commission Members would also be entitled for sitting fee @ Rs. 5,000/- per day on the date of Commission Meetings.

 

NOTE
 

l. Payment of Sitting Fee is subject to T.D.S

 

2. Officials of Govt. of India who are nominated as Govt. representatives would not be entitled for sitting fee as they attend the meeting in their official capacity as Govt. / Secretary nominee or on ex-official basis.

 

2. TRAVELLING ALLOWANCE
 

Outstation Members/Experts:

 

(i) Travel by Air: The members (officials as well as non-official) will be entitled to travel by air as per entitlement in service or before retirement as the case may be. Non-entitled members will entitled for journey by air, on specific prior approval of Chairman, UGC. The journey by air is to be performed by Air India on the sectors where it ply. On other sectors, journey by private airlines will be allowed. Any deviation would require prior approval of Chairman, UGC. The member V experts entitled to travel by air may travel by public helicopter in case place is not connected by air. However, hiring of charter helicopter, will not be permissible. The claim for air helicopter journey is to be supported by original boarding cards.

 

(ii) Travel by Train: The member V experts will be entitled to travel by all trains including Rajdhani Express/Shatabadi Express as per the entitlement in service or before retirement.

 

NOTE
(a) Air tickets will be arranged by the UGC, Travel Desk whereas train tickets would have to be arranged by the experts.

 

(b) The cancellation charges/ticket re-scheduling charges shall also be reimbursable in case of cancellation or postponement of meeting by the UGC [For Sl. No.2. (i) & (ii)]. The specific approval for the same would be required for claiming such amount.

 

(iii) The outstation member/experts for intercity travel from the place of residence/Office to the place of meeting and back or in between the places of residence and meeting place & back (located not more than 350 Kms. each side) may travel either by their own vehicle or by taxi. Documentary evidence of journey performed by Own vehicle will have to be submitted. In case of hired taxi receipt is to be produced, road mileage @ Rs. 20/- per K.M. or amount actually paid which ever is less will be allowed for such journeys on point to point basis. In case of journey undertaken in NER, road mileage would be enhanced by 20% subject to actual expenditure. No night halting or driver allowance will be allowed. If the particular route have toll plazas, the taxi/car claim will be admitted only if it is supported with the receipts of toll taxes or inter-state entry tax. The toll taxes/entry tax etc., will additionally be reimbursed in such cases.

 

If the distance is more than 350 Kms (each side), either the road mileage will be restricted to 350 Kms or to the fare of train as per entitlement or AC bus as available on that particular route (as per the option of expert).

 

(iv) The local taxi fee at State Tr&sport Authority (STA) rates applicable in the State from residence office to Airport/Railway Station/Bus Stand and from Place of meeting to Airport/Railway Station/Bus Stand is payable. Where there are no rates notified by State Transport authority, the Taxi or Own Car fare @ Rs.20/- per km shall be reimbursable. The re-imbursement of pre-paid or post-paid taxi fare (including toll taxes) on point to point basis will be allowed on actual basis on production of receipt. Taxi fare for full day will not be reimbursed.

 

(v) The night charges @ 25% will additionally be allowed if starting the journey by road/by own car or taxi between 11.00 p.m. to 5.00 a.m. [For Sl. No. 2. (iv)].

 

Local Experts
Local Experts will be reimbursed taxi or own vehicle charges @) Rs.20/- per K.m. from residence/office to the place of meeting & back on point to point basis. Taxi for full day will not be allowed for reimbursement.

 

3. DAILY ALLOWANCE
 

(i) Outstation Members/Experts
Following rates of Food & Lodging etc., will be applicable to the Experts:-

 *l. Lodging charges are admissible subject to actuals on production of receipts.
2. Food charges will be re-imbursed on self certification.
3. No lodging charges will be paid if self arrangement is made.
4. The rates of food and lodging will further increase by 25o/o automatically
whenever DA in Govt. of India increases by 5A%.

 

(ii) Local Members/Experts:

No boarding & Lodging charges are payable to Local Members/Experts.

 

4. UGC Officers/Officials will be covered under FR/SRs (TA) Rules. Hence, these orders would not be applicable to them.

 

5. This issues with the approval of Chairman, UGC Dy. No. 32811 dated 19.09.2017.

Subject : Travelling Allowance Rules – Implementation of the Recommendations of the Seventh Central Pay Commission.

Consequent upon the issuance of this Department’s O.M. of even number dated 13.07.2017 regarding implementation of recommendations of 7th CPC on Travelling Allowance (TA), various references are being received in this Department seeking clarifications regarding TA/Daily Allowance (DA) entitlements of Officers in Level 13A. Level 13A (pre-revised Grade Pay of Rs. 8900/-) has been included in the Pay Matrix vide Notification No. GSR 592(E) dated 15.06.2017.

2. The matter has been considered in this Department and with the approval of Competent Authority, it has been decided that TA/DA entitlements of Officers in Pay Level 13A (pre-revised Grade Pay of Rs. 8900/-) shall be equivalent to TA/DA entitlements of Officers in Pay Level 13 (pre-revised Grade Pay of Rs. 8700/-) as mentioned in this Department’s O.M. of even number dated 13.07.2017.

In continuation to Board’s letter of even number dated 24.08.2017 regarding implementation of recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements, the admissibility of CTG and Transportation of personal effects on Transfer and Retirement will be regulated as under:

(i) In case, the railway servant has been transferred prior to 01.07.2017 and has assumed charge prior to 01.07.2017, he will be eligible for CTG at ore-revised scale of pay. If the personal effects have been shifted after.01.07.2017, revised rates for transportation of personal effects will be admissible.

(ii) In case, the railway servant has been transferred prior to 01.02.2017 and has assumed charge on/after 01.07.2017, he will be eligible for CTG at revised scale of pay. As the personal effects would be shifted after-01.07.2017, revised rates for transportation of personal effects will be admissible.

(iii) in case of retirement, if a railway servant has retired prior to 01.07.2017, he will be eligible for CTG at pre-revised scale of pay. If the personal effects have been shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.

Travelling Allowance to Railway staff – Implementation of Ministry of Finance notification on the report of Seventh Central Pay Commission

Dear Sir,

Sub: Travelling Allowance to Railway staff – Implementation of Ministry of Finance notification on the report of Seventh Central Pay Commission-reg.

Ref:  O.M. No. 19030/1/2017-E.IV dated 13th July 2017 issued by the Ministry of Finance, Department of Expenditure.

Consequent upon the decision of the Government on the recommendations of 7th Central Pay Commission, the Ministry of Finance, Department of Expenditure vide O.M. dated 13th July 2017 have issued instructions relating to revision of Travelling Allowance, entitlements for journeys on Tour/Training, Daily Allowance, TA on Transfer and TA entitlements for retiring employees, to be given effect from 01/07/2017.

While enclosing copy of the said O.M. Dated 13th July 2017, NFIR requests the Railway Board to issue corresponding instructions in the case of Railway employees so that the revised rates are given effect’ from July 1, 2017.

OFFICE MEMORANDUM

Subject: Travelling Allowance Rules – Implementation of the Seventh Central Pay Commission.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements to civilian employees of Central Government, President is pleased to decide the revision in the rates of Travelling Allowance as set out in the Annexure to this Office Memorandum.

2. The ‘Pay Level’ for determining the TA/DA entitlement is as indicated in Central Civil Service (Revised Pay) Rules 2016.

3. The term ‘Pay in the Level’ for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Central Civil Services (Revised Pay) Rules, 2016 and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP) or any other type of pay like special pay, etc

4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5. The claims submitted in respect of journey made on or after 1st July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1st July, 2017, the claims may be regulated in accordance with the previous orders dated 23.09.2008.

6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

7. These orders shall take effect from 01st July, 2017

8. Separate orders will be issued by Ministry of Defence and Ministry of Railways in respect of Armed Forces personnel and Railway employees, respectively.

9. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India

ANNEXURE

In supersession of Department of Expenditure’s O.M.No.19030/3/2008-E.IV dated 23.09.2008, in respect of Travelling Allowance the following provisions will be applicable with effect from 01.07.2017:

2. Entitlements for Journeys on Tour or Training

(ii) It has also been decided to allow the Government officials to travel by Premium Trains/Premium Tatkal Trains/Suvidha Trains, the reimbursement to Premium Tatkal Charges for booking of tickets and the reimbursement of Dynamic/Flexi-fare in Shatabdi/Rajdhani/Duronto Trains while on official tour/training. Reimbursement of Tatkal Seva Charges which has fixed fare, will remain continue to be allowed. Travel entitlement for the journey in Premium/Premium Tatkal/Suvidha/Shatabdi/Rajdhani/Duronto Trains will be as under:-

  1. (a)    In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/ordinary bus for others is allowed.
  1. (b)   In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.
  1. (c)    All mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.
  1. (d)   In case of non-availability of seats in entitled class, Govt.servants may travel in the class below their entitled class.

B. International Travel Entitlement:

Reimbursement of non AC taxi charges of up to Rs.113/- per day for travel within the city,

Reimbursement of food bills not exceeding Rs.500/- per day.

(ii) Reimbursement of Hotel charges:- For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. additionally, for stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be Rs.1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent.

  1. (iii) Reimbursement of Travelling charges:- Similar to Reimbursement of staying accommodation charges, for level 8 and below, the claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of travel, vehicle number, etc. the ceiling for levels 11 and below will further rise by 25 percent whenever DA increases by 50 percent. For journeys on foot, an allowance of Rs.12/- per kilometre travelled on foot shall be payable additionally. This rate will further increase by 25% whenever DA increases by 50%.
  1. (iv) Reimbursement of Food charges:- There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable. The lump sum amount will increase by 25 percent whenever DA increase by 50 percent.
  1. (v)   Timing restrictions

Absence from Head Quarter will be reckoned from midnight to midnight and will be calculated on a per day basis.

  1. (vi) In case of stay/journey on Government ships, boats etc. or journey to remote places on foot/mules etc for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided for reimbursement of food bill. However, in this case, the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/controlling officer.

Note: DA rates for foreign travel will be regulated as prescribed by Ministry of External Affairs.

3. T.A. on Transfer

TA on Transfer includes 4 components:- (i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

  1. (i) Travel Entitlements:
  1. (a)    Travel entitlements as prescribed for tour in Para 2 above, except for International Travel, will be applicable in case of journeys on transfer. The general conditions of admissibility prescribed in S.R.114 will, however, continue to be applicable.
  1. (b)   The provisions relating to small family norms as contained in para 4(A) of Annexure to M/o Finance O.M.F.No. 10/2/98-IC & F.No. 19030/2/97-EIV dt. 171, April 1998, shall continue to be applicable.
  1. (ii) Composite Transfer and Packing Grant (CTG):
  1. (a)    The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of transfer involving a change of station located at a distance of or more than 20 kms from each other. However, for transfer to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.
  1. (b)   In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.
  1. (c)    In cases where the transfer of husband and wife takes place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period of six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.
  1. (iii)  Transportation of Personal Effects:

The rates will further rise by 25 percent whenever DA increases by 50 percent. The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India. The claim for reimbursement shall be admissible subject to the production of actual receipts/vouchers by the Govt servant. Production of receipts/vouchers is mandatory in r/o transfer cases of North Eastern Region, Andaman & Nicobar Islands and Lakshadweep also.

Transportation of personal effects by road is as per kilometre basis only. The classification of cities/towns for the purpose of transportation of personal effects is done away with.

  1. (iv) Transportation of Conveyance.

4. T.A. Entitlement of Retiring Employees

  1. (i)    Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility prescribed in S.R. 147 will, however, continue to be applicable.

  1. (ii)  Composite Transfer Grant (CTG)
  1. (a)      The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement, settled down at places other than last station(s) of their duty located at a distance of or more than 20 km. however, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.
  1. (b)     As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the CTG subject to the condition that a change of residence is actually involved.
  1. (iii) Transportaion of Personal Effects:- Same as Para 3(iii) above.
  1. (iv)Transportation of Conveyance:- Same as Para 3(iv) above.

The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.

OFFICE MEMORANDUM

Subject: Travelling Allowance Rules – Implementation of the Seventh Central Pay Commission.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements to civilian employees of Central Government, President is pleased to decide the revision in the rates of Travelling Allowance as set out in the Annexure to this Office Memorandum.

2. The ‘Pay Level’ for determining the TA/DA entitlement is as indicated in Central Civil Service (Revised Pay) Rules 2016.

3. The term ‘Pay in the Level’ for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Central Civil Services (Revised Pay) Rules, 2016 and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP) or any other type of pay like special pay, etc

4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5. The claims submitted in respect of journey made on or after 1st July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1st July, 2017, the claims may be regulated in accordance with the previous orders dated 23.09.2008.

6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

7. These orders shall take effect from 01st July, 2017

8. Separate orders will be issued by Ministry of Defence and Ministry of Railways in respect of Armed Forces personnel and Railway employees, respectively.

9. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India

In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.

All mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.

In case of non-availability of seats in entitled class, Govt.servants may travel in the class below their entitled class.

(ii) Reimbursement of Hotel charges:- For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. additionally, for stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be Rs.1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent.

(iii) Reimbursement of Travelling charges:- Similar to Reimbursement of staying accommodation charges, for level 8 and below, the claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of travel, vehicle number, etc. the ceiling for levels 11 and below will further rise by 25 percent whenever DA increases by 50 percent. For journeys on foot, an allowance of Rs.12/- per kilometre travelled on foot shall be payable additionally. This rate will further increase by 25% whenever DA increases by 50%.

(iv) Reimbursement of Food charges:- There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable. The lump sum amount will increase by 25 percent whenever DA increase by 50 percent.

Air Travel Entitlement for JCOs in Defence Forces

According to the Gazette Notification issued by the Government on 6.7.2017, Junior Commissioned Officers (JCOs) are now eligible to travel by Air.

Those who are in Level 6 to 8 of Pay Matrix (Pre-Revised Grade Pay 4200, 4600 and 4800), as the Travel entitlement for them so far is AC II by Train only. Now the are entitled to Travel By Air in Economy Class.

Level 6 to 8 pertain to the three ranks of JCOs – Naib Subedar, Subedar and Subedar Major – in the Army, and their equivalents in the Navy and Air Force. Level 5 A of Defence Forces to be clubbed with Level 6 for travelling entitlements.

7th CPC Recommendations on Travel Entitlements: The 7th Pay Commission opines that the present provisions are adequate. Hence, status quo is recommended with the present system of differentiation based on Grade Pay duly substituted by the Levels of the Pay Matrix.

A clarification had been sought by CORE, Allahabad regarding admissibility of Travelling Allowance/Daily Allowance to retired Railway servants re-engaged after retirement when they are sent on duty outside the station/headquarter for project / field works.

2. The matter has been considered by Board and it has been decided that the retired Railway servants, re-engaged after retirement; when they are sent on duty outside the station/headquarter, may be paid, in addition to their usual daily wages/remuneration, daily allowance at the rate of 60% of the applicable Daily Allowance rate (as indicated in Board’s letter No. F(E)I/2008/AL-28/14, dated 01/12/2008, as modified from time to time) corresponding to the pay drawn/post held by the retired Railway servant immediately prior to their retirement to meet out of pocket expenses. Such daily allowance will require the approval of SAG level officer.

3. Further, this will be subject to the other terms & condition as mentioned in chapter 16 of IREC Vol. II and will be regulated by the general/specific orders issued in this regard from time to time.

I.TEMP DUTY CLAIMS:

1     Hotel bills without Regn No, TIN No, VAT No etc.
2     Package Hotel bills are submitted showing combined amount of Room-rent & Food charges. As per extant orders, bifurcation is audit requirement for admittance.
3     Non-drawl of Ration certificate is not found if ration not drawn
4     Mess/Hotel bill as well as DA is claimed which unnecessarily leads to disallowance in claims
5     NAC for stay in Hotel is obtained at the fag end of the duty without following the principle of preferring Govt Guest houses, Mess, Circuit houses etc
6     Nominal Roll for detailment of course/duty indicating name of officer not attached
7     Advance drawn is not indicated/deducted by the officer on submission of Adjustment claim
8     Detention certificate is silent about the provision of free boarding & lodging
9     e-tickets if booked through Defence Travel System PCDA Travels Portal, airfare is neither claimed nor deducted as advance by the officer, As per accounting procedure and audit requirement airfare needs to be added in the claim as well as deducted as advance of TA by the officer in the claim.
10     Ink-signed copy of Min of Civ Avn relaxation sanction is not enclosed
11     RMA is claimed with the sanction under Rule 47 (iii) TR instead of sanction under Rule 40 Note 2 TR issued by the Competent Authority
12     Air-tickets are purchased from unauthorised private travel agents/portals instead of concerned airlines website or M/s Balmer Lawrie & CO and M/s Ashok Tours & Travels.

I. PMT DUTY:
1     Posting order and movement order is not enclosed, instead intranet/internet copy is enclosed, which is not acceptable in audit as mov auth

2     Car/ motorcycle/ scooter Regn Certificate book/ copy is not enclosed leading to disallowance of conveyance charges

3     Allotment of Govt built accommodation letter at new duty station is not enclosed in support of claim for full baggage & conveyance increasing all round correspondence and delay

4     Lien on conveyance of family, personal effects and personal vehicle sanction from the competent auth is not enclosed even  if the stipulated lien period is over and conveyed after that period. Hence, sanction to that effect is an audit requirement to admit the conveyance charges.

5     Family details are not mentioned in the claims

6     Ink-signed copy of Min of Civ Avn/ Ministry of Defence(Finance) relaxation sanction is not enclosed

7     RMA charges for local journey to station/ airports and Daily Allowance for expenditure during transit/ journey is claimed; the same is subsumed in Composite Transfer Grant w.e.f. 09/09/2008

8     Distance for cartage at both new and old duty stations is not mentioned claiming random amounts

9     Air-tickets are purchased from unauthorised private travel agents/ portals instead of concerned airlines website or M/s Balmer Lawrie & CO and M/s Ashok Tours & Travels

III. LTC Claims

1. Officers prefer LTC claims for journey by unauthorised modes viz own car, private buses/ own arrangement, which is not admissible.

2. Air-tickets are purchased for fare-basis other than LTC-80, which is on the higher side of entitlement of LTC-80 fare

3. DO II to the effect of change of Home Town is not published

4. Lack of knowledge of LTC Block-year. Block-year starts with odd year.

5. Boarding passes are not enclosed with the claims

6. Local journey charges for visiting local site of the station are claimed. LTC is admissible on Station to Station basis.

7. LTC for parents is claimed for Clause of LTC in lieu of Home Town

8. LTC on Sick Leave Concession is not clearly mentioned

9. Air-tickets are purchased from unauthorised private travel agents/portals instead of concerned airlines website or M/s Balmer Lawrie & CO and M/s Ashok Tours & Travels.

10. Ink-signed copy of Min of Civ Avn relaxation sanction is not enclosed

11. Non–availability of Air-ticket is quoted as reason for travel by Private Airline

Guidelines and instructions in the case of Husband and Wife both working for Central Government

What are all the regulations, Guidelines and instructions in the case of Husband and Wife both working for Central Government in the situations such as applying for House Building Advance, Medical Attendance Rules, Children Education Allowance, Leave Travel Concession Etc ?

How a married couple is treated in various Central Government service matters when both Husband and Wife are serving in Central Government?

The need to have a clarity on this subject gains much significance because treatment of them could differ in each law as each one would treat them according to the intention of the particular law.

For example, both are entitled to draw HRA even if they work in the same station, and live together but not provided with Government accommodation.

But when comes to Allotment of Quarters maintained by Government, only one residence will be provided to them except in the case of Judicial separation.

This article is a compilation of regulations in various service matters in respect of Husband and Wife when both are Central Government Employees.

HBA can be claimed by either of them. As per Rule 2 of HBA Rules, for the purpose of eligibility based on cost-ceiling of the house to be constructed, pay of both of them can be taken in to account. However, for the purpose of calculating the maximum amount of advance eligible under HBA, only the pay of the employee who prefers to avail HBA can be taken in to account.

Medical Attendance Rules

In non-CGHS areas, central government employees are covered by CS(MA) Rules which provide reimbursement of medical expenses incurred by the Central Government Employees. In the case of Both husband and wife working central government, to avoid double claim for same medical expenses, either Husband or Wife is permitted to make claims for self and entire family. The person who prefers to make claims under Medical Attendance Rules should be clearly mentioned in the joint declaration given by Both Husband and Wife in this regard. In the event of promotion, transfer, retirement, etc this declaration can be revised at any time. In the case of wife prefers to avail this concession for the entire family, she can either choose her parents or parents-in-law as dependents and prefer medical claim for them.

Children Education Allowance

As far as reimbursement of payment of tuition fees and hostel fees are concerned, either Husband or Wife can avail the benefit.
Family Planning Allowance

Either Husband or Wife may prefer to receive Family Planning Allowance. Since FPA is based on pay in pay band and grade pay, it will be beneficial if the employee drawing higher pay prefers to receive the same. In that case, there is no condition specified with regard to the employee who undergone family planning.

Leave Travel Concession

Husband

Wife

  1. His wife,
  2. His two surviving unmarried children or step children wholly dependent on him,
  3. His parents and/or step mother wholly dependent on him, whether or not residing with him and
  4. His unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands or widowed sisters residing with and wholly dependent him, provided their parents are either not alive or are themselves wholly dependent on him
  1. Her wife,
  2. Her two surviving unmarried children or step children wholly dependent on her,
  3. Her parents and/or step mother wholly dependent on her, whether or not residing with her and
  4. Her unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands or widowed sisters residing with and wholly dependent her, provided their parents are either not alive or are themselves wholly dependent on her

The above mentioned provision relating to family members can be separately declared and LTC for those members can be separately claimed by both Husband and Wife, subject to conditions that children will be eligible for the benefit in one particular block as members of the family of one of the parents only and that if husband or wife avails the facility as a member of the family of the other, he or she is not entitled for claiming the concession for self independently.

Travelling Allowance

Travelling Allowance allowed in the event of transfer of one or both of them simultaneously one of the spouses can prefer the claim and the other will be treated as member of family. In such situations only one lumpsum grant can be claimed.

If a husband or wife is transfered after 60 days of transfer of the spouse, but within 6 months, 50% of transfer grant is admissible. However, if both are entitled for reimbursement of cost of travel by personal car, if required they can travel seperatey and claim both of such travel expenses.

Family Pension

Either Husband or Wife is entitled for family pension in addition to own pay or pension, if the spouse dies.

In the case of demise of such husband /wife also, who was receiving family pension for the demise of his/her spouse, the child / children of the deceased parents should be granted two family pensions subject to certain limits prescribed. Please refer to Rule 54 (11), CCS (Pension) Rules in this regard.

House Rent Allowance

HRA will be paid to both husband and wife even if they work in the same station and did not avail Government Quarters. Even if one of them avails the Government residence in the same station where the other spouse is working, he/she will not be entitled for HRA.

Central Government Health Scheme

While both alongwith their family members will be eligible for medical treatement under CGHS, the spouse drawing higher pay will contribute to the Scheme. The scheme does not cover the Parents of the non-contributing employee.

However, women employees can prefer to include her parents-in-law, instead of her parents, in the family for availing CGHS.

If both Husband and Wife prefer to contribute for CGHS, parents of both will be entitled for medical benefits under CGHS.

Allotment of Residence

For the purpose of allotment of residence status of each of Husband and Wife such as designation, pay/grade pay drawn, service experience etc will be considered independently. In other words, higher status of either of two can be taken into account for priority, higher grade of residence etc. In any case both Husband and wife are entitled for allotment of one residence only except in the event of judicial separation.

Various references are being received in this Department seeking clarification from this Department as to whether Rule below SR-148 for admitting Travelling Allowance (TA) claim by family of deceased employees beyond one year period of the death of the employee is also covered under GOI decision 2(iii) below Rule SR-147 which provides that ‘TA to Central Government servant on retirement may be availed of by a Government servant who is eligible for it, at any time during his leave preparatory to retirement, or within one year of the date of his retirement and powers to extend the time-limit of one year will be exercised by the Administrative Ministries/ Departments with the approval of the FA concerned, in individual cases attendant with special circumstances.’

2. The matter has been considered in this Department and it has been decided that the above provision below SR-147 for extension of time limit of one year with the approval of FA of the concerned Ministry, will also be applicable in case of family of the deceased Govt. servant.

OFFICE MEMORANDUM

Subject: Grant of advances: Seventh Pay Commission recommendations: Amendment to Rules of Compendium of Rules on Advances to Government Servants.

The undersigned is directed to say that in pursuance of the decision taken by the Government on the Seventh Pay Commission’s recommendations relating to advances, all the interest free advances stand discontinued as per attached annexure, with the exception that the interest free Advances for Medical Treatment, Travelling Allowance for family of deceased, Travelling Allowance on tour or transfer and Leave Travel Concession shall be retained.

2. In addition, the advance for training in Hindi through Correspondence Course, which is not mentioned in the Compendium of Rules on Advances to Government Servants, also stands abolished in pursuance of the decision of Government on 7th CPC recommendations.

3. These orders will take effect from the date of issue of this O.M. The cases where the advances have already been sanctioned need not be reopened.

4. In so far as persons serving in Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

5. All Ministries/Departments are requested to bring the amendments to the notice of all its attached and subordinate offices for their information.

Dear Sir,

Sub: Claims regarding payment of Travelling Allowance to the Staff promoted under cadre restructuring w.e.f. 0l/11/2013- case of North Western Railway-reg.

Ref: (i) GM(P)AJ.W. Rly’s letterNo.600E/Bills/HQ/NWREU/7/2015 dated 25/01/2016.
(ii) NFIR’s letter No. I/5(F) dated 01/03/2016.

(iii) Railway Board’s letter No. F(E)I/2016/AL-28/17 dated 22/04/2016.

On going through the reply sent by the Board vide letter dated 22/04/2016, Federation is disappointed to note that the issue raised by NFIR vide its letter dated 01/03/2016, has not been gone into thoroughly with reference to the rules on the subject lPara1202 of IREM Vol. I and Para 1602 (2) of IREC Vol. II] and the stipulations mentioned in the footnote where following provision has been made in case of late authorization/drawal of increments by the employees from retrospective effect.

Note: In the case of late authorization/drawal of increments with retrospective effect, other than where increments were withheld or where the increments take an officer above the stage ‘ of efficiency bar, there is no objection to the supplementary claims relating to Travelling Allowance, if any being admitted, on the basis of the enhanced pay including the increments.”

These stipulations however have not been taken into account by the Board while sending negative reply to the Federation.

Incidentally, Federation desires to mention that the issue was raised by the General Secretary, NFIR in the PNM meeting held on 19th/20th May 2016 outside the agenda. It is also worth-mentioning that the benefit of cadre restructuring to be given effect from 0l/1112013 was actually granted after lot of delay due to various administrative reasons, therefore claims of staff for payment of Travelling Allowance at the enhanced rates effective from 01/11/2013 need to be considered as provided under the rules.

NFIR, therefore, requests the Railway Board to kindly review and issue suitable instructions to all Zones etc., on the subject. A copy of instructions issued may be endorsed to the Federation.

TA/DA AND HONORARIUM PAYABLE TO OFFICIAL AND NON-OFFICIAL MEMBERS/EXPERTS

In supersession of UGC OM. No.21-1/20l5 (FD-l/B) dated 29th July, 2015, the Rules for TA/DA and Honorarium payable to the official and non-official members and experts will be as under:-

The categories. of Official and Non-Official Members are as follows:-

Serving (State/Central) Government servants, Semi Government/ Autonomous Bodies, Employees paid from the Consolidated Fund of indie or through Grants~in-aid are treated as Official Members.

All others including retired Government Servants and retired/ex-member of the University Grants Commission or Statutory Bodies viz. Universities, Institutions, Councils, Boards and Societies etc. are to be treated as Non-Official Members.

“Permanent Account Number (PAN) allotted by the Income Tax Authorities has to be indicated by the member/expert invariably while filling up the Bill”. Payment of TA/DA will be made through E-mode in the bank accounts of members mandatorily. Hence, Experts are required to attach a copy of a cancelled cheque leaf with their claims.

1. HONORARIUM

1. Rs.3,000/- per day for per meeting subject to maximum of Rs.5,000/- per day irrespective of number of meeting in a day.

2. Rs.5,000/- per day for inspection/visit of various committees to institutions/ Universities /organizations. Commission members would also be entitled for honorarium @ Rs.5,000/- per day on the date of Commission Meetings.

Note: Officials of Govt. of India who are nominated as Govt. representatives would not be entitled for honorarium as they attend the meeting in their official capacity as Govt. nominee/nominee of Secretary or on ex-officio basis.

2. TRAVELING ALLOWANCE

Outstation Member/experts:

(i) Travel by Air: The members (officials as well as non-official) will be entitled to travel by air as per entitlement in service or before retirement as the case may be. Non-entitled members will be entitled for journey by air, on specific prior approval of Chairman, UGC. The journey by Air is to be performed by Air India on the sectors where it ply. On other sectors, journey by private airlines will be allowed. Any deviation would require prior approval of competent authority. The members/experts entitled to travel by air may travel by helicopter in case place is not connected by air. However, hiring of charter helicopter, will not be permissible. The claim for air/helicopter journey is to be supported by original boarding cards.

 (ii) Travel by Train: The members/experts will be entitled to travel by all trains including Rajdhani Express/Shatabadi Express, by AC-2 Tier/Chair Car.

NOTE

(a) Train/Air tickets will be arranged by (the UGC, Travel Desk for UGC Meetings, if TA/DA is to be paid by the UGC.

(b) The cancellation charges shall also be reimbursable in case of cancellation or postponement of meeting by the UGC [For Sl. No. 2. (i) & (ii)]. The specific approval for the same would be” required for claiming such amount.

 (iii) The outstation members/experts for intercity travel from the place of residence/Office to the place of meeting and back or in between the places of residence and meeting place & back (located not more than 350 kms. each side) may travel by their own vehicle or by hired taxi (receipt to be produced). ln such case, road mileage @Rs.16/- per KM. for journey performed between A & A-1 Class cities and North Eastern Regions/Hilly Regions (both stations)and @Rs.12/-per KM. in other cities will be allowed on point to point basis. No night halting or driver allowance will be allowed. if the particular routes have toll plazas, the taxi/car claim will be admitted only if it is supported with the receipts of toll taxes or inter-state entry fee as the case may be. The toll taxes/entry tax etc.., will additionally be reimbursed in such cases.

If the distance is more than 350 kms (each side), either the road mileage will be restricted to 350 kms or to the fare of train as per train entitlement AC bus as available on that particular route (as per the option of member.)

 (iv) The local taxi fare at State Transport Authority (STA) rates applicable in the State from residence/office to Airport/Railway Station/Bus Stand and from Place of meeting to Airport/Railway Station/Bus Stand is payable. Where there are no rates notified by State Transport Authority, the Taxi or Own Car fare @Rs.14/- per km and AC Taxi Rs.16/- Per Km. (Rs.25/- for first km upon downing the meter) and Auto-Riksha @ Real-per km (Rs.25/- for first 2 km upon downing the meter) and thereafter Rs.8/- per km shall be reimbursable. The re-imbursement of pre-paid or post-«paid taxi fare (including toll taxes) on point to point basis will be allowed on actual basis on production of receipt. Taxi fare for full day will not be reimbursed.
 (v) The night charges @25% will additionally be allowed if starting the journey by road/ by own car or taxi between 11.00 pm. to 5.00 am.

[For Sl. No. 2. & (iv)]

Local Experts

Local Experts will be reimbursed taxi charges @ Rs.14/- per km. and for AC Taxi @ Rs.16/- per km. from residence/office, as per entitlement, to the place of meeting & back on point to point basis. Taxi for full day will not be allowed for reimbursement.

 3. DAILY ALLOWANCE: 

(i) Outstation Members/Experts:

 Following rates of Boarding & Lodging etc. as applicable to the Central Govt. Employee will be applicable to the Experts:-

OFFICE MEMORANDUM

Subject: Admissibility of Travelling Allowance (TA) and other expenditure incurred while on training by the Government Servants on probation.

Institute of Secretariat Training and Management (ISTM) is conducting Foundation Training Course of newly recruited Assistant Section Officers (DR) and Stenographers (DR). ISTM has received number of references from various Ministries and Departments, requesting for clarification, whether the expenditure incurred by trainee Assistants, now re-designated as Assistant Section Officers, for their boarding, lodging etc. while undergoing Foundation Training, under the aegis of ISTM can be reimbursed to them. Representations have also been received from Assistant Section Officers, through their administrative Ministries in this regard.

2. The matter has been examined in consultation with the IFD(MHA) with reference to the Supplementary Rules 164 and instructions issued by the Government from time to time under the aforesaid Rules, which govern claims of Travelling Allowances while on training by probationers. The rule position is clarified as under:-

(i) No Travelling Allowance may be allowed for the onward journey for joining the training institute;

(ii) No Travelling Allowance may be allowed to the probationers while they are taken for outstation for training activity;

(iii) Probationers have to pay boarding /lodging /transport charges, if any, from their pocket.

(iv) No daily allowance may be admissible.

(v) One side TA may be allowed to the participants while reporting for duty in the allocated Ministry/Department on completion of the Training Programme from an outstation Institute, which are located at Hyderabad, Kolkata, Chandigarh, Shimla and Jaipur, where such training is being conducted by ISTM at present, or any other State Training Institute, which may be identified later, outside NCR.

3. All Ministries/Departments of Government of India are, therefore, advised to decide the claims made by Assistant Section Offices in respect of reimbursement of expenditure by them for boarding/lodging and other transport charges during the period of their Foundation Training conducted by ISTM, in accordance with the provisions contained at para (2) of this O.M. In case, any reimbursement has already been made, the same may be recovered immediately.

4. This issues with the concurrence with the IFD(MHA), vide their Dy. No. 299/Fin.II/15, dated 31.12.2015.

OFFICE MEMORANDUM

Subject: Admissibility of Travelling Allowance (TA) and other expenditure incurred while on training by the Government Servants on probation.

Institute of Secretariat Training and Management (ISTM) is conducting Foundation Training Course of newly recruited Assistant Section Officers (DR) and Stenographers (DR). ISTM has received number of references from various Ministries and Departments, requesting for clarification, whether the expenditure incurred by trainee Assistants, now re-designated as Assistant Section Officers, for their boarding, lodging etc. while undergoing Foundation Training, under the aegis of ISTM can be reimbursed to them. Representations have also been received from Assistant Section Officers, through their administrative Ministries in this regard.

2. The matter has been examined in consultation with the IFD(MHA) with reference to the Supplementary Rules 164 and instructions issued by the Government from time to time under the aforesaid Rules, which govern claims of Travelling Allowances while on training by probationers. The rule position is clarified as under:-

(i) No Travelling Allowance may be allowed for the onward journey for joining the training institute;

(ii) No Travelling Allowance may be allowed to the probationers while they are taken for outstation for training activity;

(iii) Probationers have to pay boarding /lodging /transport charges, if any, from their pocket.

(iv) No daily allowance may be admissible.

(v) One side TA may be allowed to the participants while reporting for duty in the allocated Ministry/Department on completion of the Training Programme from an outstation Institute, which are located at Hyderabad, Kolkata, Chandigarh, Shimla and Jaipur, where such training is being conducted by ISTM at present, or any other State Training Institute, which may be identified later, outside NCR.

3. All Ministries/Departments of Government of India are, therefore, advised to decide the claims made by Assistant Section Offices in respect of reimbursement of expenditure by them for boarding/lodging and other transport charges during the period of their Foundation Training conducted by ISTM, in accordance with the provisions contained at para (2) of this O.M. Sub: Payment of difference on arrears of TA/DA arising out of Railway Board’s letter No.F(E)I/2011/AL-28/18 dt.29.4.14.

 

One of the Railways has sought clarification regarding a supplementary claim for difference of TA/DA arising out of enhancement of Dearness allowance upto 100% w.e.f. 1.1.14 after issue of Board’s letter No.F(E)/2011/AL/28/18 dt. 29.04.14.

 

2. The matter has been examined in Board’s office and it is clarified that where TA/DA has been paid at old rates supplementary claims for difference of TA/DA would be admissible in respect of official tours made on or after 01.01.14 consequent to increase in the rates of TA/DA by 25%, w.e.f. 01.01.2014.

 

3. This disposes of South Eastern Railway’s letter No.ENG/Bills/TA&DA/604 dated 25.08.2015.
