The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to pay Productivity Linked Bonus (PLB) equivalent to 78 days wages to eligible non-gazetted railway employees (excluding RPF/RPSF personnel) for the financial year 2016-17. About 12.30 lakh non-gazetted Railway employees are likely to benefit from the decision. This payment will be made before Dussehra/Puja holidays, bringing a smile to lakhs of families ahead of the festive season.

The payment of PLB would serve as an incentive, and result in motivating a large number of Railway employees, particularly those involved in execution and operations of railways, to improve their productivity and ensure safety, speed and service for Railway customers. Indian Railways operates on the principle of maximum public welfare, and in this context, this bonus payment will help in improving accountability and efficiency in railways operations.

The financial implication of payment of 78 days’ PLB to railway employees has been estimated to be Rs. 2,245.45 crores. The wage calculation ceiling prescribed for payment of PLB is Rs. 7,000/- p.m. The maximum amount payable per eligible railway employee is Rs. 17,951 for 78 days.

Sir,

1. I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry ‘s letter No.F.24(10)/80/D(JCM), dated 2nd November,1983 as amended from time to time, and to convey the sanction of President to the payment of 40 days (Forty Days) wages in cash as PLB for the year 2016-2017 to the eligible civilian employees of the Indian Air Force.

2. The entitiement has been worked out on the basis of the working results for the year 2016-2017 in accordance with the agreed formula.

3. The PLB will be paid to all eligible Gp.’B'(Non-Gazetted), Gp.’C’ and Gp.’D’ civilian employees of Indian Air Force who are covered under PLB Scheme for the accounting year 2016-2017. The calculation ceiling of Rs.7000/-(7000*40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Produuctivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/-p.m.(1200*40/30.4) for the accounting year 2016-2017,.However, in cases where the actual wages fall below Rs.1200/-p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The Expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budjet grant for the year 2017-2018.

6. This issues with the concurrence of the Ministry of Finance (Deptt. Of Expenditure) vide their I.D. No. 300349244/E.III(A)/2017 dated 08.09.2017 and MoD (Finance/AG/PB) vide their I.D. No. – 152/AG/PB/2017 dated 11.09.2017

Sub. PAYMENT OF PRODUCTIVITY LINKED BONUS (PLB).

Sir,

It is to bring to your kind notice that Productivity linked bonus is required to be paid before Durga Puja. It is therefore requested to kindly cause action for making payment of bonus before Durga Puja.

It is also worth mentioning that an arbitrary cap of 60 days has been fixed for payment of PLB.

Now the business and revenue of Department is increasing every year.

Therefore kindly take necessary action to remove this cap and arrange to make payment of bonus which comes out real.

Productivity Linked Bonus for the financial year 2016-17 to Railwaymen

 

Please refer to our discussion held in the chamber of AM(Staff), Railway Board, on the above subject matter on 4th August, 2017. All India Railwaymen’s Federation (AIRF) has already explained in detail its viewpoint in respect of calculation formula for payment of PLB to Railwaymen.

You may recall that, PLB has been an outcome of the bilateral agreement between Ministry of Railways and Staff Side Federations, which was arrived at on 22.11.1979. The formula for calculation of PLB, that was formulated as a result of above-mentioned agreement, is sacrosanct, on the basis of which payment of PLB is being made to entitled railway employees every year till last financial year.

AIRF is totally against any deviation in the well settled formula devised to calculate PLB payable to railway employees under the said agreement.

It is, therefore, urged that, payment of PLB for financial year 2016-17 should be made on the basis of established formula as mentioned above and there should not be any effort to make any amendment in the same as also number of days, calculated last year for payment of PLB, should not be reduced, else this will lead to unwarranted impairment in industrial peace.

Sub: Productivity Linked Bonus for the Accounting year 2015-2016.

The undersigned is directed to convey the sanction of the President of lndia to the payment of productivity Linked Bonus for the accounting year 2015-16 equivalent of emoluments of 60 (sixty) Days to the employees of Department of Posts in Group’D’/MTS, Group’C’and non-gazetted Group ‘B’. Ex-Gratia payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and Ad-hoc payment of bonus to Casual labourers who have been conferred Temporary Status are also to be paid equivalent to allowances / wages respectively for 60 (sixty) Days for the same period.

1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below.

2. REGULAR EMPLOYEES:

2.1 Bonus will be calculated on the basis of the following formula:

Average emoluments x Number of days of bonus

2.2 The term emoluments for regular Departmental employees includes Basic Pay in the Pay Band plus Grade Pay, Dearness Pay, Personal Pay, Special Pay (Allowances), S.B. Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance given to Faculty Members in Training institutes. In case of drawal of salary exceeding Rs. 7000/- (of 6th CPC) (Rupees Seven Thousand Only) in any month during the accounting year 2015-16, the emoluments shall be restricted to Rs.7000/- (Rupees Seven Thousand Only) per month only.

2.3 Average Emoluments for a regular employee is arrived at by dividing by twelve, the total salary drawn during the year 2015-16 for the period from 1.4.2015 to 31.3.2016, by restricting each month’s salary to Rs.7000/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.7000/-.

2.4 In case of those employees who were under suspension, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No. 26-8/80-PAP (Pt-I) dated 11.6.81 and No, 26-4/87-PAP(PI.II) dated 8.2.88 will apply.

2.5 Those employees who have resigned/retired or left service or proceeded on deputation within the Department of Posts or those who have processed on deputation outside the Department of Posts after 1.4.2016 will also be entitled to bonus. In case of all such employees, the bonus admissible will be as per provisions of paras 2.1 to 2.3 above.

3 GRAMIN DAK SEVAKS (GDS)

3.1 In respect of GDS employees who were on duty throughout the year during 2015-16, Average Monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2015 to 31.3.2016 divided by 12. However, where the Time Related Continuity Allowance exceeds Rs. 3500/- in any month during this period, the allowance will be restricted to RS.3500/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:

3.2 ,The allowances drawn by a substitute will not be counted towards bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in Postmen/Group 0 Cadre, the clarificatory orders issued vide Directorate letter No. 26-6/89-PAP dated 6.2.1990 and No. 26-7/90-PAP dated 4.7.91 will apply.

3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he w,ill be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in Para 3.1 above.

3.4 Those Gramin Oak Sevaks who have resigned discharged or left service after 01.04.2016 will also be entitled to.,proportionate ex-gratia Bonus. In case of all such Gramin Oak Sevaks, the Exgratia Bonus admissible will be as per provisions of Para 3.1 above.

3.5 In case of those Gramin Oak Sevaks who were under put off, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No. 26-08/80-PAP (Pt-I) dated 11.6.81 and No.26-04/87-PAP (P.II) dated 8-2-1988 will apply.

4. FULL TIME CASUAL LABOURERS (INCLUDING TEMPORARY STATUS CASUAL LABOURERS)

4.1 Full Time Casual Labourers (Including Temporary Status Casual Labourers) who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31 .03.2016 will be paid ad-hoc bonus on notional monthly wages of Rs. 1200/- (Rupees Twelve hundred only). The maximum ad-hoc bonus will be calculated as below:

Accordingly, the rate of bonus per day will work out as indicated below:

The above rate of bonus per day may be applied to the number of days for which the services of such casual labourers had been utilized during the period from 1.4.2015 to 31 .3.2016. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2015 to 31 .3.2016, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.

5. The amount of bonus / ex-gratia payment / Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head Salaries under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2016-17.

6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures be intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number of employees (category-wise) to whom it was disbursed for the Department as a whole.
7. This issues with the concurrence of JS&FA vide Diary No. 190/FAl2016-CS dated 05.10.2016.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/- p.m. (1200×40/30.4) for the accounting year 2015-2016. However, in cases where the actual wages fall below Rs. 1200/- p.m.. the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

 

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2016-2017. This issues with the concurrence of the Ministry of Finance (Department of Expenditure] vide their ID No.300308327/2016-EIII(A) dated 5.10.2016 and Defence (Finance /AG/PB) 183/AG/PB dated 5.10.2016.

Sir,
I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter dated 28th September, 1983, as amended from time to time, and to convey the sanction of President to the payment of 28 days (Twenty Eight days) wages in cash as PLB for the year 2015-16 to the eligible civilian employees of the EME.

2. The entitlement has been worked out on the basis of the working results for the year 2015-16 in accordance with the agreed formula.

3. The PLB shall be paid to all eligible Gp. B (Non-Gazetted), Gp. C and Gp D civilian employees of the EME who are covered under PLB Scheme for the accounting year 2015-16. The calculation ceiling of Rs. 7000/- (7000×34/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

Subject : Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year (2015 to 2016).

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2015 to 16 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where wages exceed 7000/- per month, Productivity Linked Bonus will be calculated as if  wages are 7000/- p.m.

2. Wages for the purpose of calculating Productivity Linked Bonus shall include Basic pay as defined in the Railway Services (Revised Pay) Rules, 2008 and dearness allowance drawn during the period from 01.04.2015 to 31.12.2015. Wages during the period from 01.01.2016 to 31.03.2016 shall include Basic pay as defined in the Railway Services (Revised Pay) Rules, 2016. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.

3. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2015-16 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of 17,951/- towards Productivity Linked Bonus for the financial year 2015 to 16. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may he calculated in accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-1/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2015 to 16 to all eligible non gazetted Railway employees mentioned in Para 1 above should be made on priority in the same mode as payment of salary before the ensuing Puja/Dussehra holidays.

6. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB) equivalent to 78 days wages to eligible non-gazetted railway employees (excluding RPF/RPSF personnel) for the financial year 2015 to 16. The approval entails a financial implication of approximately Rs.2090.96 crore.

Payment of PLB would result in motivating a large number of railway employees to improve the performance of the Railways and enhance the productivity levels further besides maintaining industrial peace.

The payment of this Bonus to eligible Railway Employees will be made before Dussehra/Puja holidays.

Good News For Railwaymen: Centre May Announce 78 Day Wages As Bonus

Ahead of the festive season, railway employees are likely to get 78 day wages as bonus this year, the same as in the last four years despite the financial crunch.

We have demanded 78 day wages as productivity linked bonus (PLB) for railway employee this year and expecting the government to declare the same next week,”National Federation of Indian Railwaymen General Secretary M Raghavaiah told Press Trust of India.

Productivity linked bonus is paid to about 12 lakh railway employees each year before the Dussehra festival.

Mr Raghavaiah said the 78 day wage is expected to be around Rs. 18,000 per employee. In 2011-12, 2012-13, 2013-14 and 2014-15 also, 78 day wages were also given as PLB to railway employees.

Facing a shortfall of about Rs. 10,000 crore in the earnings due to slowdown in loadings and drop of passengers in short train journey, the railways will get the cabinet approval for the 78 day bonus proposal next week.

The bonus decision is expected to cost the railways about Rs. 2000 crore.

All-India Railwaymen’s Federation General Secretary Shiv Gopal Mishra said the bonus is expected to motivate the employees to improve the financial position of the public transporter.

Mr Mishra said, “Since the PLB ceiling has been revised to Rs. 7000 from Rs. 3500, we expect each employee will get double the amount as against the last year’s bonus.”

Last year, the minimum bonus paid was Rs. 8,975 per employee.

PLB covers all non gazetted railway employees (excluding RPF/RPSF personnel) spread over the entire country.

2. The President has now decided that the calculation ceiling of monthly emoluments for the purpose of payment of PLB shall be revised to Rs. 7000 w.e.f: 01.04.2014 i.e. for the accounting year 2014-15. Therefore, payment of PLB for the financial year 2014-15 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel) would be based on the wage calculation ceiling of Rs. 7000/- per month i.e. where wages exceed Rs. 7000/- per month, Productivity Linked Bonus will be calculated as if ’wages’ are Rs. 7000/- p.m.

3. Therefore, in the case of eligible railway employees mentioned in Board’s letter of even no. dt. 07. 10.2015 who were not placed under suspension, or had not quit service/retired/expired during the financial year 2014-15 or were on leave where leave salary admissible is not less than that admissible on leave on average pay. the amount due towards Productivity Linked Bonus for the financial year 2014-15 becomes Rs. 17,951/- instead of Rs. 8,975/-.

4. Accordingly, the PLB amount to eligible non-gazetted Railway employees (excluding all RPF /RPSF personnel) for the financial year 2014-15 may be re-worked and the difference paid on priority in the same mode as payment of salary. All the other terms and conditions under which the payment was made shall remain unchanged.

5. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

The Government of India, Ministry of Finance issued order on revised ceiling limit of PLB from Rs.3500- to Rs.7000- from the year 2014-15 (OM No. 7/4/2014-E-III A dated 29-08-2016) to all Central Govt. Employees. It is apparent to note that the calculation of Productivity Linked Bonus for the year 2014-15 with revised ceiling limit @ Rs.7000-to regular departmental employees in the Department of Posts has been granted vide letter No. .26-01/2015-PAP dated 02-09-2016 and the arrears have also been drawn in favour of the regular employees.

The case of 3 lakh GDS employees regarding applicability of revised ceiling limit @Rs.7000- is yet to be finalized by the Department.

Therefore, it is requested to kindly expedite the grant of Bonus to 3 lakh Gramin Dak Sevaks at the revised ceiling @ Rs.7000- from 2014-15 prospectively.

Early action is highly solicited.

Sub: Productivity-Linked Bonus to Railwaymen for the year 2015-16

In reference to our discussion with the Additional Member (Staff), Railway Board, on 2nd August, 2016, we have explained threadbare about the modalities and norms fixed for the Productivity-Linked Bonus to railwaymen for the year 2015-16.

It is a well-known fact that, the formula envisaged for calculation of number of days for PLB in November 1979 has been sacrosanct and the federations had never agreed for any alteration in that formula.

Railway Board is quite aware that the railwaymen are putting their best efforts for running Indian Railways System smoothly and efficiently 365X24X7 days even by laying their precious lives, therefore, any alteration with PLB Formula, which reduces the number of days, will demotivate them and will be proved counter-productive to the interests of the Indian Railways. Though the number of railwaymen is being reduced, they are carrying more number of passenger and freight trains, therefore, it is quite evident that, productivity of the railwaymen has increased to a great extent.

AIRF has already explained that, any reduction in the number of days of PLB in comparison to last year will never be tolerated, and that can lead to further agitations.

Here it is pertinent to mention that, every time when the government changed, ceiling of the PLB also changed in the Railways. Last time (in 2009-10) when PLB ceiling was changed from Rs.2500 to 3500 p.m., railwaymen were paid PLB along with the arrear. Similarly, we expect that, this time also, since PLB ceiling has been enhanced from Rs.3500 to Rs.7000 p.m., railwaymen will be paid PLB @ Rs.7000 p.m. along with arrear.

The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days wages for the financial year 2014-15 for all eligible non-gazetted railway employees. The wage ceiling for payment of PLB fixed at Rs. 3500/- per month.

New Delhi: Railway employees are likely to be given 78-day wages as productivity-linked bonus (PLB) for the fiscal 2014-15, the same as in the last three years, despite the financial crunch.

The proposal to give 78-day bonus to railwaymen is likely to come up tomorrow at the Cabinet meeting, sources said.

If the Cabinet decides tomorrow for a 78-day bonus then about 12 lakh railway employees will get about Rs 8897 as bonus this month, they said.

There will be about 11 lakh railway employees who will get the benefit of PLB and it is estimated to cost more than Rs 800 crores to the public transporter.

In 2011-12, 2012-13 and 2013-14 also, 78-day wages were given as PLB to railway employees.

Productivity-linked bonus is paid to railway employees each year before the Dussehra festival.

However, General Secreatry of National Railway Federation of Indian Railwaymen M Raghavaiah said “We are demanding to increase the ceiling of Rs 3,500 per month as Labour Ministry has also advocated for the hike in bonus and we have written to Prime Minister for this.

“But since the election code of conduct is in force, the government has to have special permission from the Election Commission to raise the amount.
