Minutes of the meeting held on 17.03.2016 at 10.00 AM under the Chairpersonship of Secretary (P&PID on the status of Implementation of Bhavishya in the Ministries/Department including their attached & subordinate offices

A meeting to review implementation of Bhavishya was conducted on 17.03.2016 under the Chairmanship of Secretary (Pension) at 10.00 AM at CD Deshmukh Auditorium, India International Center, New Delhi.

2. List of Participating Ministry/Department is at Annexure-I

3. JS (Pension) welcomed the participants in the meeting and briefed about the status of implementation of Bhavishya . Till date 1814 DDOs are registered with Bhavishya Portal and 4975 DDOs from attached/subordinate offices/Para Military forces are yet to be registered.

4. Secretary (P&PW) stated that 52 Ministries/Department have not taken follow-up action on the decision taken in the last Review Meeting held on 05.02.2016 and this is not acceptable. After taking stock of status of implementation in different ministries/department the following decisions have been taken in the meeting:

i) Nodal Officer of each Ministry/Department should ensure that all the Salary/Pension DDOs of their Departments including Attached/Subordinate offices/Para Military forces must register on to Bhavishya before 31st March, 2016.

ii) Nodal Officer of each Ministry/Department should upload the complete/updated information about their attached offices, subordinate offices, and DDOs, etc in the prescribed tables under ‘Organizational status -Utility’ on Bhavishya Portal.

iii) NIC-DOP&PW will include a column ‘Remarks’ for Nodal Officer under ‘Organizational status -Utility’

iv) DDOs already registered on Bhavishya should upload the information of all the retirees on Bhavishya portal by way of uploading XML file of their salary package on Bhavishya. In this regard ‘User Manuals’ may be referred which are uploaded on the Bhavishya portal

v) DoP&PW will call a meeting of NIC and those Ministries/Department who are unable to get the NIC-Email ID for their DDOs, HOOs and PAOs, which is mandatory for registration in Bhavishya.

vi) Nodal Officers of Ministries/Department is requested to approach NICSI for the training on Bhavishya of their DDOs/HOO/Staff at a single point. Attached and Subordinate offices will also route their training requirement through the Nodal Officers of Ministries/Department. A meeting with NICSI and their empanelled agency will be called alongwith those ministries who are facing problem for conduction of training programme for their officers.

vii) DoPPW will contact each registered DDOs and HOOs through Call Center set up by this Department to know the status of implementation of Bhavishya. All DDOs and HOOs may be instructed by the Nodal Officer to cooperate with representative of Call Center and provide necessary inputs.

viii) Secretary (P&PW) has taken a serious note, of not attending the Review meeting by some of the Ministry/Department and directed to write a d.o. letter to the Secretary ofthe concerned Ministry/Department.

ix) Secretary (Pension) also directed to incorporate regional offices of D/o Official Language in Bhavishya Portal.

x) There was mismatch in some cases of data uploaded on the Bhavishya Portal under ‘Organizational Status-Utility’ and the data as stated by the Nodal Officer/representative of some ministries in the meeting. Secretary (Pension) directed to reconcile the data discrepancy.

5. The next Review Meeting on Bhavishya under the Chairpersonship of Secretary (P&PW) with the Nodal officers of all Ministries/Department will be will called shortly.

6. The meeting ended with a vote of thanks to the Chair.

MINUTES OF THE ADVISORY COMMITTEE MEETING FOR WEB-BASED PENSIONERS’ PORTAL HELD ON 29th AUGUST, 2014 UNDER THE CHAIRMANSHIP OF SECRETARY (PENSION, AR&PG)

2. A meeting of the Advisory Committee for Web-Based Pensioners’ Portal under NeGP was held on 29th August, 2014 under the chairmanship of Secretary (P, AR&PG) in Lok Nayak Bhawan, New Delhi with a view to seek suggestions etc. for further improvements of the Pensioner Portal.

3. Secretary (P, AR&PG) welcomed the participants and requested J S (Pension) to give a brief background of constitution and role of the Advisory Committee. JS (Pension) while giving the background mentioned that the Pensioner Portal has been progressing well based on the inputs provided from time to time by user Departments forming part of the Advisory Committee. The participants were also informed that since the last meeting of the Advisory Committee was held in June, 2013, the Department of Pension & Pensioners Welfare (DoP&PW) have added to the Portal two new components namely Bhavishya (an On-line Pension Sanction and Tracking System) & Sankalp (an initiative to channelize the skill and expertise of pensioners in to meaningful social activities post retirement). While giving a brief description of background and concept of these two new applications, a brief glimpse of these two web based applications was also shown online to the participants. Both initiatives were well appreciated by the member of Advisory Committee. The participants were also informed that the website of Pensioners Portal which includes latest circulars/instructions/activities of the Department is regularly being updated.
4. At this point of time and in the context of Bhavi a software, the issue regarding timely processing of pension papers of prospective pensioners also came up. Secretary (PARPG) desired that the Departments/Offices dealing with pension papers should play a pro-active role in discussing with the pensioners any existing discrepancies/shortcomings in the service records and how best these could be rectified! overcome to avoid delay in processing the pension papers. He desired that all required actions should be completed well before the date of the retirement for timely disbursement of retirement dues.

5. The representative of Bharat Pensioner Samaj felt that software similar to Bhavishya should also be introduced for Railway Pensioners. To this, ED, Railway Board informed that Railways is already in the process of setting up separate Portal for Railway Pensioners named Arpan. He also informed that Railways, on pension matters, have been following the circulars/guidelines etc issued by DoPPW. Secretary (Pension) mentioned that circular issued by DoPPW should get percolated to all lower formations/implementing agencies as soon as possible to avoid any erroneous interpretations of Rules etc. and BHAVISHYA utilised in all Ministries/Departments for ensuring timely sanction of pension.

6. Thereafter, the agenda points were taken up. I S (Pension) explained the Action Taken Report (ATR) on the decisions taken in the last Advisory Committee meeting. The representative of Bharat Pensioner Samaj had sought some clarifications on point No. 4 of the ATR regarding FAQ format, linkage with the Website of Pensioner Portal and extending cooperation with Pensioner Association, which was explained by the representative of M/o Railways. With regard to extending cooperation to the identified Pensioner Associations by We Railway, it was decided that the DoP&PW will reiterate their earlier instructions on the same. The representatives of Bharat Pensioner Samaj and Indian Ex-Service League also stated that the computers with Scarmer & Printers which were supplied to them in 2008-2009 under Pensioner Portal Scheme are now obsolete (being old version) and it should be replaced by new one with latest compatible version. On this, it was felt that National Informatics Centre (NIC) team may visit these Associations in Delhi and give a feedback on the issue.

7. Giving a lead for discussions for further improvement of Pensioner Portal, Secretary (Pension) wanted to know from the representative of D/O Electronics & Information Technology (Deity) whether the evaluation of Pensioner Portal has reached its maturity and whether the mechanism of the Advisory Committee imbibed to play Advisory Role for improvement of Pensioner Portal still exists. The representative of Deity informed that new technologies such as Mobile Service Delivery, Cloud Computing ( Meghraj), AppStore etc. have recently emerged in the field of Information Technologies. The Deity has taken an initiative to study 5 big NeGPs for revamping those NeGPs by incorporating these technologies. DoP&PW can also think of new architecture for revamping of Pensioner Portal. This matter can be further discussed with Deity and on the basis of discussions Deity may come up with a new Project. Use of mobile applications would be desirable. J S (Pension) also pointed out to the representative of Deity for completing the lrnpact Assessment of Pensioners Portal by an independent agency for which DoP&PW has been writing to Deity for the last one year or so.

8. The DDG, NIC was of the View that since the Portal is meant for Pensioners who may not be so computer savvy and other stakeholders, the users of the Pensioner Portal should be visited to have more realistic view of improving the Pensioner Portal. The representative of D/O Ex- Serviceman Welfare mentioned that the present format of CPENGRAMS do not contain provisions for sending reminders by nodal officers to its subordinate formations. This facility should be created and there should be a provision of ‘Alert’ for ‘Directions’ subsequently issued by nodal Ministry to its subordinate formations. He also desired that there should be such facility for search of cases of Defence Personal on the basis of Army ID number which is carried by Defence Personnel throughout their service period and thereafier.

9. The representative of National Ex-Service League felt the need for simplification of use of Grievance Redressal facility for rural areas as most of the Ex-Servicemen reside in these areas. He was, however, informed that since internet facilities are speedily percolating to rural areas also through Common Service Centres (CSC), there should not be any difficulty even for pensioners from rural areas to make use of facilities under Pensioner Portal. However, the use of CSCs by pensioners in village areas could be worked out as this would lead to more optimum utilisation of resources.

Awareness Programme Under Pensioner’s Portal

The Department of Pension and Pensioners Welfare, Ministry of Personnel, Public Grievances and Pensions is implementing a web based mission mode project on pensions namely Pensioner’s Portal under the National e-Governance Plan. Under the project, the Department has Centralized Pension Grievances Redressal and Monitoring System (CPENGRAMS). The Awareness Programme will be chaired by Mr. Sanjay Kothari, Secretary of the Department.

The Department is proposing to conduct the Awareness Programme for Pensioners in and around Dehradun on June 07, 2014 at Wadia Institute of Himalayan 33, Dehradun. The mobilization of the pensioners will be done in association with Government pensioners Association, Dehradun which is the identified pensioner’s Associations under the Pensioner’s Portal.
The basic objective of the project is to facilitate redressal of Pensioners’ Grievances as also to provide information and guidance to pensioners on various pension and retirement related matters. User Ministries/Departments, Pensioners, Banks, CGA.CPAO, Post Offices etc. are the stakeholders in this venture aimed at welfare of the Pensioners.

With a view to providing know how about the operational aspects of this portal and the grievances redressal mechanism in particular, the Department of Pensions is conducting Awareness Programme at different stations in the country. So far such programmes have been conducted at Chandigarh, Bangalore, Bhubaneswar, Pune, Lucknow, Thiruvanthapuram, Kolkata and Jallandhar for Pensioners/Pensioners’ Association who are major stakeholders.

    Identification of Pensioners Associations under the Pensioners’ Portal – A Mission Mode Project under NeGP.

A Mission Mode Project Pensioners’ Portal, under NeGP entrusted to Department of P&PW aims at the welfare of Central Civil Pensioners across the country. Its specific objective is to facilitate redressal of Pensioners grievances and provide detailed information, guidance etc. on pension and other retirement related matters through various stake holders. The project envisages inter-alia association of registered Pensioners Associations of Central Government Employees and other welfare organizations in the implementation process.

Under the above project this Department has already identified 30 Pensioners Associations on the basis of the following criteria. These Associations are given one time hardware/software and Grant-in-Aid up to Rs.75,000/- per annum to participate in the implementation of the scheme to defray expenses on certain approved components such as telephone/internet connection, stationary etc.

This Department now intends to identify about 20 more Pensioners Associations in a phased manner i.e. 10 Pensioners Associations during 2013-14 and further 10 Pensioners Associations during 2014-15 from various States. Preference will however be given to Central Government Pensioners Associations from the unrepresented States, which are Himachal Pradesh, Goa, North Eastern State (except Assam) and Union Territories, looking after the welfare of Civil/Railways/Defence pensioners. The Central Government Pensioners Associations desirous of getting identified under the Pensioners Portal may send their details as indicated below alongwith copies of relevant documents with reference to above criteria alongwith a write up on their vision/ plan to work towards welfare of Central Government Pensioners to Department of Pension and Pensioners Welfare at the address given above within 30 days from date of publication of advertisement in newspapers. RESOLUTION

The Standing Committee of Voluntary Agencies (SCOVA) was last reconstituted vide this Department’s Resolution No. 42/50/20IO-P&PW(G) dated 24th June, 2011 for a period of two years. Consequent upon expiry of the tenure of the SCOVA, the Government of India has decided to reconstitute the SCOVA with the following composition : –

2. The term of SCOVA will be of 2 years. The Standing Group would serve for three terms of two years each. The Rotating Group would serve for one term of two years and would be eligible for re- nomination for one more term.

3.  The SCOVA will hold its meeting as often as may be necessary. However, it will meet at least once in a year.

4. The SCOVA will function to promote the following objectives :-

(i) To provide a feed back on implementation of policies/programme of the Department of Pension and Pensioners’ Welfare.
(ii) To discuss and critically examine the policy initiatives; and
(iii) To mobilize voluntary efforts to supplement the Government action.

5. Traveling Allowance and Daily Allowance to Non official members for attending the meeting of the SCOVA shall be regulated in accordance with the provisions of SR 190 and orders of Government of India there under as issued from time to time.

6. The expenditure involved will be met from within the sanctioned budget grant of Department of Pension & Pensioners’ Welfare.

OFFICE MEMORANDUM

Sub: Enhancement of amount of Ex-gratia payable to pre-1986 CPF retirees and dependent family members of the deceased pre-1986 CPF employees — regarding.

The undersigned is directed to refer to this Department’s OM No.45/52/97- P&PW(E), dated 16th December, 1997 sanctioning monthly payment of an amount of Rs.600/- as ex-gratia, to CPF beneficiaries who had retired from service prior to 1.1.1986. This amount was payable w.e.f. 01.11.1997. Similarly, monthly ex-gratia being paid to the widows and dependent children of the deceased CPF beneficiaries who had retired from service prior to 1.1.1986 and the widows and dependent children of the CPF beneficiaries who died while in service prior to 1.1.1986 had been revised from Rs.150/- to Rs.605.

2. Reference is also invited to this Department’s O.M. No.42/2/2004-P&PW (G), dated 15th March, 2004. In terms of this O.M., dearness relief equal to 50% of the above amounts of ex-gratia had been converted into dearness ex-gratia w.e.f. 1st April, 2004. Consequently, dearness relief, as announced from time to time is being paid, on the sum of the amounts of ex-gratia and dearness ex-gratia.

3. This Department has since been receiving representations from the CPF retirees who are in receipt of ex-gratia in terms of the above instructions, to enhance the amount of ex-gratia. The matter has now been considered and the President is pleased to enhance the existing amount of ex-gratia of Rs. 600/- p.m. being paid to the surviving CPF retirees and the amount of ex-gratia of Rs. 605/- p.m. being paid to dependent members of the families, i.e., widows and dependent children of deceased beneficiaries at the following rates w.e.f. 4th June, 2013:

4. Dearness ex-gratia equal to 50% of the enhanced amount of ex-gratia and Dearness Relief, as notified from time to time, on the sums of enhanced amounts of ex­gratia and dearness ex-gratia shall also be admissible to them.
5. The terms and conditions for grant of ex-gratia and dearness relief will continue to be governed by this Department’s O.M. No.4/1/87-P1C, dated 13’h June, 1988 and O.M. No.45/52/97-P&PW (E), dated 16th December, 1997 and subsequent Office Memorandums issued in this regard.

6. As laid down in the Ministry of Finance O.M. dated 28.11.1969, the ex-gratia payment is not admissible to (a) those who were dismissed/removed from service and (b) those who resigned from service.

7. It shall be the responsibility of the Head of the Department of the Ministry, Department, Office, etc. from which the CPF beneficiary had retired or where he was working prior to his demise to revise the ex-gratia with effect from 4′ June, 2013 and to issue revised Ex-gratia Payment Order (EPOs). Action to revise ex-gratia in terms of these provisions shall be initiated by the concerned Heads of Departments. In the case of the Defence Civilian Employees, however, the procedure prescribed in this regard by the Ministry of Defence shall be followed. It is emphasised that the Sanctioning Authority, in no case, will ask the beneficiary to surrender his/her original Ex-gratia Payment Order (EPO) for issuing revised authority.

8. The CPF beneficiaries may send applications to the Head of Office and/or Disbursing Authority concerned for revision of ex-gratia amount indicating the EPO details and the office from which he/she retired/last served. The Disbursing Authority shall intimate the details of the beneficiaries to the Central Pension Accounting Office and the Pay & Accounts Offices concerned in the proforma enclosed as Annex-ure to this O.M.

9. The periodical certificates such as life certificate, non- employment certificate etc. prescribed for drawal of pension will also be required to be submitted by the recipient of the ex-gratia payment to the appropriate disbursing authorities for drawal of ex-gratia.

10. These orders apply to all civilian Central Government employees covered under Contributory Provident Fund scheme retired/died before 1986, including civilians paid from Defence Service Estimates hut will not apply to Railway Employees. Separate orders will be issued by the Ministry of Railways (Railway Board) for revision of ex-gratia payable to the dependent members of families of eligible employees covered under the State Railways Provident Fund (Contributory).

11. In their application to the persons belonging to Indian Audit and Accounts Department these orders issue in consultation with the Comptroller and Auditor
