Sub: Relief to flood affected people of Kerala – Donation of One day’s salary – regarding

Madam/Sir,

I am directed to refer the MHRD letter F No. 1-3/2018-Cash dated 24.8.2018 (enclosed) vide which it has been decided to appeal to all officers and staff of Ministry of HRD as well as of the organizations under its control that they may contribute one day’s salary as relief to the flood affected people of Kerala, to be paid to the Chief Minister’s Relief fund.

It is requested that necessary instructions may be issued to all the units for circulation of this appeal amongst all the employees of KVs/ROs/ZIETs. Further the option form may also be obtained in the given below format.

” I, (Name & Designation of the employee) give my consent to contribute one day’s salary to Kerala Chief Minister’s Distress Relief Fund.

The Option Form duly signed by the individual employee be kept on records by the respective payee units viz, Vidyalayas/ROs/ZIETs.

After obtaining the consent from the employees, one day’s salary will be deducted by all the units from the Pay bill of Sept’ 2018 and shown under the column “Contribution to Kerla Relief fund” to be inserted by UBI, Saket Branch temporarily for this purpose. The Pay Bill of Sept’ 2018, uploaded by now, may be rejected by all the respective units and uploaded again after making the aforesaid deduction.

It is further intimated that no payment of donation will be remitted by KVs/ROs/ZIETs directly to “Donation to Chief Minister’s Distress Relief Fund. However, the pooled amount shall be remitted by KVS (HQ) to the said relief fund. The Project Kendriya Vidyalayas have to remit the consolidated amount to their respective Regional Offices which will in turn, remit the same to KVS Hqrs through NEFT/RTGS in the “KVS Main Fund Account no. 1098101032877 in Canara Bank, 1FSC CNRB0001098. Govt. Financed KVs/ZIETs/ROs are not required to remit the funds to Regional Offices/KVS(HQ) as the amount of deduction will be taken from the pay bill itself by KVS(HQ) for remitting the same to the aforesaid fund.

Compliance may be ensured and required information may be sent to KVS (HQ) through mail (kvsbudget@gmail.com) only in the following format.

Name of the Region/ZIET Number of all employees who contributed. Total amount deducted and remitted to

KVS (HQ) in respect of Project KVs.

Total amount deducted in respect of Govt. financed KVs/ROs/ZIETs.

This issues with the approval of the Competent Authority.

Subject: Amendment in essential qualification for Recruitment of Primary Teachers in KVS

In reference to NCTE notification dated 28.06.2018 regarding minimum qualification of Primary teacher, the following amendment has been made in the essential qualification for the post of Primary Teacher:

Essential:

1. Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known)

OR

Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed.)

OR

Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)

OR

Graduation with atleast 50% marks and Bachelor of Education (B.Ed.)

*who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in class I-V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE within two years of such appointment as Primary Teacher.

2. Qualified in the Central Teacher Eligibility Test conducted by the Govt. of India.

3. Proficiency to teach through Hindi & English media.

Desirable:
Knowledge of working on Computer.

Sir/Madam,
I am to refer to MHRD’s letter F.No. 3-45/2017-UT.2 dated 13th June, 2018 and to convey the approval of the Govt. of India for revision of pension and pensionary benefits to the staff of Kendriya Vidyalaya Sangathan as per the 7th CPC in terms of D/o P&PW OM No. 38/37/2016-P&PW (A) dated 4.8.2016, OM No. 38/37/2016-P&PW (A) dated 12.05.2017 and OM No. 38/37/2016-P&PW (A) dated 6.7.2017. These benefits will be applicable to employees of KVS who retired post 1.1.2016 as well as for revision of pension / family pension of those paensioners / family persioners who have retired prior to 1.1.2016.

Sub: Notification of KVS Transfer Guidelines 2018 for non-teaching staff upto Assistant Section Officer and teaching staff upto PGTs – regarding.

 

Madam/ Sir,

With reference to the subject cited above, this is to inform that Transfer Guidelines of KVS 2018 for non-teaching staff upto Assistant Section Officer and teaching staff upto PGTs duly approved by the Board of Governors (BOG) of KVS in its 109th meeting held on 06.03.2018 are enclosed herewith for the reference of all stakeholders.

 

You are, therefore, directed to circulate these Transfer Guidelines in all Kendriya Vidyalayas of your region/ZIET/R0 etc. The Principals should be directed to take printout of sufficient copies of Transfer Guidelines and to keep them in the library and staff rooms of the Vidyalayas for perusal of staff members. The controlling officers should make all efforts to make these guidelines known to each and every employee of the Vidyalaya.

 

Schedule of Annual Transfer 2018 will be notified in due course of time, before that it is desired that KVS employees who are eligible for applying for request transfer in 2018 and willing to do so, they must keep their documents/certificates ready in support of their claims as Single Parent/Medical Ground Case/Disability Certificate/PH Certificate etc. To avoid any controversy/inconvenience at last moment, every employee should act well within the time to arrange all these documents/certificates.

Grading/Points of APARs of employees of preceding 02 years should be made available to the Principal by the Regional Office in advance.

 

Hindi version of the Transfer Guidelines is being sent separately.

 

This must be given Top Priority.

Consequent upon KVS’s proposal on the subject vide letter dated 29.09.2017, the Deputy Secretary (UT), Ministry of Human Resource Development vide his letter No.F.3-5/2011-UT-2 dated 02.02.2018 to be reqd with MHRD’s letter of even number dated 19.03.2018 has conveyed the decision of Ministry of Health and Family Welfare, Government of India, New Delhi regarding extension of CGHS facilities to all retired employees of Kendriya Vidyalaya Sangathan (KVS) residing in Delhi/ NCR.

2. Accordingly, medical facility under the CGHS is to all retired employees of Kendriya Vidyalaya Sangathan residing in Delhi/ NCR.

The terms and conditions mentioned in the Office Memorandum or even number dated 21.08.2015 will remain the same.

Sub: Fixation of pay under CCS (RP) rules 2016: clarification regarding.
Madam/Sir,
Please refer the proviso contained in Rule 5 of CCS (RP) Rules, 2016 vide which a Government servant may elect to continue to draw pay in the existing pay structure until the date on which he earns his next or any subsequent increment in the existing pay structure or until he vacates his post or ceases to draw pay in the existing pay structure subject to other provisions of this rule.

2) In this context, the matter regarding fixation of pay under 7th CPC in respect of those employees promoted between 1st day of January, 2016 and the date of notification of CCS (RP) Rules, 2016 that is 25th July, 2016 and opted to switch over in revised pay structure from the date of next increment after availing the benefit of promotion in pre revised pay structure has been examined by Ministry of Finance, Department of Expenditure. It has since been clarified by the Ministry of Finance Deptt of Expenditure (E.III-A Branch) that the option to switch over to the revised pay structure either on 01.01.2016 or from a later date than 01.01.2016 i.e., on the date of promotion or the date of next increment, is applicable under.-Rule-5 – in case of post held on 01.01.2016. In other words, if the date of next increment on 01.07.2016 for a post held on 01.01.2016 falls after the date of promotion, then the date of next increment for the post held on 01.01.2016 has no relevance for option, as this post is no longer held on the date of next increment. In view of the above, option cannot be exercised from 01.07.2016 to switch over to the revised pay structure in such cases consequent upon the implementation of 7th CPC. Copies of letters issued by the office of CGDA, UIan Batar Road, Plam, Delhi Cantt.-110010 including the one referred to supra are enclosed for ready reference.

It is, therefore, requested that pay fixation cases in terms of 7th CPC may be regulated-accordingly.

In continuation to KVS circular of even number dated 03.08.2017 I am directed to refer to MHRD’s letter No. F. 3-14/2017-UT.2 dated 31.10.2017 and to convey the approval of the Govt. of India for implementation of revised allowances based on the recommendations of the 7th CPC in KVS. The MHRD has agreed for additional funds to the extent of implementation of revised allowances in terms of Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 26.07.2017.

It is further clarified that Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 13.01.2017 is applicable only in case of pay scales and not in case of pension as such additional funds for the purpose of pension may not be allowed while implementing the revised pay scale and allowances in KVS.

It is intimated that while preparing the Pay Bill, the amount of Basic Pay may be mentioned under the column “Pay in Pay Band” and the column of Grade Pay may be left blank till further orders.

Subject: Kendriya Vidyalaya Sangathan (Allotment of Residence), Rules 1998 – matter pertaining to unauthorized overstayal in KVS Staff Quarters.

Sir/Madam,

KVS has encountering with the problem of unauthorized overstayal by some of its employees who do not vacate the staff quarters occupied by them at the time of retirement/ superannuation. In some cases KVS also faced the difficulty in implementing recovery from the retired employees. In the matter of employees superannuated with CPF scheme the situation would be more complex.

Now, with a view to have better administrative control over the smooth allotment / vacation of staff quarters by the employees of KVS, the competent authority KVS has decided to introduce an administrative arrangement with immediate effect as under:

a) The authority concerned at various establishments of KVS, will inform the competent authority in Finance Division, at least 03 months in advance, about retention of staff quarter by any employee working under his/her control and superannuating/ retiring from KVS.

b) The authority competent to approve pension, will order to retain an amount equal to 10% of the gratuity subject to the maximum of Rs. 50,000/- (Fifty thousand) from the employee concerned. The amount will be withheld in the form of Security/Caution Deposit. The amount so deducted will be refunded to the retiree within 30 days from date of vacating the quarter after recovery .of all dues of KVS. In case the employee vacates the quarter within the permissible period, in that situation, the employee will be refunded the amount due to him by adding the interest gained by KVS from his/ her gratuity amount.

c) This may be circulated among all Kendriya Vidyalayas, with proper acknowledgement, functioning rider your administrative jurisdiction.

Admissions in Kendriya Vidyalayas (KVs) are decided on the basis of Kendriya Vidyalaya Sangathan (KVS) Admission Guidelines giving priority to wards of transferable Central Government employees. It does not have any income slab as criterion for deciding admissions. However, as per provisions of Right of Children to Free and Compulsory Education (RTE) Act, 2009 KVS already provides for reservation of 25% seats in class-I at entry stage to the children belonging to SC / ST / OBC non creamy layer / EWS / BPL and differently abled children taken together.

Keeping in view the needs of low income groups of the society, the Hon’ble Members of Parliament have been requested to recommend only those children whose parents have an annual income below Rs. 5 lakhs, for consideration for admission in the KVs under their special dispensation quota.

The above information given by the Minister of HRD Shri Upendra Kushwaha in Parliament on 10.04.2017.

Kendriya Vidyalaya Sangathan (KVS) vide office-order of even number dated 04.03.2014, conveyed approval of Government of India, for establishing 54 new Kendriya Vidyalayas under Civil Sector with the stipulation that the sponsoring authority concerned is required to transfer the identified and demarcated land and also to give possession of the same to KVS prior to opening of the new Kendriya Vidyalaya. Kendriya Vidyalaya. Khanpur, Distt. Roopnagar, Punjab is one of these 54 new Kendriya Vidyalayas sanctioned.

Since the land in the matter of Kendriya Vidyalaya, Khanpur, Distt. Roopnagar, Punjab has been transferred in favour of Kendriya Vidyalaya concerned, the sanction of the Commissioner, KVS is hereby conveyed to start this new Kendriya Vidyalaya under Civil Sector with effect from 01.04.2017 in academic session 2017-18 at the following location:

With reference to the captioned subject, I am to inform you that the Department of School Education & Literacy, UT-2 Section vide their letter no.F.3- 44/2016-UT-2 dated 18th October 2016 (copy enclosed) has clarified that in respect of Principals
of KVS who retired before 01.01.2006, their pension and family pension would have to be fixed with respect to the amount in column 9 & 10 of Annexure to Department of Pension & Pensioners’ Welfare dated 28.01.2013 corresponding to the scale of pay applicable prior to 01.01.2006 i.e. Rs.12600/- and Rs.7560/- respectively. Same criteria would hold good in respect of other category of employees also.
2. Accordingly, necessary action may be taken for the revision of pension of pre-2006 pensioners. In case the revisions of of pension cases of the pre-2006 pensioners are already completed, the cases may be reexamined with reference to the above
clarification.
3. The status report of the revision of the pension of pre-2006 pensioners may be submitted to this office by 30.11.2016.
4. Receipt of this letter may be acknowledged.

PUBLIC NOTICE

It has come to the notice of Kendriya Vidyalaya Sangathan that a public notice dated 29.3.2016 bearing file No. 11054/29/2016 – KVSHQ (RPS) has appeared in some social media regarding conduct of written examination on for the post of PRT & PRT (Music) for the year 2014-15 and 2015-16 on 18.4.2016. Some candidates/citizens are enquiring about this notice from KVS (HQ) over phone and email.

In this regard it is clarified that KVS vide its public notice dated 04.10.2015 bearing file No. 11054/3/2015-KVSHQ (RPS) had informed all concerned that the new date of examination for both these posts will be posted on KVS website www.kvsangathan.ni.in. All candidates were accordingly advised to keep a watch on KVS website in future in this regard.

In the light of above, KVS disowns the aforesaid public notice dated 29.3.2016 appearing in some social media as no fresh dates have been decided for conduct of cancelled examination for the posts of PRT and PRT(Music) for the year 2014-15 and 2015-16. The public notice dated 29.3.2016 appearing on behalf of KVS in some social medica is fake and misleading.

The candidates/interested persons are, therefore, one again advised to rely upon only the information available in KVS website i.e. www.kvsangathan.nic.in

Further, KVS is not responsible for such type of false/ misleading information being circulated in social media and / or other websites.

In pursuance of the Ministry of Personnal Public Grievances & Pensions D.O. letter No.K-11022/67/2012-AR dated 17.07.2014, read with Govt. of Punjab Memo No.3/7/2010-Trg.(3)/1007 dated 10.03.2010, the competent authority, KVS has decided to implement the following in KVS with immediate:-

1 . Self -attested photocopy of Date of Birth Certificate by the parents/legal guardian of the child should be accepted, at the time of grant of admission instead of attestation by a Gazetted Officer/any other Authority.

2. All self-attested photocopy of testimonials from the candidates appointed in KVS be accepted instead of attestation by a Gazetted officer/any other Authority.

3. However, the self attested photocopies of Date of Birth certificate & other testimonials must be verified from the original documents for authenticity and a certificate to this effect must be recorded by Principal/Head of Office etc on the photocopy of the document before placing it on records.

This may be circulated among all Kendriya Vidyalayas functioning under your administrative jurisdiction with the instructions that the same may be brought to the notice of all staff members under proper acknowledgement. These instructions be followed by all Regional Offices/ZIETs Joint & KVs Commissioner meticulously.

Sub: Suggestions/comments on the present KVS transfer guidelines – reg.

Sir,
The present KVS transfer guidelines for teachers upto PGT and Non-teaching staff Upto Assistant are effective from 01.04.2011 as amended from time to time. It has been decided to seek suggestions/comments on the guidelines from all stakeholders to make the guidelines more transparent and employee welfare oriented. All DCs are therefore directed to send the comments/suggestions to KVS(hqrs.) as per following Schedule:-
I. A copy of this Circular be circulated to all the teaching and non-teaching staff of all KVS/ROS on 28/10/2015. The principals are directed to discuss the issue and receive the suggestions/comments in writing from the desirous staff in the staff meeting to be held on 31.10.2015 (last working day) . The suggestions/comments may be compiled at KV level and mailed to the DC, KVS concerned on or before 2.11.2015.
II. The DCs also may give their suggestions/comments on this issue and also take from their staff members.
III. The Dy. Commissioners shall compile the suggestions/comments they receive from the KVs of their region/Ro and send the same to KVS(hqrs.) on or before 6.11.2015 by e-mail – kvs.newtgs@gmail.com for further necessary action.
IV. All the three service associations i.e. AIKVTA, KVPSS and KEVINSTA have also been requested to send their comments/suggestions on the issue vide KVS(hqrs) letter no. F.11029-16/2015-KVS(Admn-I)/3762 dated 30.9.2015.
This issues with the approval of the competent authority.

Subject: Extension of CGHS facilities to the retired employees of Kendriya Vidyalaya Sangathan – regarding.

Consequent upon KVS proposal of even No dated 01.05.2015 routed through Ministry of HRD, the Director, Ministry of Health and Family Welfare CGHS (P) Section, Government of India,Nirman Bhawan, New Delhi vide office memorandum No.S 11016/8/2015-CGHS (P) dated 29.05.2015 has conveyed the decision of the Ministry regarding extension of CGHS facilities to the retired employees of Kendriya Vidyalaya Sangathan (KVS) with the following guidelines:-

 

a. CGHS facilities shall be extended to the retired employees of KVS only in Delhi/NCR. They will be entitled to OPD facilities and medicines from CGHS dispensaries in Delhi/NCR only on the same lines as is being done in case of serving employees of KVS.

 

b. They may avail treatment from CGHS empanelled hospitals at CGHS approved rates. The medical expenses for IPD/hospitalization treatment will be borne by KVS and they will not be eligible for cashless medical facilities.

 

c. The pensioner’s card will be issued to those pensioners who have been recommended by KVS and on payment of service charges on cost to cost basis in advance on yearly basis at the rates determined by Department of Health and Family Welfare in consultation with O/o the Chief Advisor (Cost), Department of Expenditure, Ministry of Finance.

 

d. The CGHS membership card will have to be renewed annually by KVS in advance for both serving as well as retired employees (wherever applicable). Failure to renew the CGHS membership within the specified time period will lead to de-activation of the CGHS card.

 

e. There is no provision for issue of life-time CGHS cards to the pensioner beneficiaries of KVS.

 

The CGHS facilities have been extended to the retired employees of KVS as per the terms and conditions laid down in the aforesaid Memorandum with the following conditions:-

 

*. The retired employees of KVS residing in Delhi/NCR and whose serving counter parts are covered by CGHS medical facilities in Delhi/NCR can opt for this scheme. The details of such posts covered by CGHS medical facilities are given in Annexure – I.

 

*. The rate of contributions in such cases will be determined by the Department of Health & Family Welfare from time to time with reference to the grade pay drawn by the KVS employee at the time of retirement/death. The present rates of contribution are as under:-

The willing retired employee(s)/family members (if otherwise eligible) may submit their application in prescribed proforma (Available on CGHS website msotransparent.nic.in with link Circulars) along with Demand Draft of his/her own subscription, self attested copy of relevant documents to the respective authority from where the terminal benefits were settled (Pension Sanctioning Authority of KVS HQ/Deputy Commissioner, Regional office as the case may be applicable).

*. The Deputy Commissioner of the Region concerned, after detailed cross verification and examining the case will forward such duly completed application(s) to the joint commissioner (pers.) KVS, Headquarters along with prescribed contribution in the form of Demand Draft/Cheque equivalent to one year CGHS subscription in favour of “Kendriya Vidyalaya Sangathan (HQ)”.

*. In respect of officers/employees of KVS, HQ, such request applications will be processed by the Deputy Commissioner (Finance) who looks after the pension section and who will forward the same with all necessary documents to the joint commissioner (Pers.), KVS.

*. The payment of Fixed Medical Allowance will be discontinued by the concerned pension sanctioning authority in KVS/Regional Office from the date of receipt of CGHS card in K.V.S. on case to case basis, after due verification.

*. The reimbursement of medical claims of beneficiaries, if any, will be done by respective Regional Office as per rules. It will take effect from the date of issue.

This issues with the approval of Commissioner, KVS.
