Simplification of Pension Procedure – Submission of Life Certificate

Subject: Simplification of Pension Procedure – Submission of Life Certificate

Attention is invited to CPAO’s 0M No. CPAo/Tech/Simplification/2012-13/325 dated-18.02.2013 on the above subject whereby it was decided to submit the life certificate to any branch of the authorized bank through which pension of pensioners/family pensioners is being disbursed. Format of acknowledgement to be given by the Life Certificates receiving branch to the pensioner/family pensioner was circulated vide this office OM No.CPAO/lT&Tech/Scheme Booklet/2015-16/1666 dated-16.10.2015 which was reiterated vide OM No.CPA0/lT&Tech/Jeevan Pramaan/2015-16/ 1680 dated-09.11.2 015.

But, it is observed that bank branches are still not providing the acknowledgement of Life Certificate to the pensioners/family pensioners. Moreover, it has been observed that they do not forward the same to their CPPCs, resulting in stoppage of pension/ family pension which causes undue financial hardship to the pensioners/ family pensioners.

In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to issue necessary instructions to all their branches to provide the acknowledgement of Life Certificate to the pensioner/family pensioner without fail and forward the same to the concerned CPPCs for necessary action.

Year End review: Ministry of Personnel, Public Grievances and Pensions

Following are the highlights of the activities of Ministry of Personnel, Public Grievances and Pensions during the year 2017:

Prime Minister presents awards to civil servants on Civil Services Day; a record number of 2,345 entries were received to compete for the prestigious “Prime Minister’s Award for Excellence in Public Administration 2017″. The Prime Minister, Shri Narendra Modi, presented awards for Excellence in Implementation of Priority Programmes and addressed Civil Servants on the occasion of the eleventh Civil Services Day on April 21, 2017. The Prime Minister presented a total of 12 awards, which included 10 under the five Priority Programmes (Pradhan Mantri Krishi Sinchayee Yojana, Pradhan Mantri Fasal Bima Yojana, e-National Agriculture Market (e-NAM), Deendayal Upadhyaya Gram Jyoti Yojana, Start-Up India & Stand-Up India) and 2 under Innovation in Public Governance category.

A record number of 2,345 entries were received to compete for the prestigious “Prime Minister’s Award for Excellence in Public Administration 2017″. Of the 2,345 entries received for the awards, 1,515 have been received from 599 districts under the priority programmes category and 830 from various organizations and government agencies under innovation category.

PM addresses IAS Officers of the 2015 batch. The Prime Minister, Shri Narendra Modi, addressed IAS Officers of the 2015 batch at the Inaugural Session of Assistant Secretaries on July 3, 2017. The Prime Minister advised young IAS officers to avoid getting into a mindset that resists change, and fill India’s administrative system with the energy of ‘New India.’ As part of their Valedictory Session as Assistant Secretaries, IAS officers of the 2015 batch on September 26, 2017 made presentations before the Prime Minister.

First ‘Pension Adalat’ by DoP&PW held on September 20, 2017. MoS (PP) Dr Jitendra Singh inaugurated the first ‘Pension Adalat’ on September 20, 2017 at the Pre-Retirement Counselling Workshop organised by the Department of Pensions & Pensioners’ Welfare (DoP&PW). During the Pension Adalat, out of the 29 selected cases, 19 cases were resolved in the Adalat itself. 18 out of these 19 cases were resolved by accepting the claims of the Pensioners. As on November 30, 2017, out of 29 grievances raised in Adalat, 26 have been resolved.

The ‘Anubhav’ awards 2017 were presented to 16 pensioners for their contribution towards creating institutional memory for the departments. Till date, 4,406 write-ups have been published on Anubhav.

DARPG starts ‘DARPGSEVA’ to address issues related to public grievances and administrative reforms. The DARPG started its Twitter Seva on February 1, 2017. The Twitter Handle is ‘DARPGSEVA’. The Twitter Seva aims to address issues relating to the DARPG like Public Grievances and Administrative Reforms etc. The Twitter Seva enables the DARPG to reach out to the common public and various stakeholders for facilitating redress of grievances and other issues of importance relating to the department.

Prompt disposal of grievances by Government; DARPG writes to States Governments to link their Grievance Cells to Government’s CPGRAMS. The number of grievances lodged by the people have increased 7 fold since 2014, from about 2 lakh grievances to about 14 lakh this year. This is due to the prompt response given by the Department to their grievances. Now about 99% grievances are being disposed by the DARPG. The average response time to the grievances has been reduced, e.g. in Department of Revenue, it has reduced from 108 days in 2014 to 25 days this year and similarly in Department of Telecom, it has reduced from 19 days in 2014 to 12 days this year. The DARPG is also writing letters to the Chief Secretaries of the states to link their Grievance Cells to the CPGRAMS Portal of the Union Government. It will bring uniformity and ease of disposal. It will also provide a comprehensive view of the grievances.

DARPG Grievance Study Analysis of 20 Ministries released. The DARPG’s Grievance Study Analysis of 20 Ministries was released on August 25, 2017. The “Grievance Analysis & Systemic Reforms” Study was conducted for 20 ministries in the year 2015. As a result, 65 reforms have been introduced which has a positive impact on governance. Study has been undertaken for 20 more ministries in 2017 and 180 reforms have been suggested.  Steps have been taken to identify focus issues and arrive at the root cause of grievance so as to enable systemic reforms to be put in place to alleviate the root cause. A Project Management Unit has been set up for monitoring these reforms in consultation with concerned Ministries/Departments. A dedicated team has been engaged who conduct intensive deliberations with the concerned Ministries/Departments for identifying the reforms that have been implemented and draw up the monitoring metrics indicating impact of these reforms.

Centralised Pension Grievance Registration and Monitoring System (CPENGRAMS). Concerted efforts are being made to bring down the pendency of old grievances while maintaining the quality in disposal for which regular review meetings were held with the Nodal Officers of various Ministries/Departments. As a result, 22,027 grievances were disposed off during the period 01.04.2017 to 24.11.17. The time limit to redress grievances is 60 days. During the same period, 84.2% grievances were disposed of within 60 days.

New training programme ‘COMMIT’ launched for State Government officials. MoS, Dr. Jitendra Singh launched a new training programme, ‘Comprehensive Online Modified Modules on Induction Training’ (COMMIT) for State Government officials on June 29, 2017. The objective of this training programme is to improve the public service delivery mechanism and provide citizen centric administration through capacity building of officials who interact with the citizens on day-to-day basis.

7th edition of the Vigilance Manual released; online version also released for the first time. The 7th edition of the Vigilance Manual of CVC was released on September 7, 2017. The present edition of the Vigilance Manual is a public document accessible through CVC’s website www.cvc.nic.in. The online version has been released along with the printed version for the first time. The 2017 edition of the Vigilance Manual incorporates 567 Paras divided into 11 Chapters with appropriate citations.

CVC to develop Integrity Index of 25 Organizations. In line with the broader strategy and emphasis on preventive vigilance, the Central Vigilance Commission (CVC) announced in October that it believes that the next level of systemic change can be through the tool of Integrity Index. The CVC has therefore decided to go in for development of the Integrity Index-based on bench-marking of internal processes and controls within an organisation as well as management of relationships and expectations of outside stakeholders.

Online Software for Departmental Proceedings launched. The online software for Departmental Proceedings was launched on June 22, 2017. The online system will enable monitoring of the departmental cases more effectively to complete inquiries within stipulated timeframes and fix accountability at different stages. The online portal will initially be adopted in respect of IAS officers posted in the Central Government and will subsequently be extended to AIS officers in the Central Government as well as Central Group ‘A’ employees. The State Governments will also be involved in the subsequent phases for consideration of extension to AIS officers serving in the States.

Government lays down specific ‘timeline’ for completing enquiry against officers and members of All India Services (AIS). The AIS (D&A) Rules, 1969 have been amended to provide specific timelines at different stages of the enquiry, with a view to complete the disciplinary proceedings against the members of AIS in a time-bound manner.

MoU between LBSNAA, Mussoorie and Namibia Institute of Public Administration and Management (NIPAM. In March, 2017 the Union Cabinet gave its approval for signing of a Memorandum of Understanding (MoU) between Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie and Namibia Institute of Public Administration and Management (NIPAM), Namibia in the field of capacity building of public officials of Namibia and other training activities for the benefit of both the institutes.

Administrative Staff College of India (ASCI), Hyderabad and Central University of Jammu sign MoU. Signed in New Delhi on February 10, 2017, the MoU facilitates joint activities and synergy in areas such as capacity building, evaluation studies, executive education and related areas. It included activities such as design, development and delivery of teaching and training programmes; reciprocal recognition of each other’s degrees, diplomas, certificates etc.

2,149 Public Authorities aligned with the RTI Online Portal. 2,149 Public Authorities have aligned with the RTI Online Portal. This portal is in line with the Prime Minister Shri Narendra Modi’s vision of Digital India. The emphasis of the Government has always been on transparency and good governance. The government is persuading the States to implement the RTI Online portal. The RTI online portal will also curb delays in responding to the RTIs.

Mobile App for pensioners. Moving from e-governance to m-governance, various facilities for pensioners have been brought under Mobile App.  MoS-PP, Dr Jitendra Singh launched the Mobile App on September 20, 2017 that has been created to avail the services of Pensioners’ Portal. With the App, a superannuating central civil government official will be able to monitor the progress of his pension settlement, and retired officials will be able to self-assess their pension through the pension calculator and are also able to register their grievances, if any, and get updates on orders issued by the Department.

Scrapping of Interview by States and UTs. 18 States and 7 Union Territories have discontinued the practice of interview in recruitment for lower level posts. The objective of discontinuation of interview in selection process at lower level posts is to curb corruption, more objective selection in transparent manner and substantially easing the problems of poor aspirants.

Online Vigilance System of Board and below Board Level Executives of CPSEs and e-Service Book of the DoPT employees launched. The Online Vigilance System of Board and below Board Level Executives of Central Public Sector Enterprises (CPSEs) was launched on March 30, 2017. The e-Service Book of the DoPT employees was also launched on the occasion. The Online Vigilance System is a technology based mechanism introduced to obtain vigilance status of 120-130 Board Level executive appointments made annually of CPSEs timely, accurately and objectively so that process of their appointment is expedited. The system would enable efficient vigilance clearance of officers on real time basis who apply for these senior level posts. The e-service book has been implemented by DoPT for its 661 employees and is taking concrete steps to roll out e-service book in respect of all Central Govt. employees in a time bound manner with the support of NIC and involvement of Cadre Controlling Authorities. In this regard a workshop of all Cadre Controlling Authorities (CCAs) was organised in April, 2017 to discuss the roll out plan in all Ministries and Departments.

Liberalisation and simplification of GPF Rules. In a major relief for government employees, Department of Pensions & Pensioners’ Welfare in March, 2017 announced several relaxations in General Provident Fund Rules, with liberalization and simplification, particularly relating to advances and withdrawals by the subscriber/employee. As per the liberalised rules, limits for withdrawals have been raised and procedures simplified especially for activities of house building and education of children, where the costs have gone up manifold over the last two decades. In furtherance of the Government’s commitment towards self-certification, subscribers will be allowed to withdraw funds based on a simple declaration. No further documentary evidence will be required.

20th National Conference on e-Governance organised in Vishakhapatnam on January 9-10, 2017. Organised by the Department of Administrative Reforms and Public Grievances (DARPG), in association with the Ministry of Electronics & Information Technology, and Government of Andhra Pradesh, the Conference was addressed by Chief Minister of Andhra Pradesh, Shri Nara Chandrababu Naidu. National Awards for e-Governance 2016-17 were presented on the occasion.

Regional Conferences on “Good Governance and Replication of Best Practices” A two-day Regional Conference on “Good Governance and Replication of Best Practices” involving 12 States and 4 UTs of Northern, Western and Central Region of India held on July 7-8, 2017 in Nainital. Another Regional Conference on the subject was held in Goa on September 14-15, 2017. Delegates from 25 States/UTs (of Southern, Central, Eastern, North Eastern Regions and 5 other States/UTs) participated in the conference. On December 22-23, 2017 the Regional Conference on Good Governance was held in Guwahati, where delegates from 36 States and UTs participated.

The DARPG has so far organized 27 such regional conferences to share experiences in the formulation and successful implementation of Good Governance practices and to facilitate speedy and efficient delivery of public services.

Vice President inaugurated the Vigilance Awareness Week, 2017. The Vice-President Shri M. Venkaiah Naidu inaugurated the Vigilance Awareness Week, 2017 on October 30, 2017, organised by the Central Vigilance Commission. The theme of the week this year was “My Vision-Corruption-free India”.

12th Annual Convention of Central Information Commission held on December 6, 2017. Vice President Shri M. Venkaiah Naidu inaugurated the 12th Annual Convention of Central Information Commission (CIC) on December 06, 2017. While delivering the inaugural address, Shri M. Venkaiah Naidu said that the information has to be given in a language which is understandable to everyone, especially the one who applies for it.  The Commission had about 26,000 cases pending as on 31.03.2017 as compared to about 35,000 pending cases as on 01.04. 2016.  More than 3,500 queries have been answered by CIC through facilitation desk. In the year 2016-17, the CIC conducted about 15,000 video conferences. Prior to the Annual Convention, two seminars were held in May and July this year, to discuss ‘Implementation of the Right to Information Act 2005′ and ‘Land Records and RTI Act’ respectively.

29th meeting of the Standing Committee of Voluntary Agencies (SCOVA) held in New Delhi on January 12, 2017. Organised by the DoP&PW, the SCOVA meeting was chaired by MoS (PP) Dr. Jitendra Singh. During the meeting, the Minister said that minimum pension has been increased to Rs. 9,000 per person and ex-gratia amount has been increased from Rs. 10-15 lakh to Rs. 25-35 lakh.

Jeevan PramaanLaunched by the Prime Minister Shri Narendra Modi in November, 2014, more than 11 lakh pensioners availed this Aadhar-based scheme for online submission of digital life certificate through banks during the month November, 2017. The scheme benefits pensioners specially the old and infirm who can submit life certificate from the comfort of their homes anywhere in the country or abroad. Till date about 93% of the pension bank accounts of Central Government pensioners drawing pension through banks have been seeded with Aadhaar Numbers.

Subject:- Indication of Aadhaar number in Pension papers of all employees-regarding.

Attention is invited to CPAO OM No. CPAO/Tech/Jeevan Pramaan/2015-16/1770 dated 07.03.2016 and D.O. letter dated 30.07.2015 from CGA to all Secretaries (Civil Ministries) followed by OM No. CPAO/Tech/Jeevan Pramaan/2016-17/07 dated-07.04.2016 regarding incorporation of Aadhaar number in the fresh PPOs.

2. In terms of Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefit and Services) Act, 2016 “The Central Government or, as the case may be, the State Government may, for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from, or the receipt therefrom forms part of, the Consolidated Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, such individual makes an application for enrollment: Provided that if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of the subsidy, benefit or service”. Further, DP&PW has intimated vide OM No. 1/20/2016 P&PW (E) dated-08.08.2016 (copy enclosed) that it has issued a revised format for the application for pension by retiring employees (Form-5) in which Aadhaar number is to be indicated, if available. DP&PW has also requested Secretaries of the Ministries/ Departments to ensure that only the latest revised Form 5 & 7 complete in all respects including Aadhaar number, where available, are forwarded along with pension papers to the PAO.

3. In view of above, all Pr. CCAs/CCAs/CAs/AGs/ Administrators of UTs are again requested to issue instructions to PAOs to invariably watch the mention of Aadhaar Number in Pension paper received from Heads of Offices. Further it is also requested to take up the matter with JS (Admin) and Heads of Department/ Heads of Offices of respective Ministries/ Departments to ensure for providing Aadhaar number in pension papers in all cases being submitted to concerned PAOs to enable them to incorporate the same in PPO booklets.

Dr Jitendra Singh directs targeted approach for Seeding of Aadhaar numbers in Pensioners’ Accounts

Special Aadhaar Seeding Camps being held from May 30-June 10, 2016

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS (IC) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has directed that priority should be given to pensioners visiting the bank branches for seeding Aadhaar number in their bank account. Dr. Jitendra Singh said Pensioners can approach their paying branches with the PPO, Aadhaar card and bank pass book for trouble-free seeding.

Special AADHAAR Seeding Camps are being held from May 30, 2016 to June 10, 2016. These camps are being organised all over the country in Pension disbursing banks and their branches. Dr. Jitendra Singh said that it is hoped that a large number of Pensioners will be able to benefit from these camps. So as to reach the pensioners and family pensioners located in the remotest corners of the country, this event will be publicised through radio jingles, hand bills, local cable TV network etc., he added

Various steps are being taken by the Government and Pension Disbursing Banks to sensitize Pensioners and Bank Branches and to link up Aadhaar number, PPO number and Bank Account Number so that all Pensioners can avail of the “Jeevan Pramaan” facility.

Dr. Jitendra Singh said, in case the Pensioners do not have an Aadhaar number they can avail of the special facilities set up for this purpose in the bank premises.

“Jeevan Pramaan” is an initiative launched by the Department of Pension & Pensioners’ Welfare, especially for the benefit of the aged and infirm Pensioners/Family Pensioners. Under the scheme Digital Life Certificates can be submitted by Pensioners from personal computers and laptops at home or by visiting a conveniently located Common Service Centre or the nearest branch of any Pension Disbursing Bank. Submission of Digital Life Certificate also ensures authenticity of Pension Payments. So far, more than 15 lakh Digital Life Certificates have been attempted.

Subject:- Incorporation of Aadhaar number in fresh Pension Payment Orders [PPOs].
Attention is invited to CPAO OM No. CPAO/Tech/leevan Pramaan/ 2015-16/ 1770 dated 07.03.2016 (Annex-l) and DO letter dated 30.07.2015 from CGA to all Secretaries (Civil Ministries) regarding incorporation of Aadhaar number in the fresh PPOs (Annex-II). In this context, it is observed that progress in incorporation of Aadhaar numbers in the fresh PPOs has been very low. For the period July, 2015 to March, 2016 out of 25608 total fresh PPOs received in CPAO, only in 1907 (7.45%) cases Aadhaar number was mentioned.

2. In view of Aadhaar Cards numbers crossing 100 crores marks and implementation of Aadhaar linked Biometric Attendance System in most of the central government offices, it is very unlikely that a retiring government servant will not have Aadhaar number. Further, DOPT vide its OM No. Z-20025/9/2014-Estt (AL) dated-03.11.2014 (Annex-III) had requested all Ministries/ Departments to ensure that the Service Books of all employees have an entry of Aadhaar number.

3. In view of above, all Pr. CCAs/CCAs/CAS are once again requested to take up the matter with IS (Admn) and Heads of Offices of respective Ministries / Departments to arrange for providing Aadhaar number in all pension papers to be submitted to concerned PAOs to enable them to incorporate the same in PPO booklets.

Delay in giving pension benefits

There is no such proposal to do away with the existing procedure of Submitting annual life certificate by the pensioner to renew their pension payment.

Yes Madam. Department of Pension & Pensioners Welfare has implemented an online system called ‘BHAVISHYA’ for retiring Central Government Civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. Facility also exists for tracking payment of subsequent monthly pension. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.

At present, Bhavishya is implemented in main Secretariat of 83 Ministries/Departments & 23 attached offices involving 794 DDOs. This Department has also given on-site training to all the Drawing Disbursing Officers/Head of Offices/Pay & Accounts Offices and the dealing hands of main Secretariat of all the Ministries/Department.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Satav Rajeev & others in the Lok Sabha today.

Pension is an essential source of income after retirement for senior citizens. It supports them financially during emergency and helps them look after their needs at this stage of life. One of the main requisites for the pensioners post their retirement, was to provide life certificates to the authorised pension disbursing agencies like the bank, following which their pension got credited to their account.

 

For obtaining a life certificate, a pensioner earlier needed to present himself/herself before the Pension Disbursing Agency or had the life certificate issued by authority where they served and had it delivered to the disbursing agency. This very requirement of personally being present in front of disbursing agency or getting a life certificate often became a major hurdle in the process of seamless transfer of pension amount to the pensioner. It was noted that it causes a lot of hardship and unnecessary inconvenience particularly for the aged and infirm pensioners who cannot always be in a position to present them in front of the particular authority to secure their life certificate. In addition to this a lot of government employees post their retirement choose to move to different location either to be with their family or other reasons, hence causing a huge logistical issue when it comes to accessing their justifyful pension amount.

 

Digital Life Certificate – External website that opens in a new window for Pensioners scheme of the Government of India known as Jeevan Pramaan – External website that opens in a new window seeks to ease this very problem by digitizing the whole process of securing the life certificate. It aims to streamline the process of getting this certificate and making it hassle free and much easier for the pensioners. With this initiative the pensioners requirement to physically present himself or herself in front of disbursing agency or the certification authority will become a thing of the past benefiting the pensioners in a huge way and cutting down on unnecessary logistical hurdles.

 

Jeevan Pramaan – External website that opens in a new window is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility.

Jeevan Pramaan Registration Camp for Defence Pensioners

In pursuance of Hon’ble Prime Minister’s launch of Jeevan Pramaan-Digital Life Certificate, an Aadhar based biometric verification system which will enable Defence Pensioners to give their annual life certificate without having to physically go to pension disbursing bank / agency, camps are being conducted nationwide in areas with high density of ex-servicemen for data capturing.

A Camp is scheduled to be conducted at ENC Command Regimental System Office (CRSO), near ENC Placement Cell, inside INCS Complex, Visakhapatnam from 10th to 21st August 2015.

All ex-servicemen and those drawing family pension are required to register themselves at the Camp with their Aadhar Card, PPO copy, Bank Pension Account numbers and Mobile numbers.

The Camp will function daily from 10 am to 1 pm and from 2 pm to 5 pm daily from 10th to 21st August 2015. For any queries, personnel may contact CRSO/ HQENC at telephone number 08912812748.

The Aadhaar Seeding and Regularization for pensioner in Delhi NCR in collaboration with the Punjab National Bank is being held at Auditorium Hall, Scope Tower, Laxmi Nagar of Delhi NCR, today. These camps are being held by the Department of Pension and Pensioner’s Welfare for the benefit of the pensioners. Similar camps were held in Rajendra Place and Civil Lines areas of Delhi NCR on July 13, 2015 and July 14, 2015 respectively.

Pensioners residing in the Laxmi Nagar area of Delhi NCR may visit an Aadhaar Camp held today at Auditorium Hall, Scope Tower, Laxmi Nagar, Delhi with original PPO, Aadhaar Card, and bank pass book along with photocopies of these documents before 5.00 pm.

Pensioners who do not have Aadhaar number yet may in addition carry a photo ID like Voters Card. Jeevan Pramaan is in addition to the other existing facilities for submission of Life Certificate. All the Nationalised banks, as also UIDAI will participate in these camps which are proposed to be held later in other parts of the country.

Aadhaar camp will be held in Sector 1, Noida on July 16, 2015 at Punjab National Bank, C-13 Sector -1 Noida near Sec 15 Metro Station.

For implementation of Jeevan Pramaan- an Aadhaar based life certification system – all pensioners are requested to furnish their Aadhaar Numbers to their bank, if not already done. The pensioners who do not have “Aadhaar” are requested to obtain Aadhaar number.

Sir/Madam,
In continuation of letter of even number, dated 17th April, 2015, the undersigned is directed to forward herewith a message from the Joint Secretary, Department of Pension and Pensioners’ Welfare for submission of Digital Life Certificate by pensioners and family pensioners on ‘Jeevan Pramaan. This facility is in addition to the other available means of submission of life certificate.

2. We are confident that by now your bank is in a state of readiness to receive digital life certificates, complete with the seeding of Aadhaar Numbers in the bank accounts.

3. For proper implementation of the initiative, awareness and sensitisation of the bank officials as well as pensioners is also absolutely critical. Enclosed with this letter is a message for pensioners.

4. This message may be displayed prominently at all the branches and ATM locations of your bank. Pamphlets of the message may be handed over to the visiting pensioners and wherever available, the message may be sent electronically to them through e-mail etc.

5. We hope these measures would go a long way towards making this initiative a success.

In November, 2014, the Prime Minister has launched an Aadhaar-based biometric verification system “Jeevan Pramaan” to enable pensioners to submit a digital Life Certificate on-line. This is an important step in realising the vision of Digital India. This facility has been provided in addition to the other existing methods of submitting Life Certificate.

2. “Jeevan Pramaan” aims at sparing the pensioners and family pensioners the trouble of visiting bank or any other pension disbursing agency for submission of Life Certificates. It is possible to submit the Life Certificate from personal computers and laptops or by visiting a conveniently located Common Service Centre. Further, banks will ensure authenticity of pension and other payments by linking Aadhaar number with bank accounts and PPO numbers.

3. All the pensioners/family pensioners are, therefore, advised to get themselves and their family members registered for Aadhaar at an early date and furnish this information to the Pension Disbursing Authority so as to avoid inconvenience at the time of submission of Life Certificate in November, 2015.

Subject:- Aadhar based Digital Life Certificate (Jeevan Pramaan)

The Hon’ble Prime Minister has launched “Jeevan Aadhaar” (Aadhaar based biometric verification system for pensioner).  To make its implementation successful Department of Financial Services has constituted a sub-group comprising of RBI, Indian Bank’s Association (IBA),, State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank. Accordingly,’RBI, IBA and Department of Financial Services have issued necessary guidelines/ instructions to all banks for their convenience. To implement Jeevan Pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

In the above context Addl. CGA has taken a meeting on 24.12.2014 with the discuss the further strategy for speedy implementation of the system. In the meeting, it was decided that to ensure the genuineness of the pensioner it is necessary to seed the Aadhaar number with PPO and pensioners bank account. Because at present banks are not having pensioners’ data base on their server to link them with the details of PPOs and Aadhaar numbers, they were advised to prepare a data-base of pensioners account first at the earliest and link them with Aadhaar server. For this purpose, they will call the pensioners to come to bank alongwith their original Aadhaar card and its photocopy for identification. The designated officer of the bank will identify the pensioner with reference to the PPO and KYC document and seed his pension account with Aadhaar server.

He will keep the photocopy of Aadhaar Card in the pensioners’ folder for record. The bank will apply this strategy immediately with those pensioners whose life certificates are still pending and are interested to opt for digital certification of their life. Thereafier, they may complete this task well before November, 2015, when life certificate becomes dues.

A column for Aadhaar number has been provided in the format of master data and made available on CPAOs website. All CPPCs are advised to update their master data duly seeded with PPO number & bank account numbers and send the same to CPAO by e-mail at cpao.masterdata{@}gmail.com at the earliest so that CPAO also updates its master data for validation purpose.

This task must be completed on top priority basis.

Please refer to this office above cited Section orders under which PHP based LPC-cum-Data Sheet along with instruction for filling of additional columns of Data Sheets for sanction of pensionary awards in r/o Commissioned officers retired/ invalided out from service have been circulated.

2. As you may be aware, Aadhaar-Card Number-based biometric verification system for pensioners as an additional option has been introduced by Govt. of India from Nov 2014. Accordingly, this office issued circular No. 176, 177 dated 17.11.2014 & 19.11.2014 (copies enclosed for information) to all PDAs for accepting Life Certificate issued online by a Govt. agency as result of Aadhaar biometric authentication. It may be mentioned that www.Jeevanpramaan.gov.in is an official portal of Govt. of India for all activities relating to issue of this Aadhaar -based biometric authenticated Life Certificate.

3. In the backdrops of introduction of Aadhaar based -life certificate, a need has been felt to capture details of Aadhaar No., Mobile No., residential address and email ID in PPOs to facilitate improved sen/ices to pensioners. Accordingly, LPC-cum-Data Sheet in respect of Retiring Pension circulated earlier and LPC-cum Data Sheet for issue of Corrigendum of it have been replaced with new LPC-cum-Data Sheets under which new columns have been added to incorporate details of Aadhaar Card Number, Mobile No., residential address and E-mail-ID of the pensioners and Aadhaar No. of family members. The information of Aadhaar card is required to be received along with the pension claim from Nodal Agency(PCDA (O) Pune). Therefore, it is requested that the Aadhaar card information with photocopy of same in respect of pensioner, family pensioner and dependants may be obtained from Service H. Qrs or the Units/ offices where the individual has last served and provided to this office in LPC cum data sheet duly filled in with a photocopy of same in support for audit purpose. The Service H. Qrs. are requested to provide the details of Aadhaar Card of officer and family in family detail issued by them at the time of retirement or death for the purpose of notification of pensionary benefits. Revised LPC-cum-Data Sheets for sanction of Retiring Pension (original corrigendum) mentioned below are forwarded herewith for necessary action at your end.

4. The field-wise instructions to fill the LPC-cum-data sheet are enclosed herewith as Annexure for information and necessary action by all concerned. This additional information will be helpful for Aadhar-based biometric verification system for pensioners.

Jeevan Pramaan is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility.

 

How it Works
Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner.
A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository. The Pension Disbursing Agencies can access the certificate on-line.

 

Enrol Yourself
Download the PC/ Mobile application or alternatively visit the nearest Jeevan Pramaan Centre to get your self registered.
Provide necessary information like Aadhaar number, Pension Payment Order No., Bank Account No., Bank Name and your Mobile number.

 

Aadhaar Authentication
Provide your biometrics, either a finger print or Iris and authenticate your self.
(Jeevan Pramaan uses the Aadhaar Platform for on-line biometric authentication )

 

Life Certificate.
After a successful authentication a SMS acknowledgement is sent to your mobile number including your Jeevan Pramaan

 

Certificate ID.
The certificates are stored in the Life Certificate Repository for making it available any time and any where for the pensioner and the Pension Disbursing Agency.

 

Access your Certificate
You can download a PDF copy of the certificate from the Jeevan Pramaan website by providing
the Jeevan Pramaan ID or Aadhaar number.

 

Pension Disbursing Agency
The Pension Disbursing Agency can access the Life Certificate from the Jeevan Pramaan website, and download the same.

 

Electronic Delivery
The Life Certificates can also be electronically delivered to the Pension Disbursing Agency, without any manual intervention.

Huge relief for senior citizens who have to produce Life Certificates each year to continue receiving pension

The Prime Minister, Shri Narendra Modi, today launched “Jeevan Pramaan” – an “Aadhar-based Digital Life Certificate” for pensioners, in a move that could eventually benefit over a crore pensioners. The Prime Minister said that after the push towards self-certification, this digital life certificate was another enabling mechanism which would benefit the common man.

The proposed digital certification will do away with the requirement of a pensioner having to submit a physical Life Certificate in November each year, in order to ensure continuity of pension being credited into his account. The Department of Electronics and IT has developed a software application which will enable the recording of the pensioner’s Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Key details of the pensioner, including date, time, and biometric information will be uploaded to a central database on real-time basis, ultimately enabling the Pension Disbursing Agency to access a Digital Life Certificate. This will conclusively establish that the pensioner was alive at the time of authentication.

The earlier requirement entailed that a pensioner either personally presents himself before the Pension Disbursing Agency, or submits a Life Certificate issued by authorities specified by the Central Pension Accounting Office (CPAO).

At present, 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. The Aadhar-Based Digital Life Certificate will go a long way in reducing hardship which so many senior citizens have to go through to produce a Life Certificate every year.

The software application system will be made available to pensioners and other stakeholders on a large scale at no extra cost. It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. This facility will also be made available at Common Service Centres being operated under the National e-Governance Plan, for the benefit of pensioners residing in remote and inaccessible areas.
