Aadhar not mandatory for booking an International Parcel, says Department of Posts

The Department of Posts today clarified that it is mandatory to produce an Identity Proof acceptable for important transactions like booking an International Parcel or International EMS (Merchandise) for safety and security reasons. One of the accepted Identity Proof is Aadhaar, along with others like driving license, Passport, Voter ID etc which are also acceptable. Aadhaar, as per the prevailing norms in the country, is not a mandatory document to be produced at the time of booking. Moreover, all such documents are only required for office record and are NOT required to be pasted on the consignments.

The clarification comes in the wake of a news report published in The Times of India, Bengaluru edition dated 10.09.2018 with the heading “India Post asks for display of Aadhaar number on parcels“. The department said that it appears that the confusion was created by an erroneous message generated from the twitter account of the office of the Chief Postmaster General, Delhi Circle wherein it was mentioned that pasting of ID proof on consignments is in accordance with international guidelines.

Instructions are being reiterated to the post offices to ensure smooth booking of articles taking the convenience and regulatory requirements into account together. The Department of Posts said that a copy of any ID proof including Aadhaar is required for booking of International Parcel and International EMS (Merchandise) for security purpose based on requests received from organizations like Narcotics Control Bureau and Wild Life Crime Control Bureau. India Post is committed to ensuring safety and security in its operations.

In spite of our countrywide requests, memorials, protest meetings/Demonstrations and Strikes there is unreasonable delay in consideration and implementation of the GDS Committee recommendations. The level of tolerance has already crossed it limits. This time we have accepted OFFICERS Committee with open mind but still discriminative attitude is seen towards this low paid and neglected/exploited lot.

The Gramin Dak Sevaks role in future INDIA POST especially in Banking is more significant and we are also carefully watching the developments. There cannot be any compromise about their status and service conditions in the changed scenario and the GDS should get what they deserve. The Government, being a model employer, should consider our reasonable demands in the interest of service to the rural population of this country. The old policies of the British regime such as cheap labour and exploitation are outdated in the present situation and it is high time that decisions are at the appropriate levels in democratic norms. India is a welfare state and we are eagerly waiting for BETTER TREATMENT TO G.D.S AT LEAST THIS TIME.

We do sincerely hope that you will take personal interest in this matter and play vital role for speedy implementation OF ALL RECOMMENDATIONS OF THE COMMITTEE TO TAKE EFFECT FROM 01.01.2016 at par with 7th CPC extended to Departmental counterparts.

Minimum Balance Requirements In India Post Accounts and Other Details

As we know, India Post, under the Department of Posts (DoP), offers a host of services. Besides delivering mails, India Post also offers a range of financial and retail services. These include small savings schemes such as PPF Public Provident Fund (PPF) and National Savings Certificate (NSC), bill collection and sale of forms. India Post also offers savings accounts. India Post’s savings accounts – with or without cheque book – are among the most popular of its products, say financial experts. Post office savings accounts are opened by cash only, according to India Post.

But what is the interest rate offered in post office savings accounts? And what is the minimum balance permitted in these accounts? What are the other services offered by it?

Post office savings accounts interest rate

India Post currently offers an interest rate of 4 per cent on individually or jointly-held post office savings accounts, according to its website – indiapost.gov.in. The interest earned is tax-free up to Rs. 10,000 in a financial year.

Post office savings account minimum balance

The minimum balance required in a post office account without cheque book facility is Rs. 50, according to India Post. For savings accounts with cheque book facility, the minimum balance permitted is Rs. 500.

India Post savings accounts come with an ATM facility.

Among other features, post office savings accounts are opened in two modes – with cheque book facility and without cheque book facility. pls put this as first para under this particular sub head

Those holding a post office savings account without the cheque book facility originally also have the option to upgrade their account to subscribe to the facility. India Post – which has a network of over 1.5 lakh post offices – also offers the facility to transfer savings accounts from one post office branch to another, according to its website. However, only one account can be opened by an individual in one post office.

Among other popular instruments, India Post offers PPF at a minimum balance of Rs. 500 and Monthly Investment Scheme (MIS) at a minimum balance of Rs. 1,500. For senior citizen savings scheme, the minimum balance required is Rs. 1,000, according to India Post.

Monthly Income Scheme or MIS is a popular investment scheme wherein an individual invests a particular amount and gets an assured monthly income in the form of interest.

Opening of Online Customer Survey by India Post

Since inception in 1854, India Post has been serving its citizens by catering to their basic requirements of communications. Over the years, it has evolved by providing varied services to Indian Citizenry in terms of Mail Services (both domestic and international), Money remittances (both domestic and international), Small Savings, Philately, Securing lives, Retail Services and Bill Payments etc.

As plethora of services are being provided by the India Post, it is imperative to know the nerve of the customer, how (s)he feels regarding the services provided, where the services need improvement and to change the customer orientation from customer satisfaction to customer delight.

In this connection, an Online Customer Feedback Survey is conceived wherein a customer can give his feedback or opinion on the services rendered by India Post. This Customer Feedback Survey will be for three months from 16.02.2018 to 15.05.2018 and available to public through India Post Website (www.indiapost.gov.in). Any citizen of the country can give feedback on the quality of service provided by India Post. The customer can also provide his comments/suggestions, if he so desires.

On the basis of the feedbacks received from the survey, suitable inferences will be drawn upon areas to be improved not only for a particular service but will also help in identifying the lagging post office.

India Post launches logo and tagline design contest for IPPB on MyGov

The Department of Posts on 10.6.16 launched a logo and tagline design contest for the soon to be set up India Post Payments Bank on the MyGov website. The Cabinet has on 1st June 2016, given its nod to the setting up of the IPPB under the Department of Posts to further financial inclusion in the country.

Department of Post wants to connect with and involve the people of India in designing the DNA of the India Post Payments Bank. One of the guiding principles of the India Post Payments Bank would be cocreating value propositions and products with its customers and other stakeholders. The present contest is the first step towards this ongoing engagement. It has also initiated a nationwide survey to understand the needs of different segments of customers.

Reward: The contest is open to all Indian citizens, institutions, agencies and entities for a period of one month, until 9th July 2016. The best entry will be awarded Rs 50,000/. A panel of eminent designers/ experts will help shortlist 20 best entries which will thereafter be put up for voting on the MyGov platform for the final selection of the winner.

About the India Post Payments Bank

The India Post Payments Bank will offer digitally enabled payments, banking and remittance services of all kinds between entities and individuals and also provide access to insurance, mutual funds, pension and credit products in partnership with third party financial service providers and Banks. It is poised to emerge as the main vehicle of financial inclusion in the country by bringing the physical reach of 1.55 lakh post offices and a modern payments platform powered by ubiquitous information and communication technologies together to create a national payments architecture that can be accessed by all users like never before. The stakeholders of the India Post Payments Bank within the Government and outside are looking at this new entity as a catalyst to social and financial inclusion. The roll out of the IPPB is to be completed by September 2017.

Postal Bank to be launched soon – Minister says postal bank account can be opened by just dialing designated phone number – Swiping Machines to be carried by Postmen for transaction at place of account holder

NEW DELHI: Opening a postal bank account is just one phone call away and if you are a pensioner, the money will reach at your door step through your friendly postman. These are a few of the many customer friendly initiatives approved last week by the Postal Board.

Aimed at making postal banking a major commercial success, the board has identified a number of touch points that required ease of customer interface. Customers will soon be able to drop cheques in those forgotten red post boxes, to deposits money in their postal account. In order to open postal bank accounts, all a person has to do is call a number that will be announced soon. This call will be diverted to the local postman of the area. The postman will speak to the called number that will be displayed on his smartphone/tab, (to be soon issued to all post man) and fix an appointment to visit the caller.

He will take pictures of the necessary documents on his smart phone/tab and get it processed at the postal bank. Union Minister for Communications, Information Technology and Post Ravi Shankar Prasad has received the decisions taken by the board and is understood to have approved them.
The major support that postmen will offer is to the more than 5.5 million pensioners in India, who will soon get the benefit of receiving pensions at their door steps, delivered by their postman. “We have a target to launch these services before March 2017,” sources in the Department of Post said.

Among other benefits to customers include Core Banking Systems at all the places of historical, cultural and tourist importance, as well as all state capital cities. Which means that all the facilities that are available at major postal offices will be available to them The core banking system at all major post offices are in advanced stages of connecting to CBS.

Subject: Probation and / or confirmation of Direct Recruit Postal Assistants / Sorting Assistants in the Department of Posts – reg.

Sir / Madam,

I am directed to refer to the above mentioned subject and to say that the issue of probation and / or confirmation of the Direct Recruit Postal Assistants / Sorting Assistants (PAs/SAs) has been engaging the attention of the Department for some time. It is indicated that presently on their appointment, such PAs/SAs are imparted induction training and they have to pass the prescribed tests during the said training.

2. Currently, such Direct Recruit PAs/SAs undergo institutional training of upto 48 days at the Postal Training Centres (PTCs). They have to obtain at least 60% marks in the tests in order to come out of training successfully. If any PA/ SA fails to obtain 60% marks, he/she is retained in the PTC for re-training for 2 weeks and undergoes two tests (one each week). Despite retraining, if such PA/SA still does not obtain 60% marks, suitable adverse notice is taken against him/her.

3. The matter has been revisited by the Department in consultation with the Department of Personnel”& Training (DOP&T). At the outset, it is emphasized that the tests, which the Direct Recruit PAs/SAs undergo while on training, need to be closely monitored and it should be ensured that only those PAs/SAs who obtain required marks in the tests may be declared to have satisfactorily completed the probation period and confirmed ‘in service, provided such PA/SA has also performed/acted satisfactorily during the probation period. As per the Recruitment Rules of PA/SA issued by the Department of Posts, the Direct Recruit PAS/SAs are confirmed in service by a Departmental Confirmation Committee (DCC) and pending confirmation, they remain on probation and their services are governed by CCS (Temporary Service), Rules, 1965.

4. Besides above, following points may be kept in view by the PTCs and the Circles while considering the confirmation of such Direct Recruit PAs/SAs, who are on probation:

(1) Direct Recruit PAs/SAs (on probation) who fail in the tests held in PTCs:-

(a) If any Direct Recruit PAs/SAs (on probation) is unable to clear the tests in the first attempt, he/she may be given two more chances to pass the tests. These three chances (including first chance during training) may be held/conducted within the two-year mandatory probation period. In the interregnum, such PA/SA may be posted temporarily to a Post Office/RMS office against a non-sensitive post.

(b) Before the third chance is given to a PA/SA, who has failed in two attempts, he/she may be given a written warning to the effect that his/her failure in mandatory tests does not justify his/her confirmation in the Service and that, unless he/she showed substantial improvement within a specified period and clears the test, the issue of terminating him from service will be considered.

(c) If any PA/SA is still unable to clear the Tests in three attempts within two years, the probation period in his/her case will be extended by six months during which time he/she shall have to mandatorily pass the tests. For such PAS/SAs, whose probation period has been extended by six months due to failure to pass the tests, a qualifying test will also be introduced which will be in addition to the existing tests. The modalities of such qualifying test will be prepared/finalized by the Training Division of the Postal Directorate.

(d) In case he/she passes the required tests and qualifying test and has also acted/performed satisfactorily during the entire period of probation including extension also, he/she may be declared to have successfully completed the probation period and may be confirmed in service by the DCC.

(e) If a PA/SA again fails in the tests and/or does not pass the qualifying test, the services of such temporary Direct Recruit PA/SA shall be terminated.

(II) Direct Recruit PAs/SAs (on probation) who pass the test, but their conduct/ performance is unsatisfactory:

(a) In case conduct/performance of a PA/SA is found unsatisfactory during the probation period irrespective of the fact that he/she has passed the required tests, the probation period of such PA/SA will be extended for six months in order for him/her to improve his/her conduct/performance to a satisfactory level.

(b) Such PA/SA as mentioned in (a) above may be given a written warning that unless his/her conduct/performance improves to a satisfactory level, the issue of terminating his/her services will be considered. In case his/her conduct/performance has improved to a satisfactory level during the extended probation period, he/she may be declared to have successfully completed the probation period and may be confirmed in service. If not, the services of such temporary Direct Recruit PA/SA shall be terminated.

5. The PTCs shall send reports relating to conduct/performance and passing/failing in the tests/qualifying test etc. as the case may be, in respect of each Direct Recruit PA/SA (on probation) to the Divisional Head concerned.

6. In order to ensure that termination cases are decided appropriately, the Divisional Head concerned, the Appointing Authority of PA/SA, will first issue a speaking Show Cause Notice covering reasons in detail for termination to the PA/SA concerned within 15 days after completion of extended six months’ period of probation. The said PA/SA will be given 15 days’ time to make representation, if any. Subsequently, the said Divisional Head, after carefully examining all relevant documents as also the representation, if any, of the official concerned, will decide the case of his/her termination within 45 days from the date of issue of Show Cause Notice.

7. Successful completion of training is a pre-requisite for completion of probation. Therefore, above may be included in the provisional offer of appointment issued to the candidates.

8. This may be brought to the notice of all concerned.

The review of selection criteria and eligibility conditions for engagement to GDS posts has been engaging the attention of the Department for quite some time. A Committee, namely the DKS Chauhan Committee, was constituted by the Department to look into various aspects related to the Gramin Dak Sevaks. Based on the recommendations made by the aforesaid Committee, it has been decided by the Department to revise the eligibility/ selection criteria for engagement to GDS posts.

The selection to GDS posts will now be based purely on the marks secured in an Objective Aptitude Test which will be conducted for the purpose at Circle level on six monthly basis. This will replace the present selection criteria which were based on marks secured in Matriculation/VIII Standard. The detailed selection process is being notified separately vide this Directorate’s letter No. 17-39/7/2012-GDS dated 14 Jan 2015.

The eligibility conditions for engagement to the posts of GDS have also been revised and comprehensive instructions on the subject are issued as given below. The revised eligibility conditions & criteria of selection will be effective for the vacancies notified on or after 01.04.2015. The engagement process initiated before 01.04.2015 shall be finalized as per the existing instructions.

  • Talwar Committee recommended to the Govt. that GDS should be included in Pay Commission and no separate committee should be appointed in future.
  • Govt. appointed 7th Pay Commission for Central Govt. Employees.
  • NFPE & AIPEU-GDS (NFPE) says GDS are part of Central Govt. Employees and they should be included in 7th CPC itself.
  • Confederation of Central Govt. Employees & Workers says that GDS are part of Central Govt. Employees and they should be incuded in 7th CPC itself.
  • JCM National Council (staff side) orgisastions including Railway & Defence Federations says GDS are part of Central Govt. Employees and they should be included in 7th CPC itself.
  • BUT RECOGNISED GDS UNION OF SHRI. MAHADEVAIAH ACCEPTED THE GOVT. STAND THAT GDS ARE NOT PART OF CENTRAL GOVT. EMPLOYEES AND HENCE HE IS DEMANDING SEPERATE COMMITTEE FOR GDS.  HE DON’T WANT GDS TO BE INCLUDED IN 7TH CPC.  HIS MAIN DEMAND IN THE CHARTER OF DEMANDS IS SEPERATE COMMITTEE FOR GDS .
  • NFPE & AIPEU-GDS (NFPE) declared joint indefinite strike under the banner of JCA from 2015 May 6th for inclusion of GDS in 7th CPC.
  • FNPO & NUGDS also declared joint indefinite strike under the banner of JCA from 2015 May 6th for inclusion of GDS in 7th CPC.

&     Confederation, Railways & Defence Federations organised joint National Convention of entire JCM staff side orgnisations and decided to organise massive Parliament March in April 2015 to declare indefinite strike of entire Central Govt. Employees.  Inclusion of GDS in 7th CPC is included in the charter of demands as number one demand.

RECOGNISED GDS UNION OF SHRI MAHADEVAIAH DON’T WANT JOINT STRIKE OF GDS & REGULAR EMPLOYEES.  HE ALWAYS DECLARES FRAGMENTED STRIKE TO TORPEDO THE UNITY OF GDS AND REGULR EMPLOYEES.  HE IS DESPERATELY TRYING TO RETAIN HIS CONTROL OVER GDS.  HE HAS WRITTEN TO THE GOVT. NOT TO ALLOW NFPE & FNPO TO DISCUSS GDS ISSUES.  GOVT. ALSO WANTS TO DIVIDE GDS AND REGULAR EMPLOYEES SO THAT THEY CAN EASILY DENY THE LEGITIMATE DEMANDS OF THE GDS INCLUDING CIVIL SERVANT STATUS AND ALL BENEFITS OF REGULAR EMPLOYEES.

LET US ORGANISE JOINT INDEFINITE STRIKE OF FIVE LAKHS GDS & REGULAR EMPLOYEES FROM 2015 MAY 6TH UNDER THE BANNER OF POSTAL JOINT COUNCIL OF ACTION (NFPE, FNPO, AIPEU-GDS (NFPE) & NUGDS) DEMANDING INCLUSION OF GDS IN 7TH CPC & GRANT OF ALL BENEFITS OF REGULAR EMPLOYEES TO GDS ALSO.
RECOGNISED GDS UNION OF MAHADEVAIAH IS AGAINST FILING CASE IN SUPREME COURT  for grant of Civil Servant status and all benefits of regular employees to GDS.  NFPE & AIPEU-GDS (NFPE) has filed a Writ Petition in Supreme Court and after the preliminary hearing Supreme Court transferred the case to Delhi High Court.  The next hearing of the case in Delhi High Court is on 4th February, 2015.

But Shri. Mahadevaiah had filed a case in the Karnataka High Court for his own benefit requesting to grant Foreign Service benefits to him.  (Writ Petition No.24106/2005 (S.CAT).

When he has filed Writ Petition in High Court for his own benefit it is perfectly alright, but when NFPE & AIPEU-GDS (NFPE) filed case in Supreme Court for the benefit of 2.76 lakhs GDS he is ridiculing it and opposing it.

Newly Appointed Postal Assistant Salary as on date

Postal Assistant Salary is higher than newly appointed bank clerk and Its more lucrative for aspirants who looks for government job. It became the first option as salary is concerned.

Now a notification is published by the Department of Posts, Government of India in connection with candidates are called for the post of POSTAL ASSISTANTS for the vacancies of 2013-2014. After their selection for the post of POSTAL ASSISTANTS they will be appointed in the scale of pay in Pay Band 5200-20200 with Grade Pay 2400.

Let us know How much of Gross pay as on 01.01.2014 will be drawn by the newly appointed Postal Assistant.

India Post Launches ‘Instant Cash’ International Money Transfer Service Signs Agreement with Wall Street Exchange to offer the Service Across India

India Post (Department of Posts) has signed an agreement with Wall Street Exchange (a company of the Emirates Post Group of UAE) for launch of an International Electronic Money Transfer service through ‘Instant Cash’ product of the Emirates Post Group. The service was launched here this week by Ms. P. Gopinath, Secretary, Department of Posts, by receiving the first payment from United Arab Emirates at a function organized by her Department for signing the tie-up between the Department of Posts and the Emirates Post Group.

The service will be rolled out nationally in a phased manner and will be made available at approximately 17,500 post offices across India by next month. The service will be provided through the International Financial System (IFS) of Universal Postal Union. This tie-up offers the Indian diaspora worldwide – especially in the gulf region – a safe, secure and reliable money transfer service for their families back home. This new service has its own significance going by the fact that globally, India is the largest recipient of remittances with over USD70 billion annually, half of which come from the Gulf.

‘Instant Cash’ is a wholly owned subsidiary of the Emirates Post Group, and its services are available in 59 countries through more than 60,000 locations. They provide instant money transfer service so that the money is available to the customers within minutes of completing the transaction.

The salient features of the service are as follows:

  • Recipients will be able to receive their payment at any of the identified 17,500 post offices by producing the unique transaction number along with their identity and KYC documents;
  •  Money will be available for payment immediately;
  •  Safe and secure transactions through established International Financial System of Universal Postal Union.

India Post is the largest postal network in the world and has completed 158 years of existence. During this long journey it has undergone continuous transformation according to the needs of the citizens. It boasts a network of 1.55 lakh Post Offices in the country, of which more than 1.39 lakh are in the rural area. Besides mail, it also provides various financial services like small savings instruments under Post Office Savings Bank and Money Remittance, both domestic and international.
