Central Government employees salaries and benefits as per the 7th Pay Commission

What is the first month salary of new Central Government employees?

There is lot of curiosity among young job seekers to know the average first-month salaries of Central Government employees.

There is no defying the fact that almost all Indian youth, who have completed their education, do dream of getting a CG employment. The perks are plenty – job stability, good pay, regular increments and countless benefits…!

In its report, the Seventh Pay Commission has said that while the CG should be employing about 40,48,707 workers to carry out its tasks, it currently has only about 33,01,536 persons working for them. In other words, as on January 1, 2014, there are about 7,47,171 vacancies in various CG departments.

According to data, there are 9,47,586 Central Government employees between the ages of 50 and 60. Since, on an average, about one lakh employees retire each year, it is easy to conclude that there is a steady requirement for employees in Central Government departments.

UPSC and SSC are two different bodies that conduct exams for recruitment to central government. Between January 2004 and 2014, about 11,13,329 employment orders have been issued for various Central Government posts.

Central Government employees are currently classified as A, B and C. The designation, basic salary and other benefits of an employee are calculated based on this classification. As of January 2014, there are 91,501 higher officials in Group A; 2,80,892 officials in Group B; and 29,29,143 employees in Group C. Rs. 1,29,599 crores was the money spent on giving pay and allowances to all these employees in the year 2012-13. This is about 1.30 percent of the country’s total GDP.

Central Government employees salaries and benefits are currently being paid as per the recommendations of the Seventh Pay Commission. Rs. 18,000 is the minimum wages and Rs. 2,50,000 is the maximum wage that is being paid. The table below provides detailed list of the minimum and maximum wages of Central Government employees as per all the Pay Commissions – from the First to the Sixth.

central-government-employees-min-and-max-salary-table

The Sixth Pay Commission had fixed the salaries as per the Grade Pay System. The Seventh Pay Commission has calculated the salaries as per the Level System. The new job recruitment Notifications for Central Government vacancies now mention the Grade Pay(6th CPC) or Level (7th CPC). One can calculate the basic pay of an employee with the help of the table given below.
Pay Band 5200-20200
Grade Pay 1800 1900 2000 2400 2800
Level 1 2 3 4 5
Pay Band 9300-34800
Grade Pay 4200 4600 4800 5400
Level 6 7 8 9
Pay Band 15600-39100
Grade Pay 5400 6600 7600
Level 10 11 12
Pay Band 37400-67000
Grade Pay 8700 8900 10000
Level 13 13A 14

Calculations of Dearness Allowance, House Rent Allowance, and Transport Allowance are usually done based on the city where the employee is posted. A Central Government employee is entitled to many other benefits too. These are decided based on factors like designation, nature of the job, location, etc.

Qualifications awarded by various Boards of School Education in India for the purpose of employment in Railways

Acceptance of certificates/qualifications awarded by various Boards of School Education in India for the purpose of employment on the railways.

Clarification has been received from nodal Ministry/Department of Government of India, viz, Department of Personnel & Training (DOP&T) and M/o Human Resource Development (MHRD) stating that COBSE (Council of Board of School Education in India), an Association of National & State School Boards, is responsible for verifying genuineness/ recognition of School Education Boards in India. It grants membership to Boards/Institutes that are set up by an Act of Parliament or State Legislature or an executive order of the Central/State Governments and follow National Curriculum Framework.

The certificates issued by its member Boards are equivalent to any other board across the country. Accordingly, the matter has been examined and it has been decided by the Board that zonal railways need not approach this Ministry seeking such clarification regarding acceptance or otherwise of certificates/qualification obtained from various Boards of School Education in India and instead, refer to official website of COBSE i.e. www.cobse.org which contain list of Boards of School Education which are Member Boards of COBSE.

Thus certificates/ qualification obtained from all such institutions borne on the aforesaid list will be acceptable for the purpose of employment on the railways, from the date on which the said institution has been accorded membership by COBSE, if they were not recognized earlier by any competent authority. This date of acceptability of certificate may be obtained by approaching COBSE directly and a copy of clarification thus obtained may also be endorsed to this Ministry for information & record.

Employment News Weekly – A Warning Report

Employment News Weekly was started in the year 1976. For 38 years and in three languages, the publication had been informing millions of educated but unemployed youngsters all over India about job opportunities. It is a weekly journal and is published simultaneously in Hindi, English & Urdu.

The Employment News Weekly understood the pulse of students and job seekers from various streams, searched for opportunities for them and presented them. This is nothing short of a remarkable service and an achievement in itself. Its prime objective was to provide an effective platform on job vacancies, job oriented training programmes, admission notices relating to job oriented courses and result of recruitment examinations. In addition to job vacancies, Rozgar Samachar, in each issue, carries article on job opportunities in various sectors, including emerging sectors.
In the current age of computers and information technology, countless websites have been launched that spread crucial and relevant information to one and all. Each day, hundreds of thousands of people visit these websites to look for job vacancies. Advertisements on these sites are created in ways that trigger curiosity, mislead and give false hopes. It has also been found that these unscrupulous websites also collect money online in the name of subscription to the website.

Key Indicators of Employment & Unemployment in India, 2011-12

Key Indicators of Employment & Unemployment in India, 2011-12

Press Information Bureau
Government of India
Ministry of Statistics & Programme Implementation

20-June-2013 11:42 IST

Key Indicators of Employment and Unemployment in India, 2011-12

The National Sample Survey Office (NSSO), Ministry of Statistics and Programme Implementation has released the key indicators of Employment and Unemployment in India,  from the data collected in its 68th round survey conducted during the period July 2011 – June 2012. The NSS surveys on employment and unemployment are conducted quinquennially starting from 27th round (October 1972 – September 1973) and the last quinquennial survey was conducted in NSS 66th round (July 2009- June 2010) for which, the results have already been released. The NSS 68th round was the ninth quinquennial round on the subject. The detailed results of surveys on employment and unemployment are usually brought out by the NSSO through a number of reports. In order to make available the salient results of the surveys, well in advance of the release of its reports, for use in planning, policy formulation, decision support and as input for further statistical exercises, the NSSO has released the key indicators.
The indicators are based on the Central Sample of  1,01,724 households (59,700 in rural areas and 42,024 in urban areas) surveyed from 7,469 villages in rural areas and 5,268 urban blocks spread over all the States and Union Territories except (i) interior villages of Nagaland situated beyond five kilometres of the bus route and (ii) villages in Andaman and Nicobar Islands which remained inaccessible throughout the year.

In defining the lead indicators of Labour force participation rate (LFPR i.e. ratio of labour force to population), Worker Population Ratio (WPR i.e. ratio of workforce to population), Proportion Unemployed (PU i.e. ratio of unemployed to population) and Unemployment Rate (UR i.e. ratio of unemployed to labour force) in NSS surveys, persons are classified into various activity categories on the basis of the activities pursued by them during certain specified reference periods. Three reference periods used in NSS surveys are (i) one year (ii) one week and (iii) each day of the reference week.  Based on these three periods, three different measures of activity status are arrived at. Activity status determined on the basis of reference period of one year is known as the Usual Status (US) of a person, that determined on the basis of a reference period of one week is known as the Current Weekly Status (CWS) of the person and the activity status determined on the basis of the activities pursued by a person on each day during the reference week is known as the Current Daily Status (CDS) of the person. In US approach, there are two indicators viz. one based on principal activity called Usual Principal Status (ps) and other based on both principal and subsidiary activities taken together termed as Usual Status (ps+ss). The unit of measurements in case of US and CWS is persons and in case of CDS, it is person-days. The key indicators on employment and unemployment based on 68th round along with the comparable indicators of 66th round  and estimated persons/person-days (in million) in labour force, in workforce and unemployed corresponding to these two rounds are given in Annexure -I and Annexure –II respectively.
