The designations of doctors belonging to IRMS and dental doctors under the Ministry of Railways on posting to a clinical post after attaining the age of 62 years are given in S.No. 2 of Annexure ‘C’ of Board’s instructions of even number dated 20.09.2018. In supersession of these designations, the revised designations are as under:

Sub: Option to be submitted by Doctors belonging to IRMS and Dental Doctors under the Ministry of Railways to serve the Government upto 65 years – Reg.

Ref: 1. Ministry of Personnel, Public Grievances and Pensions (DoP&T)’s Notification No. GSR.767(E) dated 11.08.18 (Annexure A).

2. MoH&FW’s OM NO. A.12034/4/2018-CHS.V dated 13.8.18 (Annexure B).

In supersession of orders contained in Board’s Letters of even number dated 31.05.16 (RBE No. 57/2016) and 26.12.2017 (RBE No. 205/2017) and in accordance with the orders contained in the DoP&T’s Notification No. GSR.767(E) dated 11.08.18 amending Clause (bb) under FR 56 of the Fundamental Rules, 1922, the provisions in respect of age of superannuation of doctors of the Indian Railways Medical Service and Dental Doctors under the Ministry of Railways are modified as stated in the Notification.

2. The age of superannuation of Doctors belonging to IRMS and Dental Doctors under the Ministry of Railways shall be sixty-two (62) years unless they exercise the option of posting to a Clinical post depending upon their expertise and experience, as decided by the Competent Authority in the Ministry of Railways from time to time, in case they desire to continue in their service upto the age of sixty-five (65) years.

3. The serving doctors belonging to IRMS and Dental Doctors under the Ministry of Railways who have already attained the age of 62 years or will be attaining the age of 62 years within 6 months from the date of issue of these orders may exercise their option as per the enclosed format within a period of 30 days from the date of issue of these orders. All other doctors would, in future, be required to submit their option not less than 06 months before their attaining the age of 62 years. The Railway doctors should furnish their option through the Personnel Branches of their respective Railway administrations.

4. The serving doctors who fail to exercise the option within the period specified above shall stand superannuated from service on attaining the age of 62 years or on expiry of the period of 30 days from the date of issue of these orders, whichever is later.

5. Posting orders involving inter-Railway transfers and for those working in Boards office will be issued by the Railway Board. Orders of CMSs and CMDs in Zonal Railways who cross 62 years of age and opt to serve in a Clinical post and who are posted on the same Railway itself would be issued by the Zonal Railway administration themselves.

6. Copies of options exercised by the Railway doctors should be forwarded to the Board’s office (Secretary’s Confdl. Cell) for record and necessary action.

7. A list of administrative posts identified by the Ministry of Railways and designations of IRMS officers after 62 years is annexed (Annexure C).

8. These instructions are available online at www.indianrailways.gov.in.

9. These instructions may be brought to the notice of all doctors belonging to IRMS and Dental Doctors under the Ministry of Railways.

10. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

SUBJECT- FUNDAMENTAL (SECOND AMENDMENT) RULES, 2018 – OPTION TO BE SUBMITTED BY CHS AND DENTAL DOCTORS TO SERVE THE GOVERNMENT UPTO 65 YEARS – Reg.

The undersigned is directed to forward herewith the Department of Personnel and Training’s notification No. GSR 767(E) published in the Gazette Of lndia dated 11.08.2018 vide which the age of superannuation in respect of the doctors belonging to Central Government and Central Government entities including Central Health Service (CHS) and dental doctors under the Department of Health and Family Welfare shall be 62 years unless they exercise the Option of posting to teaching/ clinical/ patient care/implementation of health programmes/ Public Health Programmes and functions and other areas/functions including advisory and consultancy etc. depending on their expertise and experience as decided by the competent authority from time to time, in case they desire to continue in their service upto the age of 65 years.

2. in pursuance to the above mentioned notification, it has been decided that the option in the prescribed format may be submitted by the doctors of Central Health Service and dental doctors under the Department of Health and Family Welfare who have already attained the age of 62 years or attaining the age of 62 years within 6 months from the date of publication of these amendment rules dated 11.08.2018 for their further posting to teaching/ clinical/ patient care/implementation of health programmes/ Public Health Programmes and functions and other areas/functions including advisory and consultancy etc depending on the field of their expertise/experience, in case they desire to continue in the service upto the age of 65 years.

3. The serving doctors belonging to the CHS and dental doctors of Department of Health and Family Welfare who have already attained the age Of 62 years or attaining the age of 62 years within 6 months from the date of publication of these amendment rules dated 11.08.2018 may exercise their option for posting to teaching/ clinical/ patient care/implementation of health programmes/ Public Health Programmes and functions and other areas/functions including advisory and consultancy etc depending on the field of their expertise/experience, within a period of 30 days from the date of commencement of the Fundamental (Second Amendment) Rules, 2018.

4. The doctors working in Organisations /Hospitals/Institutions, etc. under the administrative control Of the Department of Health and Family Welfare, Government of indie and meeting the criteria mentioned in para 3 above may furnish their option through their respective Heads of Organisations Hospitals/institutions, etc. within the period specified in para 3 above to the Joint Secretary (CHS), Department of Health and Family Welfare, Nirman Bhawan, New Delhi-110001.

5. The serving doctors belonging to the CHS and dental doctors of Department of Health and Family Welfare who fail to exercise the option with regard to their continuation in service upto 65 years as mentioned in para 3 above shall stand superannuated from their service on attaining the age Of 62 years or on expiry of 30 days, as the case may be, from the date of commencement of the Fundamental (Second Amendment) Rules, 2018 dated 11.08.2018 whichever is later.

6. As this will be an ongoing process, the heads of Organisations, Hospitals / Institutions under the Department of Health and Family Welfare should send the ‘option’ to be submitted by the doctors who are going to attain the age of 62 years, in the prescribed format 6 months in advance, to this department i.e. to Joint Secretary (CHS), Department of Health and Family Welfare, Nirman Bhawan, New Delhi. The doctors who fail to exercise the ‘option’ with regard to their continuation in service upto 65 years as mentioned in para 3 above and within the period specified above, shall stand superannuated from their service on attaining the age of 62 years.

7. The other Ministries/Department etc, concerned with the implementation of the Union Cabinet decision dated 27.06.2018 concerned with the implementation of the decision and are covered by the provisions of FR56(bb) are hereby provided a copy of the notification amending FR56(bb). A copy of Option Form prescribed for the doctors of CH8 and Dental doctors of MoHFW is enclosed for reference / guidance.

8. These instructions are available on this Department’s website i. e. www.mohfw.gov.in

9. These instructions may be brought to the notice of all concerned including doctors of CHS and dental doctors under the Department of Health and Family Welfare.

Subject: Introduction of Annual Medical Examination for CHS and Dental doctors of the age of 40 years and above on the lines of Annual Medical Examination for other Group ‘A’ officers of Central Civil services.

The undersigned is directed to draw attention to the Office Memorandum No 21011/ 1/ 2009-Estt. (A) part dated 13t February 2012 issued by Department of Personnel and Training read with Office Memoranda of even No dated 2oth March 2013 and 15th January 2015 vide which Annual Medical Examination has been introduced for Group ‘A’ officers of Central Civil services of age 40 years and above. The scheme of Annual Medical Examination has been considered by this Ministry in respect of CHS and Dental doctors and it has been decided to introduce the said scheme for CHS and Dental doctors of the age of 40 years and above on the lines prescribed by DoPT in OMs referred above (copy enclosed).

2. The Annual Medical Examination may be conducted in the hospitals empanelled by the Ministry from time to time at the rates of Rs. 2000/- for male officers and Rs. 2200 / – for female officers who visit the hospital / institute with the requisite permission letter from their Competent Authority. The expenditure incurred for this purpose shall be reimbursed by the concerned organization as per the prescribed rate or actual whichever is lower.

3. The list of medical tests for the above purpose is as per Annexure-I. The proforma for Health Check up for CHS and Dental doctors is annexed as Annexure II. The Summary of the Medical Report is to be prepared separately by the Medical Authority in the prescribed format i.e. Annexure III. The summary of Medical Report is to be enclosed by the officer concerned in his APAR.

4. In non CGHS areas, the number of hospitals empanelled under CS (MA) Rules being relatively lower, different offices may identify one or more hospitals locally and refer the officers to such hospitals for medical examination as per the prescribed schedule and rates. State Government hospitals and semi-Govt. / Public Sector Undertaking (PSU) hospitals may also be contacted for the purpose.

Enhancement of Retirement Age for Dental Doctors

Dental doctors seek enhancement in the age of superannuation

Senior Dental Doctors and Specialists working in Government of India today approached the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh and sought his intervention against alleged discrimination towards them in the matter of age of superannuation.

A delegation led by Dr H. P. Singh, President, Central Government Dental Doctors’ Association handed over a memorandum to Dr Jitendra Singh in which it has been pointed out that whereas the Central Government, vide its order dated 31.05.2016, raised the superannuation age of Non-teaching Specialists sub-cadre, public health sub-cadre, GDMO sub-cadre of CHS to 65 years, the same rule somehow, did not become applicable to Dental Doctors working in Central Government. This has led to feeling of discrimination and grievance among the Central Government Dental Doctors, they said.

The memorandum also sought to note that out of 34 sanctioned posts of Dental Doctors all over India under the Union Ministry of Health and Family Welfare, at present only 24 posts are filled and occupied. In other words, this means that the grievance pertaining to the enhancement of retirement age to 65 years in order to make at par with the other doctors of Central Health Services is confined only to 24 doctors who happen to be from Dental Specialty working under the Central Government.

The delegation underlined that they had represented their grievance to the Ministry of Health and Family Welfare and were now approaching Dr Jitendra Singh.

Dr Jitendra Singh gave a patient hearing to the members of delegation and said that he would take up their grievance with the Union Ministry of Health & Family Welfare.

Besides President Dr. H.P. Singh, other prominent members of the delegation included Dr. Gautam Khatak, Dr. D. Kabi, Dr. Rahul Minotra, Dr. M. Vasu, Dr. Meenakshi Panda and Dr. Nishtha Ramawat.
