Subject: Booking of CGHS Recovery into Heads of Defence Accounts.

As per list of Major & Minor Heads of Accounts, recovery on accounts of CGHS contribution should be booked under Receipt Head 0210.01.103.00.00 {code heads 094/16-Defence, 095/16-MoD(Civ) & 098/20-CSD}.

2. However, Test Audit of pay bills pertaining to Defence Civilians in one of our Controller Offices revealed that a recovery of CGHS subscription is being booked under MH-0076, Minor Head 800-Other receipts (code head 01/575/30). Similarly, CGHS contribution of Civilians of Navy and Air Force is being booked under MH-0077, Minor Head 800-other receipts (code head 01/670/30) and Major Head 0078, Minor Head 800-Other receipts (code head 01/710/30) respectively.

3. While your office is booking a significant amount under the code head 094/16, it may be possible that the recovery on account of Defence Civilians not being booked under the appropriate heads.

4. It is therefore, requested to review the booking on account of recovery of CGHS contribution by your office and furnish the practice being followed and code heads being used by your office for booking of said recovery in r/o both DAD & Non-DAD subscribers. The review may be completed by 27.06.2018.

E-Pension Payment Order

Furthering the Digital India-initiatives of Govt. of India, Principal Controller of Defence Accounts(Pensions), Allahabad has startedissuance of electronic-Pension Payment Orders (e-PPOs) to the pensioners along with their Pension Disbursement Agencies viz., Banks, Defence Pension Disbursement Offices, Post Offices, etc. What began in the first phase, for all Commissioned Officers and JCOs/ORs of Armed Forces from the month of October 2017, has now been extended to all defence pensioners including defence civilians.

Principal Controller of Defence Accounts (Pensions), Allahabad is the sole agency under Ministry of Defence which sanctions Pensions for the Defence Services viz., Army, Coast Guard, Defence Research and Development Organization,General Reserve Engineer Force, Border Roads Organization, Military Engineering Services and other Defence organisations including Defence Account Department and Defence Civilians.

The shift from manual system to e-PPO system is expected to minimize delays in pension disbursement and further revision as and when needed. This initiative also eliminates the occurrence of human errors in data entry at multiple levels.

Subject: Productivity Linked Bonus for eligible Defence civilians of the Army Ordnance Corps (AOC) for the year 2016-2017.

Sir,

1. I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry ‘s letter No.F.24(6)/80/D(JCM), dated 28th September,1983 as amended from time to time, and to convey the sanction of President to the payment of 40 days (Forty Days) wages in cash as PLB for the year 2016-2017 to the eligible civilian employees of the AOC.

2. The entitiement has been worked out on the basis of the working results for the year 2016-2017 in accordance with the agreed formula.

3. The PLB will be paid to all eligible Gp.’B’ (Non-Gazetted), Gp.’C’ and Gp.’D’ civilian employees of AOC who are covered under PLB Scheme for the accounting year 2016-2017. The calculation ceiling of Rs.7000/-(7000*40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Produuctivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/-p.m.(1200*40/30.4) for the accounting year 2016-2017,.However, in cases where the actual wages fall below Rs.1200/-p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The Expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budjet grant for the year 2017-2018.

6. This issues with the concurrence of the Ministry of Finance (Deptt. Of Expenditure) vide their I.D. No. 300349248/E.III(A)/2017 dated 08.09.2017 and Defence (Finance/AG/PB) vide their Dy. No.149/AG/PB/2017 dated 11.09.2017

Subject: Exemption of Road Toll Tax to Defence Civilians

Respected Sir,
With due regards, your attention is invited to the Agenda Point No. 65 raised by this federation BPMS in the Steering Committee meeting for the 90th Departmental Council (JCM) (MoD) held on 27.09.2013 {Refer MoD F.No. 5(2)/2013/D(JCM), Dated 24.09.2013}. This federation BPMS submitted that Ministry of Shipping, Road Transport and Highways have issued a notification vide Notice No. NH 11065/12/2003 P&M, dated 15.09.2004 to Secretary, PWD of all States/Union Territories and National Highways Authority of India clarifying that the provisions of Indian Tolls (Army and Air Force) Act, 1901 is applicable to all States and National Highways whereby Army personnel are exempted from paying tolls on roads and highways in the States/Union Territories for their private vehicles irrespective of whether they are on duty or not.

This Federation has firm belief that the defence civilians are also integral part of Defence Forces and they perform their duties in almost similar conditions of uniform personnel without any extra financial benefits. Hence, they (Defence civilians) also deserve to be granted the benefits to some extent on par with uniform personnel.

In this regard, D(Mov) offered its comments (copy enclosed for ready reference) that the subject matter was not being dealt with by D(Mov).

Therefore, you are requested to take appropriate action so that Defence Civilians may also be exempted from paying tolls on roads and highways in the States/Union Territories for their private vehicles.

As per OM No.1-5/2016-IC dated 29.07.2016, the payment of pay and Allowances for the month of August 2016 will be made in August 2016 along with the arrears of pay from 01.01.2016 till 31.07.2016.

In this connection, you may refer to the Gazette Notification notified by Govt. Of India dated 25.07.2016.

The units under your jurisdication may be advised to forward the following documents for pay fixation as per 7th CPC.

1. Statement of fixation of pay as per CCS(RP) Rules, 2016 duly filled in and signed by the competent authority.

2. Service Books along with previous approved pay fixation proforma and connected documents.

3. The service Book should be updated in all respects.

4. The service Book may be sent by enclosing an undertaking as prescribed in “Form of Option” under Rule 6 (2) of the CCS (RP) Rules 2016. The Overpayment, if any, made to the individual may be recovered from his future payments.

The contents of RPR-2016 may be got noted by each individual under your jurisdiction and also obtain a Certificate from all staff members for the same

HQrs. Office vide their letter No. 5049/AT-P/Vol-XXIII Dated- 16.05.2016 has once again called for data on entollment of Aadhaar in respect of Defence Civilian Employees as well as Pensioners for reviewing the progress of “Digital Life Certificate Scheme”, introduced by GOI in November, 2014.

In the process of reviewing the progress of the Scheme, the Defence Secretary in a meeting on 12.03.2015 has directed that CGDA in consultation with UIDAI, RGI and other agencies would get themselves registered as Registers for Aadhaar enrollment in r/o defence civilians. In this regard, a weekly report was introduced vide CGDA’s letter of even no. dated 31.08.2015. The Weekly Report is required to be furnished to the Nodal Office i.e. O/o the CDA (IDS) New Delhi to reflect the correct number of defence civilians for Aadhar seeding/ Enrollment in the following format w.e.f. 31st of May 2016.

Now all Controllers are also required to submit the ibid report on weekly basis. Since no report in this regard is being endorsed to this office till date, it is requested to forward a copy of the weekly report to enable this office for further action at this end.

Further it is observed that marking of attendance through Aadhaar Enabled Biometric Attendance System [AEBAS] has since been implemented only in a few Branch Accounts Offices under the Organisation of PCA (Fys) Kolkata the Competent Authority has desired information on the present status on the progress of implementation of AEBAS in the Offices under each Branch Controller.

It is, therefore, requested to inform the present status on enrolment of Aadhaar and implementation of AEBAS in the offices under the Group. In case any difficulty is being faced at any stage i.e. at the time of ‘On Boarding’ or ‘Procurement of Devices’ or ‘Registration’ stage assistance of this office may be sought for accordingly.

Hon’ble Sir,

Through this letter, I would like to invite your attention to the following grievance of Civilian employees working in the Ministry of Defence:-

Govt. of India, DoP&T O.M. No. 14014 / 6 / 94- Estt (D) dated 09th Oct 1998 read with O.M. No. 14014/23/ 99- Estt (D) Dated 03rd Dec 1999 has a provision to give a compassionate appointment to one of the dependent for the survival of his family, if the employee unfortunately dies during his service period; leaving his family behind to survive, but it is limited to 5% of the vacancies. Due to this, a large number of wards are waiting for their appointment on compassionate grounds to look after the family.

Sir, there are 5.85 lakh sanctioned strength of defence civilians but the existing strength is only 3.98 lakh as on 01.01.2014 as mentioned in the report of 07 th CPC. It establishes that there is a deficiency of 1.87 lakh civilian manpower and there are Approx 20 thousands aspirants who are seeking appointment on compassionate grounds.

It is worth to mention here that DoP&T is the competent authority to grant one time relaxation from the limit of 5% vacancies falling under direct recruitment quota in Group ‘C’ post in a recruitment year.

Hence, you are requested to kindly intervene into the matter and issue necessary directives so that DoP&T may grant one time relaxation from the limit of 5% vacancies for compassionate ground appointments in the Defence Installations.

General Observations on Medical Bills in respect of Defence Civilians – PCDA writes to all field formations

SUB: General observations: regarding Medical Bills in respect of Defence Civilians (NON DAO).

During scrutiny/ audit of medical  reimbursement  claim the following  observations are communally observed:-

1.  Scrutiny certificate not found enclosed

2.  Check list, MEO 2004/97/MRCs not  attached/  not  completed  along with  date and signed/ not countersigned

3.  The specimen signature of competent  authority  not available or does not tally with the sample specimen signature.

4.  The attested  photocopy of CGHS  card along with  family photograph/  family detail with  D.O.B. not enclosed/not verified by unit authority.

5.   Original  Discharge/Emergency Certificate  of  the hospital in admission cases not enclosed.

6.  The referral letter from CGHS dispensary not enclosed.

7.  Original bills  not  attached  or  duplicate  bills  attached  without   certificate  of  lost vouchers as specified In FR-II RULE 43 and affidavit,  for duplicate claim, on stamp paper.

8.  The CGHS Package  deal/  CGHS Package  no. For Pathological test not mentioned.

9.  Original  Discharge/Emergency certificate  of  the  hospital  In   admission cases not enclosed.

10. Time barred sanction by Competent Authority  (HOD) in case delay by more than one month/three month from date of discharge/treatment  (in case of med advance).

11.  Legal heir affidavit on stamp paper for claiming medical reimbursement claim along• with  no objection  certificate  on stamp paper in  case of death of card holder  not enclosed.

12. 10%  discount  may  be  obtained  from   the  hospital  on  the  final  bill  on  cash payment/advance taken from Govt as per MOA signed by the each hospital with.

13. In  IOL  implantation     the  sticker  ID  not  attached  / verified by operating surgeon along with  name & type of IOL lens and the cash receipt.

14. All test copy may be enclosed.

15. The  claim  may  please   be  forwarded  to  Addl  Director,  CGHS (as  per  letter  s-11012/91-CGHS(P) (Vol-I) dt 18/03/1992 para 3(xiii)).

16. Certified copy of Emergency Certificate is not found enclosed.

17. The pay slip of the employee showing pay in  pay band and grade pay is  not found enclosed for assessment of entitlement.

18. As per this Office Circular  No.Pay/lv/Med/7007/0rd dt 23/05/2014  medical bill/final bill of hospital concerned (raised on or after 01/07/2014) received without  printed PAN, TAN, TIN  would not be entertained.

19. After discharge the CGHS  reference is not enclosed for follow up treatment.

20. Intimation  within  24 hours to concerned unit and CGHS wellness centre regarding emergency admission in hospital has not been found attached.

21. Heavy medicines  have been tendered  to  the  patient;   therefore   the  amount  of medical  claim paid to the  individual/hospital  may please be assessed by Addl  Dire CGHS (concerned city).

22. The CGHS doctor has not verified  the (ATP) Cash Memos (ADD. DIR. CGHS LUCKNOW Letter N0.3-151/2013-CGHS/LKO  Dot 30/09/2013).

Therefore it is requested that the above points  should be kept in mind before forwarding the claim to this office for reimbursement of claim to avoid unnecessary delay in disposal of medical claims raised by your office.
