The Seventh Pay Commission has awarded monetary compensation to jawans for allowing purchase of personal clothing items of uniform to be purchased under arrangement to be made by the Army. An annual remuneration of Rs 10,000/- has been paid to all jawans in lieu of selected items of personal clothing. Accordingly, Army has made arrangements for purchase of quality cloth to be made available through CSD outlets and stitching to be carried out under unit arrangements or any other means that the individual jawans may wish to get their clothing stitched as per authorized specifications. This provision is applicable to Central Armed Police Forces as well. It is, therefore, incorrect and inappropriate to single out Army on this issue through inadequately researched articles in the media.

 Tata Car CSD Price list with effect from September 2017 has been published in CSD Official Website. The Canteen Stores Department has released the revised list of CSD rates for all the Tata safari, Tata Zest, Tata Sumo, Tata Bolt, Tata Nano, Tata Indica, Tata Indigo and Tata Tiago available in CSD after the GST is come into effect,. The Price of the Cars should be checked with the respective Dealers for buying selected Cars. These Four-Wheelers CSD Price list revised after the implementation of GST.

These rates will vary by Rs. 10,000/- (approximately) at various places across the country due to transportation charges, transit insurance charges etc. incurred by Car Companies.

Canteen Stores Department (CSD) go with online soon

India’s largest retail network, the Canteen Stores Department (CSD) which supplies goods at concessional rates to defence personnel from the Army, Navy and Air Force is planning a makeover, according to a Times of India report.

The retailer is planning to go online, with the entire range of white goods brands available on the CSD website. Customers can select and make online payment directly to the white goods company via internet banking.

Aside from expanding its depots, the retailer is also looking at putting in place systems that will allow customers to purchase the latest goods with no time lag.

Also, the documents needed for purchases will soon be made online. The main objective of the move is to ensure its 1.2 crore cardholders get to purchase the latest fast-moving consumer goods (FMCG) on the same day that they are stocked on the canteen’s retail shelves.

Instead of two board meetings in a year, the retailer is planning to have six meetings for faster clearance of new product introductions.

“We are already in talks with leading FMCG companies like Hindustan Unilever and Procter & Gamble to ensure our customers get to sample their products as soon as they are launched,” Air Vice-Marshal M Baladitya, chairman, board of administration and general manager of CSD told TOI exclusively.

Baladitya is hopeful of carrying out the changes by Diwali this year.

Also, CSD is talking to leading consumer durable makers to smoothen the process on white goods.

First started in 1921 for British troops, CSD is now planning to expand depots in places such as Bhubaneswar (Orissa), Danapar (Bihar) and Himachal Pradesh. Currently, CSD has 34 depots and 4,500 outlets.

As per the report, major contributors to CSD’s sales are toiletries (around Rs 4,500 crore), white goods and cars (around Rs 4,000 crore), packaged foods and supplements (Rs 3,500 crore), liquor (Rs 3,000 crore) and other household goods & luggage (around Rs 3,000 crore).

From a turnover of Rs 48 lakh in 1948, CSD comes all the way and had Rs 17,000 crore turnover in 2016-17.

CLARIFICATION ON ISSUED ‘SOPs’ TO ALL COMPANIES SUPPLYING GOODS, CARS, TWO WHEELERS IN IMPLEMENTATION OF GST

1. Please refer this office letter No.6/F&A/C&C/556 dated 20 July 2017.

2. It is once again clarified that only 50% of GST rates will be charged to URCs and authorized customers on purchase of other than AFD items and AFD items respectively. Though 50% refund mechanism is time consuming, CSD will take the responsibility of getting the same without charging URCs and end customers. This initiative has been taken by CSD to avoid timelags of benefit of 50% of GST rate to the authorized customers of URCs. However, cess will be levied totally in case of aerated drinks (Pepsi, Coco-cola etc) and cars at the applicable rates since no exemption has been granted towards cess.

3. All the Depot Managers are to educate the URCs and the end customers in case of AFD purchases on the above issue.

CSD: Implementation of GST at URCs

ADVISORY 10/ 2017: IMPLEMENTATION OF GST AT URCs

1. The Govt has declared 50% exemption of GST to CSD (copy of relevant extract att as Annx).

2. URCs’ sales to end customers are exempted levy of GST. As a consequence, URCs are exempted from registration for GST and filing of monthly returns etc.

3. URCs need not make any extra efforts in implementation of GST wef 01 Jul 2017, except the following activities:-

(a) Ensure proper accounting of closing stock as on 30 Jun 2017 since, they have to be sold at old selling prices wef 01 Jul 2017.

(b) CSD Depots will be selling the balance stocks as on 30 Jun 2017 at the old rates to URCs. All the stocks received from CSD Depots with old selling prices during July 2017 and the closing stocks at URCs as on 30 Jun 2017 should be sold at old prices as on 30 Jun 2017 to end customer.

(c) No URC should refuse the stocks already demanded by them in the month of Jun 2017, as these stocks have been purchased and supplied to Depots.

(d) Goods purchased by CSD Depots from the companies in GST Regime (wef 01 Jul 2017) will be sold at revised wholesale price. URCs will sell these goods at revised retail price to end customers, which will be communicated by CSD HO in due course of time through their respective depots.

(e) It is advisable to liquidate old stocks at URCs as on 30 Jun 2017 first and then only start selling new stocks.

(f) Dual billing system may be followed, if all the stocks as on 30 Jun 2017 cannot be liquidated and sale of new stocks to be carried out with new rates, if situation warrants.

(g) CS Dte has directed CIMS management to prepare and forward revised software to all URCs, in order to switchover the billing process in GST environment. This is dependent on companies disclosing post GST prices to CSD HO in an early timeframe.

(h) All URCs should maintain the record of purchases and sales meticulously in electronic mode,

(j) The Government is yet to finalise e way bill procedure in GST

environment for collection vehicles that will be used to collect stores from CSD Depots by URCs. Once e way bill is made mandatory for URCs, the same will be intimated.

4. However, as liquor is outside the purview of GST, URCs will continue with the existing system for sale of liquor.

5. This letter supersedes all earlier instrs on the subject and be disseminated to all URCs under respective comd.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to ShriVenkateshBabu TG in Lok Sabha today.

Do’s

  • Demand only what customers desire, not what is prompted.
  • Report failure in after-sales-service/quality to Depots / Regional offices / HO.
  • Nominate a responsible representative or URC meetings
  • Report non-availability of vital & essential items to Regional offices / HO.
  • Canteen staff to ensure that consumer durables are sold duly checked by the customer.
  • Guarantee card to be filled and handed over to customer.
  • Get defective items (within the warranty period) replaced free of cost as entitled to the customer.
  • Update the Price Catalogue regularly. Submit indents before the 10th of every month.
  • Indents should be raised according to what customers need and not just the reception of old demands.
  • Ensure that Payments are made to CSD Depots through RTGS.
  • Display new items for better appreciation and feedback from customer.
  • Report discrepancies like shortages, wrong issues etc., duly enclosing Board Proceedings to the depot within 30 days of collection of Stores.
  •  Check doubtful packing cases at the time of collection.
  • Collect AFD (Category-II) items within the same month in which they are invoiced.
  • Return within 60 days (if unsold) new items / substitutes issued without URC’s demand.

Dont’s

  • Don’t pamper CSD staff.
  • Don’t accept items substituted / forced without your consent. (except newly introduced.)
  • Don’t correspond for petty losses.
  • Don’t allow leakages of stores to unauthorised sources.
  • Don’t send clueless representatives for collection of stores.

VEcare : Army helpline for Veterans

VEcare : Army helpline for Veterans

Headquarters Eastern Command launched a 24×7 veteran helpline ‘VEcare 1904’ at Fort William today, which was inaugurated by Gen Shankar Roy Chowdhury (Retired), former Chief of the Army Staff, amidst a large number of serving and retired soldiers. Lt Gen Praveen Bakshi, GOC-in-C Eastern Command, said the facility was in continuation of the Chief of the Army Staff’s focus on ‘Welfare of Ex-servicemen and Veer Naris’. Post launch of Directorate of Indian Army Veterans in January this year at New Delhi, the VEcare service is a new initiative for veterans and serving personnel of all three services. It would be particularly of immense help to individuals in distress and requiring immediate medical help. The facility will soon be extended to other stations of Eastern Command.

VEcare service can be availed from landline or mobile by simply dialing 1904. To a registered mobile user, it will provide automated voice guidance for medical emergency assistance including immediate dispatch of an ambulance, queries related to medical facilities and appointments at ECHS/ Command Hospital, CSD related value addition services and facilitate connectivity to Army telephone numbers. The Army Commander further stated that, an endeavour was underway to populate the data of all the veterans whereafter the software driven initiative would be fully exploited. The helpline facility is being seen as a major initiative towards veterans’ welfare.

1. Further to this HQ letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015.

2. Govt of India, MoD vide letter No. 8(14)/2015 dated 04 Mar 2016 has extended Canteen facilities to family pensioners of retired Defence Civilian employees. The procedure for processing of application will be as per this Dte letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015. The applicant must write Family Pensioner of retired defence civilian on the application form.

3. All HQ are requested to disseminate this letter to all Fmns/Units/URCs in their jurisdiction.

Sub: Grant of CSD Canteen facilities to Retired Defence Civilian Employees

Government of India, Ministry of defence has decided to extend of CSD facilities to the retired defence civilian employees vide their office order F.No. 8(14)/2015-D(mov) dated 31/07/2015 and same has been circulated vide No. ANN-II/7089/CSD/Corr dated 18/08/2015 of our HQrs office
The matter has been taken up with CSD card issuing authority ie Smart Chip Limited Lucknow, vide this office No. even dated 24/08/2015. On receipt of direction/ procedure/ requirement of evidences for the said card, then this office will collect the form from eligible retired persons for onward transmission to CSD card issuing authority. As per discussion it may take 4-5 weeks.
Further, up-dation on the matter will be uploaded on web site of this office.

Q1 Do I have to pay any penalty for making new Smart Card after I have lost the old Card? 

A1  (a) Penalties on Loss of Smart Cards Yes, In case of loss of Canteen  Smart  Card (Grocery/Liquor) by an individual following penalties will be levied in addition to costs of Smart Card and penalty amount will be merged with the URC profit :-

 

Loss/Card Liquor Grocery
First Time Rs. 500/- Rs. 500/-
Second and subsequent Time Rs. 1000/- Rs. 1000/-

Note. Chairman of the URC may wave off the Penalty depending upon the genuineness of the loss, in exceptional cases. 

 

(b) There have been few cases of misuse of lost Smart cards. Therefore, loss of Canteen Smart Card is being dealt with strictly. In addition to person applying afresh for the card and giving wrong details, responsible scrutinizing staff/ countersigning authority will also be held accountable for wrong details in application for fresh Individual Smart Card.

Q2. Why restrictions are laid by some URCs on entry as well as issue of items to authorized persons?

A2. Misuse of canteen facilities is detrimental to the welfare of the genuine buyers. This needs to be curbed. Sometimes temporary restrictions are also put on place due to short supply of certain items or excess purchase of certain items by customers during particular season. The responsibility to manage the available inventory as also to curb misuse of facility, lies with the Chairman of URCs. In order to streamline and further refine the procedures, following is being implemented:-

 

(a) No Bulk Purchases by Individuals. No bulk purchases by an individual are permitted. URCs can lay down restrictions at local level to ensure the same. However, all bulk purchases, if valid reasons necessitate, will be supported by one time use written permission of the Chairman of URC.

 

(b) Strict check on entry and allowing only authorized persons to avail canteen facilities. Entry into any URC will be purely Smart Card based by personal appearance.

Q3 . What are orders on the issue of liquor?

A3 Liquor Quota. There is no change in liquor authorization. However, it is limited as per brand/type for better planning and control over quality & quantity. As such, following restrictions are presently enforced:-

 

(i) Officers. Scotch whisky permitted up to 50% of total entitlement.

(ii) JCOs & Eqvl. Not more than three Whisky bottles including one Scotch Whisky of the entitlement.

(iii) Others. Not more than two Whisky bottles including one Scotch Whisky of the entitlement.

Note. This restriction will be revised by the DDGCS from time to time as per requirement, availability of funds and stock position.

Q4 What is the entitlement for purchase of car?

A4 Four Wheelers(Car). An entitled person based on his purchasing power will be entitled to purchase first or subsequent car only after years and up to capacity as mentioned below:-

(a) Officers (Incl Retd) – Four years and upto 2500 cc capacity.

(b) JCOs/Eqvl granted Hony Commission (lncl Retd) – Seven years and upto 1500 cc capacity

(c) JCOs/OR & Eqvl (Incl Retd) – Once while in service and once after retirement up to 1400cc capacity.

Q5. Is there a minimum service limit for purchase of car by JCOs/ OR?

A5. Yes, A JCO/ OR should have rendered min 15 years of color service to apply for a car.

Q6. What are restrictions on purchase of a 2-Wheeler?

A6 All categories (Incl Retd) can buy a 2- wheeler after every three years. .

Q7. Is there any restriction on AFD items?

A7. AFD Items like Refrigerator, TV, Washing Machine etc can be purchased after every three years by all categories.

Note: Control Over AFD Items will be reviewed from time to time as per requirement, availability of stores and budgetary situation of CSD.

Q9. What are the orders for entry into a URC?

A9. Entry into any URC will be purely Smart Card based by personal appearance. In case a particular Offr/JCO/OR/Equivalent is unable to present himself personally due to valid reasons like old age or acute medical problem, a permission, signed by the Chairman/ CO/OC of the unit/ establishment running the URC must accompany the Smart Card with photo of the authorized person carrying it. Validity period and genuineness of requirement of such permission will be decided by the Chairman of the URC on case to case basis.
