As many as 20 lakh people have joined the modified Pradhan Mantri Jan Dhan Yojna (PMJDY), taking the total number of account holders in the flagship financial inclusion programme to 32.61 crore as on September 5, according to finance ministry data.

The government earlier this month relaunched PMJDY as an open-ended scheme with higher insurance cover and double the overdraft (OD) facility.

The Union Cabinet decided to continue the scheme beyond the four-year period ended August 14 with an aim to take the formal banking system from “every household to every adult“.

During the August 15-September 5 period, the total deposits in 32.61 PMJDY accounts witnessed an increase of Rs 1,266.43 crore.

The balance in PMJDY accounts was Rs 82,490.98 crore as on September 5.

Under the revamped scheme, accidental insurance cover for new RuPay card holders has been raised from Rs 1 lakh to Rs 2 lakh for new PMJDY accounts opened after August 28.

Also, the existing OD limit of Rs 5,000 has been increased to Rs 10,000. Further, no conditions will be attached for OD up to Rs 2,000.

The data also showed that nearly 7.18 lakh people, who opened PMJDY account after August 28, may get the benefit of increased accidental insurance cover of Rs 2 lakh.

Launched in August 2014, the first phase of PMJDY focussed on opening basic bank accounts and RuPay debit card with in-built accident insurance cover of Rs 1 lakh.

Besides, it provided Basic Banking Accounts with OD facility of Rs 5,000 after six months.

Phase II beginning August 15, 2018 was planned to provide micro-insurance to the people and pension schemes to unorganised sector workers through Business Correspondents.

About 53 per cent of PMJDY account holders are women, while 83 per cent of the total accounts are seeded with Aadhaar.

Members registered on the UAN portal may get their details available with EPFO by giving a missed call at 011-22901406 from their registered mobile number. If the UAN of the member is seeded with any one of the Bank A/c number, AADHAAR and PAN, the member will get details of last contribution and PF balance. To avail this facility, mobile number must be activated with UAN at Unified Portal. Giving missed call from registered mobile number at 011-22901406 automatically gets disconnected after two rings. This service is available free of cost to the member. Moreover, these services can be availed from non-smart phones also.

The information for availing missed call facility and SMS service for getting PF balance and last contribution is now available on UMANG app also.

Universal Account Number (UAN) activated members may know their latest PF contribution and balance available with EPFO by sending an SMS at 7738299899 from registered mobile number. The Member has to SMS “EPFOHO UAN” to 7738299899. The facility is available in 10 languages viz. English (default), Hindi, Punjabi, Gujarati, Marathi, Kannad, Telugu, Tamil, Malayalam and Bengali. For receiving SMS in any of the languages other than English, first three characters of the preferred language needs to be added after UAN. For example, to receive SMS in Telugu, then SMS to be send will be “EPFOHO UAN TEL” to 7738299899

SMS should be sent from the registered mobile number of UAN. In response, EPFO will send last PF contribution and balance details of the member alongwith available KYC information.

(a) to (b): Yes, Sir. The Department of Food and Public Distribution has issued clear instructions to all States/UT Governments that no beneficiary/household shall be deleted from the list of eligible beneficiaries/households only on the ground of not possessing Aadhaar, and shall also not be denied subsidized foodgrains or cash transfer of food subsidy under NFSA due to non-availability of Aadhaar or failure of biometric authentication due to network/ connectivity/ linking issues/ poor biometric of the beneficiary or other technical reasons. The State/UT Governments are required to comply with the provisions of the notification issued by this Department vide SO No. 371[E] dated 8/2/17 [as amended from time to time], for granting PDS benefits to those beneficiaries who do not possess Aadhaar.

(a) to (b) The 21st Law Commission of India in its 270th Report titled “Compulsory Registration of Marriages” has observed that it would be desirable to have a centralized national portal for maintenance of records of marriage registration and if registration of marriage is linked to the unique identification number (UID), it would be possible to achieve universal tracing of records.

(c) The Government is yet to take a decision in the matter.

CBDT extends date till 31.3.18 for linking of Aadhaar with PAN

Under the provisions of recently introduced section 139AA of the Income-tax Act, 1961 (the Act), with effect from 01.07.2017, all taxpayers having Aadhaar Number or Enrolment Number are required to link the same with Permanent Account Number (PAN). In view of the difficulties faced by some of the taxpayers in the process, the date for linking of Aadhaar with PAN was initially extended till 31st August, 2017 which was further extended upto 31st December, 2017.

It has come to notice that some of the taxpayers have not yet completed the linking of PAN with Aadhaar. Therefore, to facilitate the process of linking, it has been decided to further extend the time for linking of Aadhaar with PAN till 31.03.2018.

219th Meeting of Central Board of EPFO Held

The 219th meeting of the Central Board of Employees’ Provident Fund Organisation (EPFO) held in New Delhi yesterday under the chairmanship of Union Minister of labour & Employment Shri Santosh Kumar Gangwar.

Following where are the key decisions of the Board:

a) The Board took note of the 10 requests from ineligible establishments for waiver of damages during the period May 20, 2017 to September 30, 2017 which were earlier rejected by EPFO.

b) The Central Board started investing in Equity Exchange-Traded Funds (ETFs) from August 2015. The Accounting Policy for valuation and accounting of equity investments were prepared in consultancy with IIM Bangalore. The observations of the CAG were also incorporated in the accounting policy. The same was approved by the Central Board.

c) Present decentralized system of EPFO for making payment to its beneficiaries involves higher cost of transactions, delays in recredits in case of failed transaction and does not provide for AADHAAR enabled payments. Hence, EPFO proposed to move towards the Centralised Payment System using National Payments Corporation of India (NPCI) platform. The benefits of the proposed system are:

  • Funds will be transferred on the same day to the beneficiaries through NPCI platform.
  • Office may reconcile the transaction status on T+0 basis. This will result in early recredit in the accounts of beneficiaries in the case of failed transactions.
  • Availability of the facility of AADHAAR enabled transfer of funds.
  • Transaction cost by way of bank charges will also come down.

The Board gave in-principle approval for the same.

The Central Board also took note of the recent IT based initiatives of EPFO for better services to its stakeholders:-

(1) Online Adhaar Verified UAN allotment to any citizen at Unifed Portal: Universal Account Number (UAN) is mandatory for filing the returns and depositing the contributions. However, the establishments face difficulties in seeding Aadhaar details of the employees. To obviate this difficulty, an open functionality has been introduced through which any citizen / present prospective employee can generate his/her UAN on the basis of Aadhaar and link his KYC details. The registration facility is available at Member Interface in the Unified Portal (https://unifiedportal-mem.epfindia.gov.in/memberinterface/). It being an online facility, there is no need to submit any physical documents.

(2) Introduction of Online request functionality to EPF Subscribers for correction in Name, DoB and Gender:

In line with the decision of Government for digital India, a functionality has been developed where member can give online request to his/her employer at Member Interface in the Unified Portal (https://unifiedportal-mem.epfindia.gov.in/memberinterface/) for correction in Name, DoB and Gender.

EPFO is committed to strengthen the e-governance system to bring more transparency and to provide better services to its stakeholders. EPFO has already launched a number of e-governance initiatives such as Electronic Challan-cum-Return, Member e-passbook, payment through National Electronic Fund Transfer, Online Registration of Establishments, Mobile governance, Online receipt of claims, Auto transfer of Accounts etc.

Aadhaar Data is Never Breached or Leaked: UIDAI

The Unique Identification Authority of India (UIDAI) responding to a news report, appeared in certain section of media on “210 Government sites made Aadhaar info public” as if Aadhaar data is leaked or breached, has said that such report is a skewed presentation of the facts and poses as if the Aadhaar data is breached or leaked which is not the true presentation. UIDAI said in a statement here that the Aadhaar data is fully safe and secure and there has been no data leak or breach at UIDAI.

UIDAI said that this said data on these websites was placed in public domain as a measure of proactive disclosure under RTI Act by these government and institutional websites which included beneficiaries’ name, address, bank account, and other details including Aadhaar number and was collected from the third party/users for various welfare schemes. It was this collected info which had been displayed in the public domain under RTI Act. There was no breach or leakage of Aadhaar data from UIDAI database or server as has been aired by the said report.

UIDAI said that acting promptly on this, UIDAI and Ministry of Electronics & IT had directed the concerned Government departments/ministries to immediately remove it from their websites and ensure that such violation do not occur in future. Certain other measures were also taken at various levels to ensure that such incidents of display of Aadhaar numbers do not take place. Following UIDAI’s action such data were removed from these websites immediately. However, the news presented the facts in a skewed manner and misleads readers as if Aadhaar data has been leaked or breached at 210 websites posing Aadhaar security is vulnerable.

UIDAI reiterated that Aadhaar security systems are best of the international standards and Aadhaar data is fully secure. There has been no breach or leakage of Aadhaar data at UIDAI. Also, the Aadhaar numbers which were made public on the said websites do not pose any real threat to the people as biometric information is never shared and is fully secure with highest encryption at UIDAI and mere display of demographic information cannot be misused without biometrics.

UIDAI clarified that Aadhaar number is not a secret number. It is to be shared with authorized agencies when an Aadhaarholder wishes to avail a certain service or benefit of government welfare scheme/s or other services. But that does not mean that the proper use of Aadhaar number poses a security or financial threat. Also, mere availability of Aadhaar number will not be a security threat or will not lead to financial/other fraud, as for a successful authentication fingerprint or iris of individual is also required. Further all authentications happen in presence of personnel of respective service provider which further add to the security of the system.

Furthermore, UIDAI security system has people’s participatory security system like Biometric Lock facility available at UIDAI portal which any Aadhaarholder can use to put his/her own lock on one’s biometric by visiting UIDAI’s official website www.uidai.gov.in.

On the eve of Deepawali, Employees’ Provident Fund Organisation (EPFO) is pleased to introduce a new facility for its esteemed members having Universal Account Number (UAN) and other relevant details to link their respective UAN with Aadhaar online. This, in turn, would facilitate the members, a better and speedy EPFO services.

 

The facility has been made available at EPFO’s website www.epfindia.gov.in >> Online Services >> e-KYC Portal >> LINK UAN AADHAAR.

Using the facility, EPFO members can online link their respective UAN with Aadhaar. While using the facility, the member will have to provide his/her UAN. An OTP will be sent to his/her mobile linked with UAN. After OTP verification, the member will have to provide his/her Aadhaar Number. Another OTP will be sent to his/her mobile/email linked with Aadhaar. After OTP verification, if UAN details are matched with Aadhaar details, then UAN will be linked with Aadhaar. After linking, the EPFO member may avail online EPFO services linked with Aadhaar.

Permanent Account Number (PAN) is the key identifier of taxable entity and aggregator of all financial transactions undertaken by one person. One PAN for one person is the guiding principle for allotment of PAN. However, for achieving the objective of one PAN to one assessee it is required to maintain uniqueness of PAN. The uniqueness of PAN is achieved by conducting a de-duplication check on all already existing allotted PAN against the data furnished by new applicant. Under the existing system of PAN only demographic data is captured. Some instances are found where multiple PANs have been allotted to one person or one PAN has been allotted to multiple persons despite the application of de-duplication process based on demographic data. Linkage of Aadhaar number into PAN database will allow a robust way of de-duplication as Aadhaar number is based on biometric attributes of finger prints and iris images. Further seeding of Aadhaar will allow the Income-tax Department to weed out any undetected duplicate PANs. It will also facilitate resolution of cases of one PAN allotted to multiple persons.

As on 27.7.2017, 11,44,211 PANs have been identified and deleted or de-activated in cases where multiple PANs were found allotted to one person. Similarly, as on 27.7.2017, 1,566 PANs have been identified as ‘Fake’ which were allotted to either non-existent person or in the names of persons with false identities. In this regard, the PAN service provider carries out onsite verification of PAN applications to verify identity and addresses of the applicant and share the report of such verification to the concerned Assessing Officer. On receipt of such report the assessing officer also conducts enquires and mark the PAN as “Fake”. If information of allotment of more than one PAN is received, the facility to delete or de-activate the PAN is available with the Assessing Officer through application software. Further, during 2004 to 2007, an exercise for de-duplication of PAN was conducted in the Department to identify probable duplicate PANs, which were consequently deleted or de-activated by the concerned assessing officers after examinations.

This was stated by Shri Santosh Kumar Gangwar, Minister of State for Finance in written reply to a question in Rajya Sabha today.

There are some complaints that the taxpayers are not being able to log on to the e-filing website of Income Tax Department or not being able to link Aadhaar with PAN because of different names reflected in PAN and Aadhaar database. While technical snags have been removed already, the main reason for failure of people to log in is because of last minute rush and panic in which those who have already logged in want to continue for the entire period for fear of losing it.

In order to ease-out the panic situation, the Government has decided to take the following steps:

  • For the purpose of e-filing return, it would be sufficient as of now to quote Aadhaar or acknowledgement No. for having applied for Aadhaar in e-filing website. The actual linking of PAN with Aadhaar can be done subsequently, but any time before 31st August, 2017. However, the returns will not be processed until the linkage of Aadhaar with PAN is done.
  • In order to facilitate the e-filing of return, it is also decided to give extension of five days for e-filing of return. The return can be filed upto 5th August, 2017.

NEW DELHI: The Union health ministry has made Aadhaar a compulsory document for tuberculosis patients to be able to avail treatment under the government’s Revised National Tuberculosis Control Programme (RNTCP).

“An individual eligible to receive the benefit under the scheme, is hereby, required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication,” a government notification said. This also means that patients suffering from TB will also be unable to get cash benefits under a central government scheme till they produce their Aadhaar card.

RNTCP under the National Health Mission for promotion of universal access to TB care provides for a conditional cash assistance. The beneficiaries include TB patients, private healthcare providers and treatment supporters.”

“This notification will come into effect from the date of its publication in the Official Gazette in all the states and Union territory Administrations except Assam, Meghalaya and Jammu and Kashmir,” it added. India has 2.8 million cases of TB as of data from 2015.

However, the World Health Organisation (WHO) recently said that tuberculosis epidemic in India was “larger” than what had been previously estimated and asserted that the country is among those six countries which accounts for 60% of the 10.4 million new TB cases in 2015.

The ministry has asked patients without Aadhaar card to get themselves enrolled by August 31. It will also offer Aadhaar enrolment facilities for those who do not have an Aadhaar number. Till a patient gets the Aadhaar number, he or she can avail the benefits with the help of Aadhaar enrolment ID slip, or other government documents such as voter identity card, PAN card, etc.

Central Government notifies Exemption from Quoting Aadhaar / Enrolment ID to certain individuals

The Central Government vide notification dated 11th May, 2017 has notified that the requirement of quoting of Aadhaar / Enrolment ID shall not apply to the following individuals if they do not possess the Aadhaar / Enrolment ID:

  • An individual who is residing in the state of Assam, Jammu and Kashmir and Meghalaya.
  • An individual who is a non-resident as per the Income-tax Act, 1961.
  • An individual of the age of eighty years or more at any time during the previous year.
  • An individual who is not a citizen of India.

The notification is available on the Income Tax website www.incometaxindia.gov.in.

Section 139AA of the Income-tax Act, 1961, as inserted by the Finance Act, 2017 provides for mandatory quoting of Aadhaar / Enrolment ID of Aadhaar application form for filing of return of income and for making an application for allotment of Permanent Account Number with effect from 1st July, 2017. Section 139AA (3) of the Act empowers the Central Government to notify the person(s) or State(s) to which the requirement of quoting of Aadhaar / Enrolment ID shall not apply.

Income Tax department launches new facility to link Aadhaar with PAN

New Delhi: The Income Tax department has launched a new e-facility to link a person’s Aadhaar with the Permanent Account Number (PAN), a mandatory procedure for filing IT returns now.

The department’s e-filing website https://incometaxindiaefiling.gov.in/ has created a new link on its homepage making it easy” to link the two unique identities of an individual.

The link requires a person to punch in his PAN number, Aadhaar number and the exact name as given in the Aadhaar card”.

After verification from the UIDAI (Unique Identification Authority of India), the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP (one time password) will be required,” the department said in its advisory to taxpayers and individuals.

The OTP will be sent on the registered mobile number and email of the individual.

It urged them to ensure that the date of birth and gender in PAN and Aadhaar are exactly the same, to ensure linking without failure.

There is no need to login or be registered on e-filing website (of the I-T department). This facility can be used by anyone to link their Aadhaar with PAN,” it said.

The government, under the Finance Act 2017, has made it mandatory for taxpayers to quote Aadhaar or enrolment ID of Aadhaar application form for filing of income tax returns (ITR).

Also, Aadhaar has been made mandatory for applying for permanent account number with effect from July 1, 2017.

The department, till now, has linked over 1.18 Aadhaar with its PAN database.

While Aadhaar is issued by the UIDAI to a resident of India, PAN is a ten-digit alphanumeric number issued in the form of a laminated card by the IT department to any person, firm or entity.

Minister of State (I/C) for Labour and Employment, Shri BandaruDattatreya launched two schemes “One IP- Two Dispensaries” and “Aadhaar based Online Claim Submission” on the occasion of International Labour Day today.

Under One IP- Two Dispensaries scheme ESIC has given an option to an Insured Person (IP) to choose two dispensaries, one for self and another for family through an employer. This will benefit all IPs, especially migrant workers who are working in other than home State, while their families are living in their native States. Because of non-availability of option of second dispensary, the dependent members of family are often deprived of medical benefits. By introducing the concept of ‘One IP- Two Dispensaries’, IP as well as their family members would now be able to get treatment from either of the dispensaries and in case of emergency from any ESI Institution.As of now, around 3 crores IPs are covered under ESIC and total number of beneficiaries i.e. IPs and their family members is over 12 crores.

Under Aadhaar based Online Claim Submission scheme all EPF Members who have activated their UAN and seeded their KYC (Aadhaar) with EPFO will be able to apply for PF final settlement (form19), Pension withdrawal benefit (Form10-C) and PF part withdrawal (Form31) from the their UAN Interface directly. The three forms collectively form more than 80% of EPFO’s claim workload.Members can complete the whole process online and they neither need to interact with the employer nor with the EPFO field office to submit online claim.They are not required to give any supporting document while preferring online PF part withdrawal case. Member’s applying online will be taken as his self-declaration for preferring the advance claim.

Launching the schemes Shri BandaruDattatreya said that the Government has recognised the importance of labour and the contribution of workers and is dedicated to their welfare. It is ensuring job security, wage security and social security to them.The Minister of State (I/C) for Labour and Employment said that the Government is trying to provide social security to the workers of unorganised sector also. He said that in the recently launched scheme ‘SPREE’ by ESIC the new accounts of 77 lakh individuals and 66 thousand establishments have been opened and EPFO has also added around 50 lakhs new accounts in its recently launch scheme. 34 million registrations have already been done on National Career Service (NCS) Portal.

Earlier, Smt. M. Sathiyavathy, Secretary, Labour and Employment said that the ministry has undertaken many steps for the welfare of workers. The Ministry is also rationalising the labour laws for the ease of business. She said that upgradation of skill is necessary for the job opportunity.

EPFO: Here are 4 points govt is working on the retirement scheme to make it more subscriber friendly

After last year’s fiasco over taxing of provident fund, the government seems to be working overtime to make changes to the retirement scheme. The government has introduced a slew of measures to make the Employee provident Fund Organsiation or EPFO more subscriber-friendly, while it is reportedly proposing more steps.

Here are the steps the government has taken or has proposed to take and what they mean to you:

1) The EPFO recently simplified the norms for provident fund claims by coming out with a single one-page form for all types of claims. This means you won’t need to fill forms like Form 19, Form 10C, and Form 31 anymore to make the claims. These forms were being accepted for PF Final Settlement, EPS Pension withdrawal and PF Partial withdrawal respectively in the past.

The new form called the new Composite Claim Form (CFF) are of two types called CCF (Aadhaar) and CCF (non aadhaar). Even the process has now been made simple where the form can be submitted to EPFO which bypasses the employer completely if you are Aadhaar complaint and the account is seeded with your bank details. Here you will need to fill the CCF (AAdhaar) form and for those who are not Aadhaar compliant, they will have to fill the CCF (non aadhaar), and include the employer in the process.

Even taking advances from your PF corpus has been made easy, as going forward you don’t need to provide any kind of document as proof. The recent order by the government says, “submission aadhar compliant and non-Aadhar compliant form duly signed by the EPF subscriber shall be construed as ‘self-certification for the above partial withdrawals for which no documents would be required to be submitted to the EPFO offices.” In short, less amount of paper work for employees as well as faster resolution of claims will be set in place.

2) By May this year EPFO is planning to launch an online facility which will simplify the claim process, EPFO Central Provident Fund Commissioner VP Joy told recently. Under the proposed scheme, the claims are expected to be settled within 20 days of submitting the form. It usually take 4-5 months for the process to get done and money to credit into your bank account. The institution is working to make the entire process computerised.

3) In another move the government is considering decreasing the employers liability towards Employees Provident Fund (EPF) in the construction sector to 10 percent of the basic pay as against the current 12 percent, as reported by The Financial Express. Reducing the amount of employer’s contribution, will possibly nudge more building/construction units to extend the EPF benefits to workers. Last year, the Delhi High Court had passed an order stating that all construction workers need to be mandatorily enrolled under the EPF scheme. The Hindu Business Line had reported, “Builders had expressed concerns over “ambiguity” in the eligibility of workers, many of whom were employed on a casual or short-term basis.” And enrollment of construction workers in PF was below expectations.

4) EPFO is expected to launch a special housing scheme this month, which will make life of crores of members easier if they have or plan to avail a home loan. This scheme will enable members to make down payments or pay EMIs from their EPF account to buy houses.

According to PTI, the subscribers as well as their employers would be required to form a group housing society which would further tie up with banks and builders or sellers of homes so that EPFO members can buy homes. The scheme is likely to be launched anytime after 8 March.

Explainer: The granular details are yet to be out, only time will tell if this scheme is good.

The Indian Railways is planning to move further Aadhaar based train ticket booking system through online to prevent touts. Now, IRCTC requested to all passengers who are all registered with this portal, entry their passenger detail with Aadhaar number.

Aadhaar verification is going to be mandatory to avail Senior Citizen concession in Railway booking soon, Please provide Aadhaar ID to add and verify Senior Citizen Passenger details through IRCTC Web portal. You can add the passengers list with Aadhaar number. Aadhaar verification is available only for Senior Citizens and not for all.

How to enable Aadhaar Authentication Service for Senior Citizen Passengers through IRCTC.

Steps to Authenticate Aadhaar Details
1. Login using your IRCTC User ID and Password on IRCTC eTicketing website.
2. Click “Master List” link under “My Profile” menu.

 

3. While adding new senior citizen passengers in the Master list, provide correct and complete details i.e. Name, Date of Birth, Gender as mentioned in the Aadhaar Card. Thereafter, select Senior Citizen concession option as Yes/No, ID card type as Aadhaar ID and provide Aadhaar number.

 4. Ensure that correct details as per Aadhaar Card have been submitted.
5. Click on “Add Passenger” button to Add Senior Citizen passenger and authenticate Aadhaar details.
6. Passengers will be added in the Master list with Verification Status as “Pending”.
7. To check the verification status of Aadhaar details, use “Click here to check pending Aadhaar verification status” option provided in the section.

 8. Verification status of Senior Citizen passengers who have authenticated their Aadhaar details successfully will be “Verified” and for failed authentications verification status will “Not Verified”.
9. Senior Citizen passengers already available in the Master list without Aadhaar verification can also be verified by using “Edit” option and submitting complete details including Aadhaar number.

Steps to Select Aadhaar verified Senior Citizen passengers during Ticketing Booking
1. After successful verification of Aadhaar details, Senior Citizen passengers can be selected from Master List and added to the Passenger Details while booking ticket.

 2. To add Aadhaar verified Senior Citizen passengers in the Passenger details page, use “Select Passenger From Your Master List” link. A pop up with complete details of Passengers in the Master List will be displayed. Passengers selected from this page will be added to the Passenger entry form.

The EPFO has clarified that obtaining of Aadhaar should be mandatory for the time being only for final settlement of Pension and not in withdrawl cases. The EPFO had extended the date of submission of Aadhaar Number authentication by the members of Employees’Pension Scheme 1995 upto 31st March 2017.

However, news item appearing in few dailies suggested that Aadhaar is not required in settlement of pension claims. Accordingly, the EPFO reiterated that the requirement of submitting Aadhaar is not insisted for the time being only in withdrawal benefit cases under Employees’ Pension Scheme, 1995. Furnishing of Aadhaar is still mandatory for final settlement of pension and scheme certificate cases.

Highlights:

2. In case of full withdrawal from EPF accounts, subscribers are required to mention only their names, registered mobile number, UAN, Aadhaar number, date of joining and leaving the company

3. For partial withdrawals from EPF accounts, subscribers are not required to submit extra documents

With an aim to provide withdrawal ease to its EPF subscribers, retirement fund body Employees’ Provident Fund Organisation(EPFO) has started a simplified one page claim withdrawal form, The Hindustan Times reported.

Employees’ Provident Fund (EPF) allows withdrawal if subscriber is unemployed for at least two months or partial withdrawals for events such as medical emergencies, children’s education or buying a house, cited report on Monday.

For EPF subscribers whose Universal Account Number (UAN) is linked to their Aadhaar and bank account number, they can approach the EPFO directly for claims, bypassing the employers, it said.

Earlier, EPF subscribers had to fill up form 19 for complete withdrawal, form 10C for pension fund scheme certificate to retain membership of Employees’ Pension Scheme or to claim withdrawals, and form 31 for partial withdrawals.

Now, with the EPFO’s introduction of the new form called the composite claim form all forms have been merged into one. It has launched two types of EPF withdrawal forms- Aadhaar and non-Aadhaar forms.

The Aadhaar-based composite form is meant for individuals who have activated their UAN and linked it with their Aadhaar and bank account number, and whose details are embedded in the UAN portal, the news report said.

According to the report, in case of full withdrawal from EPF accounts, subscribers are need to mention only their names, registered mobile number, UAN, Aadhaar number, date of joining and leaving the company.

Moreover, for partial withdrawals, there is no longer need of extra documents. Subscribers have to mark the purpose for which they need the money and how much. Sign the form, attach a cancelled cheque and then the subscribers can go ahead.

The non-Aadhaar form needs details of EPF subscribers such as date of birth, father’s name and bank account details. It has to be signed by subscribers and their employers.

The report citing the new form further stated that for partial withdrawals subscribers do not have to submit proof.

For instance, if partial withdrawal was for a wedding (of self or children), EPF subscriber had to give supporting documents such as the wedding invitation card. In the new form, subscriber’s signature is enough. But there is a disclaimer at the bottom which states that if the funds are used for any other purpose, the subscriber is liable to return the money with penal interest.

But if partial withdrawal is for a medical emergency, subscriber still need to submit proof like medical certificate and certificate by the employer that employees’ state insurance (ESIC) facility is not available to the member, it added.

EPFO plans to launch an online facility from May this year for withdrawals, but this can only be used by individuals with Aadhaar and bank account-linked UAN, cited the report.

New Delhi: Government is contemplating to make Aadhaar or Unique Identification (UID) card mandatory to avail rail concession, and an announcement is likely to be made by Finance Minister Arun Jaitley while presenting the first combined General and Railway Budget on February 1.

The move will help the government in better targetting of benefits and check misuse of the facility, sources said.

The Railways provides concession on tickets to more than 50 categories of passengers which include senior citizens, students, research scholars, teacher, doctor, nurse, patients, sports people, unemployed youth, Arjun awardees among others.

At present, Railways is running a pilot project for senior citizens who are entitled for rail concessions.

The concessional tickets cost the Railways about Rs 1,600 crore in 2015-16, with the bulk being accounted for senior citizens.

As per the government data, over 100 crore Aadhaar cards have been issued so for covering bulk of India’s population.

The government has decided to end the 92-year-old practice of presenting a separate Railway budget and merged it with the General Budget.

Jaitley, according to sources, will contribute few pages of his Budget to programmes and schemes related to Indian Railways.

Although there will be a single budget, the Railways will continue to have autonomy as commercial undertaking and the existing financial arrangement will remain.

The Railways is expected to get exemption from payment of dividend to the Union government, a move which will help strengthening its finances.

The organisation will also get budget support to meet part of its capital expenditure and will be allowed to raise extra budgetary resources.

According to sources, Railways would continue to bear the expenditure on social and public service obligations.

It is also expected that Jaitley will present a separate statement of budget estimates and demand for grants for Railways in the General Budget.

There will also be a single Appropriation bill, including the estimates of Railways, to the Parliament.

Make Pensioners part of nation building process, says Minister

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 29th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions & Pensioners’ Welfare (DoP&PW), Ministry of Personnel, Public Grievances & Pensions and the last such meeting was held on June 27, 2016.

During the meeting, Dr. Jitendra Singh said that today’s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&PW. The Minister said that there are about 50-55 lakh pensioners in the country and almost 88 percent of pension accounts have been seeded to Aadhaar. He further said that minimum pension has been increased to Rs. 9000 per person and ex-gratia amount has been increased from Rs. 10-15 lakh to Rs. 25-35 lakh.

Dr. Jitendra Singh said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process.

In the meeting, discussions were held on the action taken report of the 28th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special “Higher” Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&T pensioners, issue relating to CGHS Wellness Centre, Dehradun etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.

The Secretary, DoP&PW, Shri C. Viswanath and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.
