Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.7.2017.

The undersigned is directed to refer to this Department’s OM No. 42/15/2016-P&PW(G) dated 07.04.2017 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 4% to 5% w.e.f 01.07.2017.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/ Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4/34/2002-P&PW(D) Vol.II dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(B) datd 11.09.2017.

3. In partial modification of this Department OMs of even no. dated 16.12.2016 and 27.04.2017, Central Govt. absorbee pensioners in PSU/ Autonomous Bodies referred to in category (i) in para 2 and Burma Civilian pensioners/family pensioners referred to in category (vi) in para 2 above, will also be eligible for dearness relief @ 2% w.e.f 01.07.2016 and @ 4% w.e.f 01.01.2017, in terms of this Department OMs of even no dated 16.11.2016 and 07.04.2017 respectively. The dearness relief already drawn by the above pensioners in terms of OMs dated 16.11.2016 and 27.4.2017, will be adjusted from the revised dearness relief payable under these orders.

4. These orders shall not be applicable on CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1110/2012-P&PW(E) dtd 27.06.2013. Separate orders will be issued in respect of above category.

5. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

6. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained

in this Department’s OM No.45173/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No.38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

7. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

8. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

9. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

10. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

11. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No.1/9/2017-E.II(B) dated 20th Sept, 2017.

Subject :- Grant of Dearness Relief to Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension. – Revised rate effective from 1.1.2017.

The undersigned is directed to refer to this Department’s OM No. 42/15/2016-P&PW(G) dated 16th December, 2016 and the OM No. 42/15/2016-P&PW(G) dated 07.04.2017 and to say that the President is pleased to decide that the Dearness Relief (DR) to the Central Government employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension shall be enhanced from the existing rate of 132% to 136% w.e.f. 01.01.2017.

2.These employees will be entitled to the payment of DR @ 136% w.e.f. 01.01.2017 on full pension i.e. the revised pension which the absorbed employee would have received had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfilment of the conditions laid down in para 5 of the OM. dated 14.07.98 as amended from time to time. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated. 12.7.2000 refers.

3.Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

4.Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.1.2017.

The undersigned is directed to refer to this Department’s OM No. 42/15/2016-P&PW(G) dated 16th Nov, 2016 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 2% to 4% w.e.f. 1.1.2017.

2. Subject: Extension of scope of grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5 th CPC w.e.f. 01/07/2012.

Sir,
I am directed to refer to the Department of Pension and Pensioner Welfare’s OM No.42/13/2012-P&PW(G) dated 25th October, 2012(copy enclosed) regarding “Grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5th CPC w.e.f. 01/07/2012.”.
2. The applicability of the provisions of the aforesaid OM to All India Service Pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5th CPC has been considered by this Department and it has been decided to make the provisions of the aforesaid Office Memorandum of Department of Pension and Pensioner Welfare regarding “Grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5 th CPC w.e.f. 01/07/2012” applicable, mutatis-mutandis, to the All India Service Pensioners who are in receipt of provisional pension or pension in the prerevised scales of 5th CPC.

Subject : Grant of Dearness Relief to Pensioners who are in receipt of provisional pension – Revised rate effective from 1.7.2016 on implementation of decision taken on recommendation of 7th Central Pay Commission.

The undersigned is directed to refer to this Department’s OM of even no. dated 16.11.2016 wherein it was decided that the Dearness Relief from 01.07.2016 @ 2% of basic pension / family pension would be admissible to Central Govt Pensioners / Family Pensioners. Vide Para 3(iii) of the said OM, it was also mentioned that those order would not be applicable to the pensioners who are in receipt of provisional pension in the pre-2016 pay scales / pay.

2. Subsequently, this Department has issued orders vide OM No 38/49/2016-P&PW(A) dated 30.11.2016 for revision of provisional pension sanctioned based on the pre-revised pay in accordance with the instructions contained in this Department’s OM No. 38/37/08-P&PW(A)(ii) dated 04.08.2016.

3. Accordingly, the pensioners who are drawing provisional pension and whose provisional pension has been revised in accordance with the instructions mentioned in this Department’s OM No. 38/49/2016-P&PW(A) dated 30.11.2016 would also be entitled to dearness relief on their revised provisional pension, in terms of this Department’s OM No. 42/15/2016-P&PW(G) dated 16.11.2016.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. It wi!l be the responsibility of the pension disbursing authorities to calculate the quantum of DR payable in each individual case

6. In their application to the pensioner / family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

Sub :- Revision of Pension and grant of Dearness Relief to the pensioners of Statutory/Autonomous Bodies.

The Government of India – vide the resolution dated 4th August 2016, accepted the recommendations of the 7th Central Pay Commission on pensionery benefits and have granted the benefits of revised pension with retrospective effect from 01.01.2016 to all the Central Government Pensioners. Accordingly, in terms of OM dated 04.08.2016, Central Government pensioners have been paid arrears of pension due to them on 31.08.2016 along with their revised pension for the month of August 2016. Recently they have been granted the Dearness Relief with effect from 01.07.2016. Similarly, the employees of Autonomous Bodies have been granted Dearness Allowance with effect from 01.07.2016 based on the orders issued by the Finance Ministry.

It has been brought to our notice by the pensioners/family pensioners of Statutory/Autonomous Bodies that they have neither been granted revised pension in terms of 7th CPC orders contained in OM dated 04.08.2016 nor the Dearness Relief, though the Central Government pensioners have already got their revised pension and dearness relief. We wish to bring to your kind information that, hither to, pensioners/family pensioners of Statutory/Autonomous Bodies were getting revised pension as per the CPCs recommendations, as and when accepted by the Government, and Dearness Relief, as and when sanctioned, simultaneously along with the Central Government pensioners. This time, unfortunately, both these revised pension, in term of 7th CPC orders, and Dearness Relief have not been sanctioned to the pensioners of autonomous/statutory bodies. We fail to understand why such discrimination is meted out in respect of pensioners of Autonomous/Statutory Bodies.

We also wish to bring to your kind information that, immediately on issue of orders by the Finance Ministry granting Dearness Allowance to the staff of Central Government/Autonomous Bodies, the Department of pension was issuing orders granting Dearness Relief to pensioners of Central Government and Autonomous Bodes. While the DOPT has already issued the orders granting Dearness Relief to the pensioners of Central Government w.e.f. 01.07.2016, similar orders have not been issued in respect of pensioners of Autonomous/Statutory Bodes.

While the pensioners/family pensioners of Statutory/Autonomous Bodes, most of whom are in the evening of their lives yearning for betterment of their finances for a peaceful retired life, have been disappointed/frustrated, on the one hand, by the inordinate delay in the extension of 7th CPC orders to them, they have been further disappointed by the Government in not granting the Dearness Relief due to them with effect from 01.07.2016.

We, therefore, request you to issue the orders granting the 7th CPC benefits as also Dearness Relief due to the pensioners of Autonomous/Statutory Bodies, without any further delay, thereby facilitating the pensioners to lead their retired life, peacefully.

The undersigned is directed to refer to this Department’s OMs 42/06/2016- P&PW(G) dated 11th April, 2016 and 421l5/2016-P&PW(G) dated 16.11.2016 wherein it was decided to issue separate Dearness Relief orders to the Central Government employees who had drawn lump sum amount on absorption in a PSUI Autonomous body and are in receipt of 1131d restored commuted portion of pension and to say that the President is pleased to decide that the Dearness Relief (DR) shall be enhanced from the existing rate of 125% to 132% w.e.f. I st July, 2016.

2. These orders will be applicable to Central Government employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible for restoration of 1/3rd commuted portion of pension. These employees will be entitled to the payment of DR @ 132% w.e.f. 1.7.2016 on full pension i.e. the revised pension which the absorbed employee would have received had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfilment of the conditions laid down in para 5 of the O.M. dated 14.07.98 as amended from time to time. In this connection, instructions contained in this Department’s OM No.4/29199-P&PW (D) dated. 12.7.2000 refers.

The undersigned is directed to say that subsequent to implementation of the decision taken by the Government on the recommendation of the 7th Central Pay Commission, the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be as follows:

Note:- Dearness Relief at the rates indicated in the above table will also be admissible on the additional basic pension/additional family pension available to older pensioners/family pensioners based on their age as indicated in this Department’s OMs 38/37/2016-P&PW(A)(i) dated 04.08.2016 and 38/37/20 16-P&PW(A)(ii) dated 04.08.2016.

2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners.

3. These orders will not be applicable on following categories:-

(i) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of adhoc ex-gratia allowance.

(ii) Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension.

(iii) Pensioners who are in receipt of provisional pension in the pre-20 16 pay scales/pay.

(iv) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1/10/2012-P&PW(E) dated 27.06.2013.

Separate orders will be issued in respect of the above categories.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 1I/34-80-U dated 23/0411981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues in pursuance of instructions of Ministry of Finance, Department of Expenditure vide their OM No. 112/2016-E.II(B) dated 4th Nov, 2016.

7th Pay Commission – DA Merger Would have been more Beneficial – Whether enough organizational pressure was there to get the demand accepted is now an academic issue for discussion only.

The 7th Pay Commission submitted its report in November 2015. The Empowered Committee of Secretaries blocked it for 7 long months. Finally the cabinet approved the report without any modification, The Gazette Notification on the pay and allowances of employees was issued on 25-07-2016. The same minimum pay of Rs.18000/- The same multiplication factor of 2.57. Absolutely no change.

Let us now analyse what would have been the case, had 50% of Dearness Allowance / Dearness Relief been merged with pay / pension with effect from 01-11-2011. DA merger had taken place before implementation of 5th and 6th CPC Recommendations.

Though we had demanded it this time also, it was not agreed to. Whether enough organizational pressure was there to get the demand accepted is now an academic issue for discussion only. The DA / DR was 51% in January 2011. The percentage rates of DA/DR were 58, 65, 72, 80, 90, 100 107, 113, 119 and 125 during subsequent six monthly periods up to January 2016.

Now we shall workout the financial implication of the 50% DA/DR merger notionally.  A person with a basic pay / pension of Rs. 10,000/- would have got Rs. 1,06,500/- as difference in DA/DR for the period 01-01-2011 to 31-12-2015. That is the notional loss. It is easy to workout. For every 1,000 rupee as pay / pension, the benefit would have been Rs. 10650/- We cannot even dream of such an amount as pay revision “bonanza”.

The pay + DA of the lowest paid employee who was drawing Rs. 7,000/- (5,200 +1,800). On 01-01-2016 would have been Rs. 1,8375/- In that case, no Pay  Commission would have dared to recommend Rs. 18000/- as minimum pay as it would have been less than the actual pay + DA drawn by the employee.

Even if we accept the 14.29% increase recommended by the 7th pay commission, the minimum pay would have been Rs. 21,000/- and so the multiplication factor would have increased to 3 instead of 2.57. Employees and pensioners would have been benefitted significantly.

We were after the euphoria of a Pay Commission. We thought the 7th pay commission and the Government will deliver us good. It was a folly on our part in not clinching the demand of merger of 50% DA with effect from 01-01-2011. We shall blame ourselves for that. This is a lesson for us to be cautious in future.

Grant of Interim Relief to West Bengal State Government Employees Amounting to 10 % of their Band Pay.

After coming to power for the second time, the Mamata Banerjee led government on Friday announced a grant of interim relief to state government employees amounting to 10 percent of their band pay.

“In our first cabinet meeting, we have decided to provide a grant of interim relief to state government employees amounting to ten percent of the band pay drawn by them,” said state Finance Minister Amit Mitra.

“This will be effective from July and will cover state employees, teachers, local government employees and pensioners,” he said.

“The interim relief is small in nature but the net impact to the state exchequer will be around Rs.3,000 crore,” said Banerjee.

The difference in dearness allowance for state employees compared to their central counterparts stands at 50 percent.

Banerjee had announced a 10 percent hike in dearness allowance for the state employees from January reducing the difference to 44 percent. Later in March, the centre hiked the allowance by another six percent.

The government in its first stint had announced the Sixth Pay Commission to review the pay structure of state government employees.

Subject: Grant of Dearness Relief to CPF beneficiaries in receipt of ex-gratia payment w.e.f 01.01.2016.

 

In continuation of this Department’s OM No. 42/10/2014-P&PW(G) dated 28th Oct, 2015, the President is pleased to grant the Dearness Relief at the rate of 5th CPC w.e.f. 1.1.2016 to the following :

 

The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs.600/-p.m. w.e.f. 01.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 & revised to Rs.3000, Rs.1000, Rs.750 & Rs.650 for Group A, B, C & D respectively w.e.f 4th June,2013 vide OM No. 1/10/2012-P&PW(E) dtd. 27th June, 2013 are entitled to Dearness Relief @ 245% w.e.f. 01.01.2016.

 

(ii) The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR ©237 % w.e.f. 01.01.2016.

 

(a) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs. 605/- p.m. & revised to Rs 645/-p.m with effect from 04th June ,2013 vide OM No. 1/10/2012-P&PW(E) dated 27th June,2013.

 

(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs. 659/-, Rs. 703/- and Rs. 965/-.

 

2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

In their application to the Indian Audit and Accounts Department, these orders issue in consultation with the C&AG.

 

3. This issues as per Ministry of Finance, Department of Expenditure vide their OM No 1(4)/EV/2004 dated 25.05.2015 and OM No.1(3)/2008-E.II(B) dated 22.04.2016.

All Banks asked to calculate 6% Dearness Relief for central government pensioners

All banks have been asked to calculate revised amount of pension following the recent six per cent hike in Dearness Relief (DR), the Centre has said.

 

The President is pleased to decide that the DR payable to central government pensioners and family pensioners shall be enhanced from the existing rate of 119 per cent to 125 per cent with effect from January 1, 2016,” an order issued by Ministry of Personnel, Public grievances and Pensions said.

 

“It will be the responsibility of the pension disbursing authorities, including the nationalised banks, etc. to calculate the quantum of DR payable in each individual case,” the order F.No.42/06/2016-P&PW(G) issued on Monday said.

 

There are about 58 lakh pensioners.

 

The Union Cabinet had on March 23, approved release of an additional instalment of Dearness Allowance (DA) to central government employees and DR to pensioners from this year onwards to compensate for price rise.

 

The combined impact on the exchequer on account of both DA and DR would be of Rs 6,796.50 crore per annum and Rs 7,929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).

 

The offices of Accountant General and authorised pension disbursing banks are requested to arrange payment of relief to pensioners etc. on the basis of this instruction without waiting for any further orders from the Comptroller and Auditor General of India and the Reserve Bank of India, the order said.

Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No. 4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 125% w.e.f. 1.1.2016 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfilment of the conditions laid down in pars 5 of the O.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated. 12.7.2000 refer.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.

This will benefit about 50 lakh Government employees and 58 lakh pensioners.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).

ORDER

In the Office Memoranda cited above, Government of India sanctioned revised rate of Dearness Allowance/Dearness Relief to Central Government employees, Pensioners and family pensioners with effect from 01/07/2015. On the basis of the above, following orders are issued:

2.(i) The rate of Dearness Allowance payable in respect of State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full time Employees borne on the contingent and work charged establishments and employees of Local Bodies will be enhanced from the existing rate of 86% to 92% w.e.f 01.07. 2015.

(ii) The Dearness Allowance payable in respect of those employees continuing in the pre-revised scale of G.O (P) No.145/2006/Fin dated 25.03.2006 will be enhanced from the existing rate of 214% to 225% w.e.f 01.07.2015.
(iii) The Dearness Allowance payable in respect of teachers coming under UGC/AICTE/Medical Education Scheme (in whose case DA up to 50% has been converted as Dearness Pay) will be enhanced from the existing rate of 223% to 234% w.e.f. 01.07.2015.

(iv) The Dearness Allowance payable in respect of the teaching staff coming under UGC/AICTE/Medical Education Schemes who have changed over to revised UGC/AICTE scale from 01.01.2006 or thereafter and Judicial Officers will be enhanced from the existing rate of 113% to 119% w.e.f. 01.07.2015.

(v) The Dearness Allowance payable to those employees who are continuing in the 1997 pay scales even after 01.01.2015 will be enhanced from the existing rate of 273% to 284% w.e.f. 01.07.2015 (up to the date of effect of option under Pay Revision 2009).

(vi) The Dearness Allowance payable to those employees in Public sector Undertakings who were getting pay and allowances based on the scales of pay admissible under 1992 Pay Revision will be enhanced as follows with effect from 01.07.2015.

(vii) The Dearness Allowance at the enhanced rates will be paid in cash with the salary for the month of December 2015 onwards. The arrears for the period from 01.07.2015 to 30.11.2015 will be drawn and credited to the Provident Fund Account of the employees along with the salary bill for any of the months from December 2015 to June 2016. This procedure is applicable to those employees continuing in the Pre-revised scale even after 2009 Pay Revision and even after 1996 UGC/AICTE/Medical Education Scheme. No withdrawal other than final withdrawal of arrears of Dearness Allowance credited to Provident Fund Account shall be made before 31.07.2020 or retirement, whichever is earlier and is applicable Mutatis Mutandis to Provident Funds other than General Provident Fund also.

(viii) The enhanced rate of Dearness Allowance will also be applicable to Part-time and Part-time contingent employees on the basis of pay drawn by them.

(ix) The Dearness Relief Payable to State Service Pensioners and Family Pensioners (Whose Pension /Family Pension has been revised as per G.O. (P) No.87/2011/Fin, dated 28.02.2011) will be enhanced from the existing rate of 86% to 92% with effect from 01.07.2015.

(x) The Dearness Relief Payable to State Service Pensioners and Family Pensioners whose pension/family Pension has not undergone revision as per G.O.(P) No.87/2011/Fin dated 28.02.2011, and also to the Pensioners/Family Pensioners coming under UGC/AICTE/Medical Education Schemes (who retired prior to 01.07.2004 and whose family pension has been revised as per G.O.(P) No.81/2007/Fin. Dated 28.02.2007 and whose pension has not undergone revision as per G.O.(P) No.211/2011/Fin dated 07/05/2011), will be enhanced from the existing rate of 214% to 225% with effect from 01.07.2015.

(xi) The Dearness Relief payable to retired state judicial Officers (Who are drawing Dearness Relief at central rates and whose pension or family pension has not been revised as per G.O. (Ms) No.236/10/Home dated 02.11.2010) and the Pensioners/Family Pensioners, coming under the category UGC/AICTE/Medical Education Schemes (Who retired after 01.07.2004 and whose pension/family pension has been revised as per G.O.(P) No.84/2007/Fin dated 01.03.2007 and has not undergone revision as per GO (P) No.211/2011/Fin dated 7/5/2011) will be enhanced from the existing rate of 223% to 234% w.e.f. 01.07.2015.

(xii) The Dearness Relief payable in respect of Ex-Chairman and Member of Kerala Public Service Commission, whose pension structure was modified as per G.O.(Ms) No.339/2013/GAD dated 30.11.2013 will be enhanced as follows w.e.f. 01.07.2015.

(Ms) No.236/2010/Home dated 02.11.2010, will be enhanced from the existing rate of 113% to 119% w.e.f 01.07.2015. This rate will be adopted only after the formal sanctioning of revision of their pension in terms of G.O.(P) No.211/2011/Fin dated 07.05.2011. The teaching staff coming under the UGC/AICTE/Medical Education Streams who have retired prior to 01.01.2006 and whose pension has been revised in terms of G.O.(P) No.211/2011/Fin dated 07.05.2011 will also be eligible for Dearness Relief at the above rate.

 

(Xiv) The Dearness Relief payable in respect of the state service Pensioners/Family Pensioners whose pension has not undergone revision as per G.O.(P) No.180/2006/Fin. dated 18.04.2006 and who are drawing Pension/family pension as per pension revision 1997, and in respect of Pensioners/Family Pensioners coming under UGC/AICTE/Medical Education Schemes whose pension has not undergone revision as per G.O.(P) No.81/2007/Fin, dated 28.02.2007 or G.O.(P) No.84/2007/Fin. Dated 1.3.2007 will be enhanced from the existing rate of 273% to 284% w.e.f. 01.07.2015. This will be applicable only till such date of effect of option for pension Revision 2004, after which the Dearness Relief payable will be as indicated in para 2(x) above and after the date of effect of option for pension Revision 2009, Dearness Relief will be payable as indicated in para 2 (ix) above.

  1. The enhanced rate of Dearness Relief due from 01.07.2015 will be paid along with the pension for December 2015 and arrears from July 2015 to November 2015 will be released in cash along with the pension for December 2015.
  2. The conditions laid down in the the G.O. read as 8th above shall be applicable while regulating Dearness Allowance/Dearness Relief under these orders.

Sub: Sanction of 6% dearness Relief on the pension of the pensioners of the state of Madhya pradesh.

The state Government had sanctioned 113% dearness relief w.e.f 01.01.2015 on pension/family pension to their pensioners/family pensioners vide Finance Department Memo No.F 9-1/2015/Rule/IV dated, 28 May, 2015. The state Government has now decided that the dearness relief admissible to pensioners should be sanctioned as given below. The additional pension payable to the pensioner’s aged 80 years or above shall also qualify for dearness Relief.

Period Rate of Dearness Relief per Month
w.e.f. 01-07-2015 (Pension/family pension for the month of July, 2015 paid in August, 2015 119% of Pension/Family Pension
  1. The above dearness Relief shall be payable on the Superannuation, Retiring, Invalid and Compensation Pension. This dearness relief shall also be payable on the Compassionate Allowance sanctioned to the employees discharged or removed from service and the said dearness relief shall also be payable to persons receiving family pension and extra ordinary pension under the restrictions contained in the Finance Department’s Memo No.F.B.6/43/76/R-II/IV dated 5.10.76. The dearness Relief on the pension/family pension shall not be payable in the cases where the pensioners/family pensioners are appointed/re-appointed under the State Government or autonomous institutions. This relief on family pension shall be payable in cases where a person at the time of the death of the spouse was in service and was not appointed on compassionate grounds. This relief on family pension shall not be payable in cases where a person on account of the death of the spouse has been appointed on compassionate grounds. In this connection attention is invited to the provisions contained in Finance Department’s Memo No.F.B.6/10/76/R-II/IV, dated 27.7.76 read with Memo No.F.B.6/10/77/R-II/IV, dated 2.5.77 and Memo No.F-12-5/2007/Rule/IV dated 19.4.2007.
  2. Pensioners, who have commuted a part of their pension, shall be paid the dearness relief on their original pension (Pension before commutation.)
  3. This Order shall be applicable in respect of State Government employees who had drawn lump sum amount on absorption in PSU/Autonomous body/Board/Corporation etc and have become eligible to restoration of 1/3rd commuted portion of pension in terms of this Department’s memo No.F.9/9/2006/Rule/IV dated 5.1.2007.
  4. Fraction of rupee of the amount to be paid as dearness relief shall be rounded off to the next rupee.
  5. All Treasury Officers/Sub Treasury Officers/Pension Disbursing Officers are directed to make payment of the above sanctioned dearness relief to state Government pensioners early, keepin in view the amended provisions of S.R.347 of the M.P.T.C. Volume-1, issued vide Finance Department’s endorsement No.E.-4/1/83/R-V/IV, dated 29th January, 1983. After payment of dearness relief the same may be got checked from the usual payment authority received from the Accountant General, Madhya pradesh. If some inaccuracy/discrepancy comes to the notice. the same may be adjusted in the payment on next month.
